THE UNION PROCLAMATION, 1587

Issued and Confirmed by His Imperial Majesty the Holy Orenian Emperor Philip I Frederick, 13th of Malin’s Welcome, 1587

 

To His Majesty Torvin Grandaxe, First of His Name, Grand King of the Grand Kingdom of Urguan and Tribune of the Urguani People, Sovereign of the Dwedmar and Vicar of The Brathmordakin, Lord of Kal’Nikaer, Protector of the Edict and Grand Champion of Urguan, bearer of the Relics of Urguan and Mouth of Urguan,

 

BLESSINGS UPON YOU AND YOUR HOUSE,

 

We of the Holy Orenian Empire hope this document meets you in good health. It is with the deepest regret that we must address this document to you in regards to concerns we have for the future of the union betwixt our two polities, codified through our mutual signatures of the charter known as the Treaty of the Northern Union (1575). It is our dearest wish that the Grand Kingdom of Urguan continue to remain our great friend and ally, for we consider this to remain an imperative for world peace.

 

Accordingly, we must most respectfully remind our fellow signatories to this treaty that we expect them to hold to no imposed obligations save those they have willingly volunteered to accept unto themselves with their signature. Similarly, we have adopted every effort and labour so as to ensure that we of the Holy Orenian Empire keep our word and maintain each and every provision of the treaty that we have also volunteered our signature towards. However, there are concerns, in line with the opinions of the various eminent legal scholars who have reviewed such agreements, that the Grand Kingdom of Urguan has violated to some extent the principles of the document it was signatory to in 1575.

 

First and foremost; Provision Two of the document states that-

 

“The signatories herein shall maintain perpetually a state of total non-aggression and peaceable diplomatic relations with their fellow member signatories of the Union;”

 

In a similar fashion, Provision Eight dictates that-

 

“The signatories herein shall totally abstain from interference with the internal governments and affairs of their fellow signatory members of the Union, and shall recognise and support the total sovereignty of the legitimate governments of their fellow signatories according to the respective system of government of the state in question;”

 

However, we of the Holy Orenian Empire carry great concern that the Grand Kingdom of Urguan may have undertaken a violation of these terms through their offering of aid to the Haenseatic rebels under the command of the mad Andrew II of Haense. It has been reported to us by multiple former insurrectionists, who have since been offered pardon by the Crown, that it was the ostensible goal of His Majesty Grand King Torvin to provide military support in the rebellion of the Northmen against their Imperial fellows, with this goal being codified in the form of a diplomatic meeting which never eventuated.

 

If this be true, it is undeniably a violation of both Provision Two and Provision Eight of the Treaty of the Northern Union, the latter of which is intended to expressly protect against the anarchic rebellions against the legitimate authority of our respective states. However, we shall never simply assume the worst of our legal ally and friend, and accordingly, we extend the opportunity to His Majesty Grand King Torvin to disavow the actions of the Haenseatic rebels and pledge publicly under oath that this allegation be a false one, and that he never has nor ever will have any intention to violate the provision by interfering with the internal governments and affairs of the Holy Orenian Empire in such a fashion, including through any such alliance with those unhappy minorities who would band together in opposition to our glorious Imperial union.

 

We of the Holy Orenian Empire also regret to inform His Majesty Grand King Torvin of a recent assassination attempt upon the life of His Imperial Majesty the Holy Orenian Emperor, no doubt in an attempt to destabilize our great Imperial union. Unsuccessful though it was, the many powers which counsel His Imperial Majesty on the matters in which he would otherwise know nothing, upon investigation, uncovered that the dwarven assassin responsible for the attempt was a prominent member of the Ireheart Clan with close familial connections to the marshal in the service of His Majesty Grand King Torvin, Belgor Ireheart. In the understanding of this close and brotherly connection, we may cast our great suspicion over this Belgor Ireheart (Though never would such suspicion extend to our great friend and ally, His Majesty Grand King Torvin), and so it seems we have no other recourse but to humbly request that this intended vile act be condemned fully by His Majesty, with a full commission undertaken into this suspect so as to determine his guilt in the matter, and whether he may be guilty, the extent to which he be culpable for such conspiracies. This commission would be undertaken under Provision Four of the document, which proclaims that-

