I. Foreword. 

 

Pursuant to the mandate of Imperial Statute that the Office of the Imperial Auditor survey and report to His Imperial Majesty’s Privy Council, this report has been compiled to summarize, review, and recommend the state of the Imperial demesne. Conducted every sixth year, the census shall facilitate His Imperial Majesty’s Administration in the surveillance and legislation of the realm, with due accord to the needs of the realm. Moreover, the Imperial Auditor shall provide an objective analysis and its recommendations to the several ministries of the Imperial Administration for the welfare of Humanity. 

 

The goals of the Imperial Audit Report include the following:

  1. Assess a comprehensive record of the denizens of the realm.

  2. Accurately record the demographics of the Empire.

  3. Ascertain representation, land development, and urban life.

  4. Accommodate the needs of Our Beloved Subjects at the municipal and Imperial level.

  5. Advise the appropriate departments and ministries within the Privy Council.

 

 


II. Population.

 

In the Imperial Census of 1728, the following areas were surveyed: The Kingdom of Hanseti-Ruska, the Kingdom of Kaedrin, the Kingdom of Curon, the Caliphate of Kadarsi, the Archduchy of Suffonia, the Duchy of Cresonia, the Duchy of Westmarch, and the Crownlands.

 

As such, population composition consists of the following:

  1. The Crownlands (15.5%)

  2. The Kingdom of Hanseti-Ruska (31%)

  3. The Kingdom of Curon (8%)

  4. The Kingdom of Kaedrin (10.3%)

  5. The Caliphate of Kadarsi (8.6)

  6. The Archduchy of Suffonia (1.1%)

  7. The Duchy of Cressonia (2.9%)

  8. The Duchy of Westmarch (4.6%)

 

The following write-ins are listed below:

  • The Duchy of Vintas (11%)

  • The Village of Rubern (0.6%)

  • The Duchy of Adria (0.6%)

  • The Duchy of Lorraine (0.6%)

 

The remaining submissions were deemed irrelevant by the Office of the Imperial Auditor-General for being illegible or settlements not within the Holy Orenian Empire.

 

Race and Ethnicity.

Within the population surveyed, the representation of the human race was most prominent, accounting for over 90% of the Empire’s composition. The most prominent racial minority was composed of the elven race at roughly 5%. Among the ethnic statistics of this year, the census found the majority of humanity composed of Heartlanders (38.5%), followed by Highlanders (30.5%), and a significant response from Farfolk at (11.5%). 

The remaining ethnicities are listed below:

  • Illatian (3.4%)

  • Auvergnian (3.4%)

  • Waldenian (2.3%)

Non-human category accounted for the last sector of the population grid (10.3%). 

 

Social Composition.

As expected in our census, over half (66.6%) of the population, attributed to higher probabilities of literacy, consists of the nobility class. The remaining third (33.3%) consisted of populations identifying as commoner class. The median age of the Empire is at forty-six years.

 

Occupation and Unemployment.

The Office of the Imperial Auditor-General stratifies three major forms of employment: civil service, martial service, and subsistent labor. We report that the diverse occupations declared on the census reflect a burgeoning expansion of urban life, military recruitment, education, literacy, and religious vocation. A small number of responses have declared unemployment (~20.1%). Our report suggests that some responses of unemployment derive from those who reside in palatial life and do not have specific roles or means of explicit employment.

 

Societal Observations.

Our report shall note that our surveys and visits across the Imperial demesne indicate several observations that include but are not limited to the following:

  • There are significant land developments in the Crownlands.

  • The Duchy of Adria and the Duchy of Lorraine have exhibited rapid growth in land development, military capacity, and civilian life. 

  • The Caer Bann of the Kingdom of Kaedrin prolifically remain vigilant in the patrol of the roads.

  • The Kingdom of Hanseti-Ruska has exhibited the most secure vassal-state in our Imperial demesne.

  • Large swaths of land continue to be tilled and cultivated along the peripheries of the Kingdom of Curon, thus exhibiting much agricultural productivity.

 

Relational and Familial Status.

Our census indicates that over half of the Empire’s population has declared themselves single (54%), followed by those married (19.5%). Widows and widowers accounted for the next sector of the population (12.6%) and generally exhibit individuals over the age of forty-five. Engaged persons, mostly declared by noble arrangement, compose of the next in the population (8.6%). The last significant submission is composed of the clergy estate (4.6%). The last declared themselves dissolved from marital vows (0.6%).

 

Among children declared in the census, the average number an Orenian family contains is approximately two per household.

