THE MINISTRY OF THE INTERIOR

Est. 1732

 

The Ministry of the Interior is an administrative department formed below the Council of State, charged with the duties of managing the lands of the Crown as well as all public lands. The head of the department is the Secretary of State for the Interior, often shortened to the Secretary of the Interior, who sits as one of the Great Ministers of the Imperial Cabinet. His role is to oversee administration of the many peoples and governments of the empire, with the goal of building a professional administrative corps to elevate the condition of civil servants beyond the archaic steward.

Upon the resignation of the 5th Secretary, Joseph Clement, the inherited Ministry of the Interior has built on the foundations and success of the original ministry. With this development, a plethora of new offices and divisions have been established, introducing a nascent era for the Ministry of the Interior. 

 

Under the Ministry of the Interior is the nascent Imperial Civil Service - an empire-wide government administered service designed to maintain and regulate the body of government within the Holy Orenian Empire. The disposition of a civil servant relies on the principles of meritocracy, efficiency, and a devotion to the Imperial State. The establishment of a bureaucracy will encourage individuals to participate in service to the government, a collaborative effort of providing a vital spoke of state - commerce and traffic.

 

The Ministry of the Interior is divided into two sub-departments, these being the Home Office and the Municipalities Office. These will be described in further detail further within this gazette.

 

As one of the preeminent Ministries of the Crown, there are several permanent positions beneath the charge of the Secretary of the Interior, these being mandated either by Acts of the Imperial Diet or by Executive Order. Due to this fact, staffing for the Ministry is always in high demand, and the probability of promotion is high.

 

 


 

 

THE DUTIES OF THE MINISTRY OF THE INTERIOR

Prescribed by the Oren Revised Code (CH 601.06), hereafter are the responsibilities of the Ministry.

 

  • The duty to manage the lands of the Crown as well as all public lands, as both the representative of the government and highest administrator.
  • The duty to commission and administer the construction of all public works, including infrastructure projects.
  • The duty to oversee housing and property within the Crown’s dominions, including the capital city.
  • The duty to manage policing, law enforcement and the safekeeping of the Emperor’s peace within the Crown’s direct dominions. 
  • The duty to oversee Imperial cities and all other direct dominions. 
  • The duty to administer the Imperial Everardine College, as honorary chancellor. 
  • The power to act with the Crown’s commission in the capital city, and to direct its governance in conjunction with the requisite elected bodies, which remain subservient to him. 
  • The power to contract architects, labourers and other aides in the completion of infrastructure projects. 
  • The power to temporarily manage the property of a deceased, absentee, or unworthy landowner without lawful heir, until the Council of State should choose to reappropriate this property.
  • The power to staff his office, the Ministry of the Interior, in such a way as to provide assistance in his duties.

In order to foster a more professional steward and clerk corps with the eventual vision of a greater Imperial Civil Service, all non-Imperial State Army agents are expected to dress in a professional manner. To help facilitate for newer apprentices in the office, the Interior Ministry has commissioned the following attire for those that cannot afford to meet the standing dress code. All other Imperial Civil Service employees must still dress formally and professionally, adorning an identifiable gold badge.

 


 

 

THE SECRETARY OF STATE FOR THE INTERIOR

The Secretary of the Interior heads the Ministry, holding sole executive power of its staffing and operation. He sets the policies which the Ministry shall thereafter follow, and organizes greater departmental initiatives, which may include providing direction for the lesser permanent offices beneath his charge. He is appointed by the prerogative of the Archchancellor, with confirmation by the Imperial Diet.

 

Every duty of the Secretary is outlined within the Oren Revised Code (CH 601), which has been written above. Given the number of these duties, the expansive responsibilities entailed, and the vastness of the lands being the direct dominion of the Crown, staffing of his office with competent bureaucrats is one of his most important roles. No Secretary of the Interior operates alone – this much would require the miracle of saints.