 

“The signatories herein shall facilitate total judicial cooperation between one another, including though not limited to processes of extradition, and shall abstain from the granting of exile, refuge or succor to those entities wanted or convicted by another signatory;”

 

However, we concede that Provision Five of the document states-

 

“The signatories herein shall only hold their fellow signatories responsible for the actions of those individuals acting in an official capacity as their government representatives and agents;”

 

Accordingly, if it is found that the suspect, Belgor Ireheart, be guilty of this most mischievous deed, and that he nor the assassin was not acting in an official capacity as a government, we shall by no means hold our fellow signatory, the Grand Kingdom of Urguan, responsible for such wanton actions.

 

Finally, we wish to inform His Majesty Grand King Torvin of the orcish settlement of Azaghol, which widely and publicly proclaims to exist by right of your own aid and allegiance. We invite His Majesty the Grand King to publicly repudiate such claims and reaffirm his hostility to the orcish people in accordance with Provision Ten of the document, which states-

 

“The signatories herein shall consider any enemy polity hostile to one signatory to be an enemy and hostile to all signatory members of the Union;”

 

We remind His Majesty the Grand King that the orcish peoples are our great enemy, having cast our world into destruction through the most vile and pestilent magics, as well as having perpetuated slavery for hundreds of years, their existence as a polity is an affront to all free peoples who cherish their rights, privileges and liberties. We have determined, through our Condemnation of the Orcish Race (1583), that they as a polity be the enemy of all civilized people, and though we have offered them amnesties, none have accepted such a gracious gift - thus, the document’s Provision Ten would state that this precludes any such allegiance between any signatories and any orcish political body, with the latter illegitimate in all such circumstances. However, such dastardly beasts are liable to commit the great crime of calumny as much as they are rape and murder, and so we shall disbelieve any claims that the Grand Kingdom of Urguan be allied with their Azaghol settlement upon our good friend, His Majesty Grand King Torvin, repudiating them.

 

It pains us greatly to compile this document, for we have much and more desire to live in peace with our earnest friends and allies of the Grand Kingdom of Urguan, however, various actions as of late have left us with no other recourse but to write such a proclamation in the earnest hope that you shall answer, clarify and diffuse our great concerns.

TL;DR:

The Emperor wants the Grand King to admit he offered no assistance to the northern insurrectionists as that would violate their treaty. 

 

The Emperor wants the Grand King to investigate a recent attempt on his life by an Ireheart and the possible involvement of the Marshal Belgor Ireheart in the matter, briefly citing parts of the treaty having to do with judicial prosecution and extradition. 

 

The emperor reminds the Grand King that the Orcs are still considered enemies of the union, and by the treaty, they cannot be allowed to hold a settlement in the Grand Kingdom of Urguan.

 

This was all stated with the utmost respect to the Grand King, Torvin Grandaxe.

"Whi dah zkah wud wi wunt tuw rayp zharaz agh twiggehz?" He says with great disgust, being an orc himself he knew that they despised mating with other races. Not to mention rape is not allowed so this statement is false.

Zlazh'Yar scans over the document making out what he can with the help of others "Offered amneztiez? ((orcs let me give u a tip: u just seem like bigger saltlords for calling someone out for calling someone out for actually calling oren 'scum' in an ooc annotation, because this all originated from a salty place to begin with and it just seems like ur backing ur horse even tho it's missing 3 legs))

Artimec placed the snagagothz's whip, with which he had lashed the former slavemaster of the now defunct Uzg, under the remnants of the shrine of Enrokh he had mounted on his bedroom wall after returning from the sack of San'kharak. It was the little things like flaying the flesh of the orc who's system of institutionalized slavery made a sport out of kidnapping elven people which made the oath to the Emperor all the more worth it. Perhaps instead of being imperial puppets, the wood elves fought with Oren for reasons of their own as well...
