WHEREAS, the Ministry of Justice has recently noticed a substantial increase in drug trafficking in our Country.

WHEREAS, the Ministry of Justice finds that drug trafficking is polluting and ruining the neighborhoods and families of our Country, instigating violence, and allowing criminals and gangs to freely perform their criminal activities.

WHEREAS, the Ministry of Justice finds that the Orenian Revised Code, henceforth referred to as the O.R.C., does not contain an exact definition of what type of substances are considered illegal, and that this loophole could lead to confusion among the population regarding the legality of certain drugs in our Country.

WHEREAS, it is the duty of the Solicitor-General “...to safeguard the proper and fair application of the law across the country's judicial system.” (O.R.C. 601.04A)

BE IT ENACTED, that all hallucination or personality affecting drugs for recreational use are to be considered illegal substances for the purpose of O.R.C. CH 204.04 and, therefore, they are prohibited in the Holy Orenian Empire.

BE IT ENACTED, that violators of this Ordinance shall be charged with Contraband (O.R.C. 204.04).

Natalia paces the common area of Carnatia house, tucking her ivy dust further into her pocket as she once again begins to monologue, the woman evidently infuriated by this news "Violence - Violence? I'll show them violence. No, really. I will not. But I'll think about it... How could they DO such a thing. No, no, this will not do. Recreational use? BAH, I have never heard of such a thing. They're torturing us now, truly, their loyal citizens. What have I - I mean, WE, done to deserve such a personal affront to our very beings? Get this out of my sight" she would yell out, quickly thrusting the parchment in the air for some poor servant to come collect, ensuring to topple over a glass or two from the nearby table before fleeing the room.

Emerentia rubs her temples as she grit her teeth while Natalia paced within the lounge, hands cradling her temples before a sudden fist swung down onto the table. "This is going to kill the economy. I cannot believe they would do this - how am I to enjoy myself on my free time? I literally designed the interior for this horrendous ministry! I want /payment/ now!" The woman shook her head as Natalia caused destruction around them, face tucking away in the confines of her palms, sulking in misery.

"This is just idiotic. I'm not arresting anyone for the use of drugs . . . Cactus Green, Tranqer, and all, at least," murmured a battered army Captain. "Some of us have trauma. Some of us have seen the gruesome tides of war and vicious crime day in and day out. And some of us use these to forget it. Suck my boot, Solicitor-General, you tone-deaf faechk."

"This is not even legal to do, the moj has no right to say whats illegal or legal if its not covered by law, frankly to see this makes me sad to see how bad it has gotten within the ministry" * Henrik would say to himself while reading the ordianace

Maisie d'Arkent read over the missive. Chuckling out before setting it to the side "Won't stop the people who like these substances." she'd muse out before going back to sewing.

Ophelia Romanov began to laugh profusely at the statements.

”How absurd! Some of us use it for medical purposes, some expecting mothers use this to ease morning sickness, and ease the pains of labor. I,for one,am not going to stop using my favorite substances! It helps me deal with my various issues within my mind. If alcohol can be legal, so should drugs. I see more bar fights and drunken violence than drug violence.”

The personal assistant of the Solicitor-General, also known as Mister Gobbo @AdventureMaan, would remind Ophelia that this Ordinance explicitly states that this regulation only applies to recreational use, and that, therefore, medical use is obviously completely legal.
