A DECLARATION OF IMPERIUM

At the peremptory request and desire of a large majority of the Dwarven Race, I, Aemich Grandaxe, formerly of Kal’Khongron, Cape of Nimdahn, and now for the last nine years and ten years past of Kal’Tarak, declare and proclaim myself Emperor of Omithiel; and in virtue of the authority thereby in me vested, do hereby order and direct the representatives of the different Dwarven nations to assemble in the center of Garrond’s Vale, on the 1st day of The Grand Harvest, then and there to make such alterations in the existing laws of the Dwarven peoples as may ameliorate the evils under which the Dwarven Race is laboring, and thereby cause confidence to exist, both at home and abroad, in our stability and integrity.