THE UNDERSECRETARY OF STATE FOR THE INTERIOR

 

The Undersecretary of State for the Interior serves as the Secretary of the Interior’s chief lieutenant. He is charged with overseeing the day-to-day operations of the department. He is delegated all the responsibilities of the Secretary himself, and serves at his pleasure. 

 

In the case of incapacitation of the Secretary of the Interior, the Undersecretary shall assume headship of the entire department, holding interim power until the Council of State should appoint a new Secretary and the Imperial Diet confirms him.

IMPERIAL PRACTITIONER-GENERAL

 

The Imperial Practitioner-General, known by the shorthand Practitioner-General, is a permanent public servant within the Home Office, established by the Medical Validation Act 1738. He is charged with the oversight, regulation, and research of matters of a medical nature within the Empire. The Practitioner-General is charged with the auditing and accreditation of clinics, apothecaries, and hospitals. He may staff his office, which is self-funded, at his pleasure.

 

As per the Napier-Rutledge Act of 1751, the Practitioner-General has the additional responsibility of suggesting a Surgeon-Sergeant of the House of Commons to the Speaker of the House when called upon.

 

Hereafter are the duties prescribed to the Imperial Practitioner-General by the Medical Validation Act 1738:

  • The Imperial Practitioner-General is responsible for the research and advancement of medicine; whether it be the refining of medicine, developing a new treatment, perfecting medical procedures, etcetera.
  • The Imperial Practitioner-General is responsible for the unbiased authorization of safe and authentic clinics or medical shops.  Applicants must pay 50 minae to the office to apply for each attempt authorization; if the application is authorized and then later found to be committing fraudulent medical practices, then they will be punished accordingly.
  • The Imperial Practitioner-General is responsible for the standardization and control of controlled or addictive substances, i.e night sap, king’s ivy, opium, shadeleaf, etcetera.

CHANCELLOR OF THE IMPERIAL OFFICE OF EMPLOYMENT OPPORTUNITIES

 

The Chancellor of the Imperial Office of Employment Opportunities, known shorthand as the Employment Chancellor, is the second permanent public servant within the Home Office, established by the Imperial Employment Opportunities Act of 1743. He holds responsibility for the Imperial Employment Registry, a bi-annual gazette advertising employment opportunities throughout the four provinces of the Empire. To this end, the Employment Chancellor will often be in contact with provincial stewardry. 

 

The Employment Chancellor has the additional responsibility of receiving prayers for employment from the less fortunate, and assigning them to employment where necessary.

 

Hereafter are the duties prescribed to the Chancellor of the Imperial Office of Employment Opportunities by the Imperial Employment Opportunities Act of 1743:

  • The Imperial Employment Registry shall be established to list all job postings and opportunities of work throughout the entire Holy Orenian Empire.
  • The stewards of the several provinces and in the Crownlands shall submit a list of employment opportunities available in their respective lands. The stewards are to update any changes in the job availability and must notify the Department of Internal Affairs between every two saint’s week and no less than one saint’s month. 
  • The Imperial Employment Registry must list all of the following articles of information to be published: Title of job, location, name of employer, wage ranges, and duration of the labor. 
  • The job listing must designate if it is from a provincial-state institution or a privately contracted employment.
  • The Imperial Employment Registry shall be regulated by the Ministry of the Interior’s administration. The aforementioned entity shall establish and supervise a Chancellor to scrutinize the organization of the registry to be called The Imperial Office of Employment Opportunities.
  • The following are prohibited from being posted to the Imperial Registry of Employment: Forms of slavery, promiscuous and deviant labor, bounties for capture/execution, labor and industries not within the Holy Orenian Empire that do not have writs of permit 
  • The Imperial Office of Employment Opportunities shall have final discretion on the approval or denial of job posting petitions. However, appeals to their decisions may be made to the Imperial Diet with the sponsorship of two senators.