 

 


III. Quality of Life.

 

In the Imperial Census of 1728, questions for livelihood and perceptions of societal conditions were surveyed. As such this report shall outline the Imperial average in relation to the scale used on the census form as developed by the Office of the Imperial Auditor-General. Individual vassal states may petition the Office of the Imperial Auditor-General to request their specific averages if they so desire. 

 

Happiness. 

Contentment within the Empire was surveyed to examine the attitudes of the denizens of the realm. Happiness is defined by the Office of the Imperial Auditor-General as a state of satisfaction in the participant’s general assessment of themselves, their families, and their community at-large. The scale will determine such attitudes with values up to five to show full content and one to express the lack thereof. As such, the overall Imperial averaged is placed at a value of 3.9 out of the maximum of 5 on the scale. 

 

Income.

The levels of income were ascertained to show any diversity or dynamic trends in industry, geolocation, and livelihood in the respective vassal-states. Our report shows that the overall average of income are valued at 3.5 out of a maximum of 5 points. Our analysis indicates steady and incremental maintenance of income within the middle tier of our scale. We attribute an increase in steady markets as vassal states continue to sustain and provide for their merchant class.  

 

Housing.

Each vassal-state citizen was required to declare a score on their individual and collective disposition regarding the status and condition of their current residency. This was a general inquiry that allowed the participant to assess their homestead and city life. The analysis of housing from this census shows that the Imperial average is at 3.5 out of 5 on the scale. A further audit on housing units will be conducted within the next saint’s week to provide a comprehensive account on the quantity and needs of residents within their respective vassal-states. 

 

Safety and Security.

With the year soon reaching its closing, the census indicated a largely positive view on safety and security within the Holy Orenian Empire. Confidence in the Imperial Throne and the reciprocation of trust and fealty among the vassal-states to levy and defend the realm are attributed to the higher average in safety. Fears of brigands and banditry continue to pervade the disposition of inter-vassal travel. However, vigilant patrols, increases in military recruitment to various martial institutions, military religious orders, and law enforcement institutions are attributed to this higher average. 

 

The State of the Empire.

The confidence in the realm stands at a value of 3.7 out of 5 points from the census scale. Exacerbated tensions that have recently developed between the Caliphate of Kadarsi and the Duchy of Lorraine and with the Duchy of Adria and the Duchy of Lorraine account for some apprehensions. However, further reports are forthcoming to examine the future relationship after Imperial appropriate arbitration and adjudication have concluded.

 

 


IV. Conclusion

 

With the closing of the administration for this census, this report seeks to outline various recommendations and remarks for the furtherance of the Realm and of future legislation. The Office of the Imperial Auditor-General acknowledges that not every citizen or settlement under the jurisdiction of the Holy Orenian Empire was accounted for in this census. However, the following years prior to the next census will be used to further audit and survey lands so as to include these settlements and afford them due representation. 

 

We recommend that the Imperial Administration consider these themes with scrutiny and diligent consideration:

  • Promoting vassal-state urban development in housing construction

    • We project an increasing growth in population. The Imperial Administration should be compelled to prioritize major cities to proceed with the additional creation of housing as appropriate for their lands and holding and those enfeoffed by Our Throne help accommodate new laborers, soldiers, and civil servants for the furtherance of Our Realm. 

  • Incentives in creating markets and producing goods

    • With an increase in market participation and goods, the Imperial demesne would greatly benefit from greater support to cultivate vassal-state development as hubs of growth throughout each city. 

  • Promoting safer and expedient means of travel for denizens to traverse across the Imperial domain

    • We believe that maintaining the innovating in these endeavors will further facilitate in increasing averages in income with new labor. We also see it fit that this initiative will increase the confidence in the security of the realm.

 

Finally, the Office of the Imperial Auditor-General welcomes any individual meetings, surveys, and appointments with the governments and councils of the various vassal-states in our Holy Orenian Empire to discuss and compile individual reports respective to their region for the augmentation and furtherance of their domain. A letter addressed to the Office of the Imperial Auditor would read the following:

The Province of Rubern is independent, therefore not belonging in an Imperial audit of their own demesne. Whomever included Rubern’s citizens did so without consulting the Provincial Government, and was mistaken to include them.

 

With that said, the Province of Rubern recognizes the diligence put into the audit and congratulate its authors. We request our presence removed from this and future audits until further notice.

The Chief Lawyer of the Durant Company yawns, still expecting the Imperial Auditor to speak with the Emperor as he promised to do. Apparently the Auditor had enough time to compile a report, but not enough time to notify the Emperor of a simple matter. The Chief Lawyer will remember this...