The Vice Undersecretary of the Northern Department is a position within the Home Office charged with assisting the Secretary of the Interior in overseeing ministry works within the Kingdom of Hanseti-Ruska and the Province of Northland. To this end, the Assistant Undersecretary is to be a resident of the department with the capability of travel between it and Helena. The Vice Undersecretary shall aid the requisite elected and executive bodies of the department in the discharge of their duties. The Vice Undersecretary shall report to the Secretary of the Interior to deliver a bi-annual report of events within their department.

VICE UNDERSECRETARY OF THE EASTERN DEPARTMENT

 

The Vice Undersecretary of the Eastern Department is a position within the Home Office charged with assisting the Secretary of the Interior in overseeing the administration of the Province of Kaedrin and the Northeast Territories. To this end, the Assistant Undersecretary is to be a permanent resident of the province and territories with the capability of travel between them and Helena. The Assistant Undersecretary shall aid the requisite elected bodies of the department as well as the Crown appointed Governor-Generals or Lord-Lieutenants in their duties. These duties may include liaison work, the acquisition of necessary materials and manpower, and more. 

 

The Vice Undersecretary shall report to the Secretary of the Interior to deliver a bi-annual report of events within their department.

 VICE UNDERSECRETARY OF THE SOUTHERN DEPARTMENT 

 

The Vice Undersecretary of the Southern Department is a position within the Home Office charged with assisting the Secretary of the Interior in overseeing ministry works within the Pale of Aldemar and its subsidiary territories. To this end, the Vice Undersecretary is to be a resident of the department with the capability of travel between it and Helena. The Vice Undersecretary shall aid the requisite elected and executive bodies of the department in the discharge of their duties. These duties may include liaison work, the acquisition of necessary materials and manpower, and more. 

 

The Vice Undersecretary shall report to the Undersecretary or Secretary of State for the Interior to deliver a bi-annual report of events within their department.

THE MUNICIPALITIES OFFICE

 

The Municipalities Office is the second sub-department of the Ministry. Its sole purpose is the administration of Imperial Cities, including the capital city. As such, the majority of these positions are in actuality members of municipal governments, elected or otherwise.

 

THE  LORD MAYOR’S OFFICE OF THE CITY OF HELENA

 

The Lord Mayor of the City of Helena holds an honorary role within the Cities Office. He has no additional duties prescribed by the Ministry of the Interior beyond his municipal responsibilities, but is entitled to sit at meetings of the greater Ministry.

THE CITY CLERK’S OFFICE OF THE CITY OF HELENA

 

The City Clerk of the City of Helena holds an honorary role within the Clerk’s Office. He has no additional duties prescribed by the Ministry of the Interior beyond his municipal responsibilities, but is entitled to sit at meetings of the greater Ministry. The municipal responsibilities include overseeing properties, taxes, and managing the office of the clerks.

THE DIRECTOR OF THE IMMIGRATIONS OFFICE OF THE CITY OF HELENA


The Director of the Helena Office of Immigrations oversees a department dedicated to facilitating the entry of newcomers to the city of Helena. They are the pivotal role for ensuring Helena has a steady stream of migrants, directing them to any necessities to becoming honorary citizens of Helena.

THE CHANCELLOR FOR THE LIVERY COMPANIES OF THE CITY OF HELENA 

 

The Vice Undersecretary for the Livery Companies is tasked with regulating and maintaining the autonomous functions of the Livery Board. Working in conjunction with the Lord Mayor, they must ensure that the Livery Board’s intricate system functions with ease, preventing any hindrance.

The Chancellor of the Imperial Association of Culture (I.A.C.) is a position managing all the events within the empire-wide, with focus in the imperial capital . They are to administrate the I.A.C. in maintaining a continuous amount of orchestrated events. The association, led by the chancellor, will ensure that the city is developing traffic from promoted events.

The Ministry is always seeking eager applicants to staff its offices. The bureaucracy of the Holy Orenian Empire is expansive, and thus requires willing servants to implement policies and initiatives.
