Almighty God, Supernal Architect of Creation, Omnipotent Increate, Omnipresent King, surround our spirit with the Aegis of Virtue, that we shall abhor the disease of the Witch. Persecute those who would make petty Gods of themselves, as the Aenguls have done in forgetting your Name, and annihilate them with Thunder and Fire. For them who will kneel before the fire as a martyr, let them be schooled by the Master of Masters, the Infinite and the Generous, and be saved from obliteration. For they have committed to the Great Work of our New Age, a Rebellion in the Stars to spread the writ of Heaven. Where their boots tread, speak the song of cathedral organs at their wake. Sixty-Two years have passed since the original Magic Commission was published. In that time, we have witnessed the disaster of Hohkmat and the perversion of Celia’nor, rends chewn through the cosmic flesh our Lord benevolently designed, and innumerable accounts of misuse, disorder, and death related directly to the previously lax discipline over the arcane arts. That will now end. Across the civilized world is now cast the unified and swaddling cloth of Canon, heavy and restful to prepare the world for its evolution. We are at last on the brink of a true renaissance, a word meaning “rebirth”. Before we emerge from our blissful sleep, the specters of our dreams must be addressed, the Magi. 

 

It is not the opinion of this Commission nor its benefactors that all magic, in and of itself, is wholly evil. But it must be constrained, and it must be organized. The laissez faire attitudes of secular kingdoms has hitherto been a calamitous error for this age and all others before it. As the premier author of this Commission, I – Cardinal Nerium of Idunia – prescribe the solution of the Holy Church and her twin Kingdoms under God in like attitude to my mentor and friend, the late Cardinal Antonius of Artorus. We have reviewed the cases, discerned the nuances and the arguments, and come to this agreement under the perspective of optimism and strongest adherence to the message put forth in the Epistle to the Magi. 

 

Beginning on Owyn’s Light, 2027 [May 1st], a wide berth of new laws elaborated on in this Commission will take place. To understand these new precedents, consult the below glossary. Forbidden - Forbidden magic is all that which Canon Law dictates is firmly rooted in anathema and opposes the Virtue of God.  Nearly-always punishable by death, it is the duty of every Canonist man, woman, and child to reject these practices for the wellbeing of all others.    Sanctioned - Sanctioned magic is magic that has been permitted within the confines of Canonist realms. It is determined to be either harmless, harmful only through spiritually acceptable means, or a boon of Virtue unto Mankind.    Sanctioned Class - A lettered code dictating if a certain magic must undergo any degree of validation to be performed within Canonist Realms. C Class is fundamentally harmless. B.1 Class is dangerous but requires no registration. B.2 Class requires registration, and may also require further validation to be allowed. A Class falls under special conditions to be allowed at all, persons with these magics fall dangerously close to ruin, and must be specially surveyed and undergo multiple layers of Virtue trials to be permissible.  Witch - A Witch (or Black Magi) is anyone who possesses a Forbidden magic. Procedure handling Witches typically involves burning of the body, alive or dead, to guarantee they are not resurrected.    Wizard - A Wizard (or White Magi) is anyone who has been Sanctioned to perform a magic. They have either been vetted, or possess something so fundamentally harmless it wouldn’t reason to bring them through a verification procedure.    Article One – Validation of Virtue   Wizards have for ages chosen their own apprentices, at times predicated on elaborate trials, at times based merely on nepotism. This freedom has allowed the likes of Lanre Cerucil and the much-maligned Arthur to obtain powers outside what any reasonable, intelligent Man would have ever given them. For this cause, this Commission decrees that any form of Magic Sanctioned Class B.2 or higher under-go registration with the Church. There, Wizards shall be given a special identification badge to be shown when asked by ecclesiastical parties and secular law enforcement.

The overview and maintenance of this registry will be contracted to a new Holy Order, the Bene Lisse Choir of Saints Avenel and Amyas, to be located shortly in Numenost. This Order’s primary function, among others, will be the documentation of informational resources, dissemination of that information, magical registry, and the drafting of new policies to the Magical Commission pending Curial review. Inquiries regarding the Choir may be directed to my bird box. Additionally, the Curia has seen fit to permit the Choir with special privileges to contract Witch bounties and Witch-Hunter’s licenses. These bounties are Church bounties, ensuring future secular provinces must provide whatever assistance that they can for the arrest of local Witches. The concealment of any Witch, known or unknown to the person doing so, may result in prosecutorial action by either ecclesiastical or secular officials predicated on a case-by-case basis. Local law officials are expected to assist with Witch hunts, but not formally required to do so. However frequent rejection of assistance may result in a formalized Virtue Audit, by which an Inquisition may be assembled to investigate a province.    These badges shall identify the Wizard by Name and Description, Region by which they live, a seven-digit alpha-numeric Code, and the Circle they shall be assigned. Circles will be elaborated further in this document. Wizards required to have a badge are required to keep it upon their person at all times; any Wizard found performing B.2 or higher magic should be arrested for questioning if they are found to be without this badge.   It would be ignorant to suppose that the best people to wholly govern Magi should be those that do not spend a considerable measure of their time in study of the subject over which they rule. For that reason, the Church has given these permissions to the Choir, as a Deputy-Intelligencia, Quasi-Office, and discrete contractee. As an adjunct of the Choral Powers, it has been decided that Magi shall indeed observe, report upon, arrest, or situationally burn any Witches or potential Witches that appear to them. For this purpose, the Curia has voted upon the wise course of action to elect two Archons that will manage in close proximity the Magi of the East and West respectively. These Circles being the Circle of the Sun (Burgundy) and the Circle of the Moon (Numenost). The Archons are to both share membership in the Church as well as the Choir, though due to the potential for a gross concentration of authority may never lead either organization. The role of an Archon is one that requires above even the highest intellect, a strong moral character and keen skills of discernment and judgement. Where the Choir will determine the approval of Wizards to practice their skillset, an Archon explicitly manages their Circle’s region of control, managing existing Wizards and directly ordering the education of them (either personally or assigning students to a Wizard under their authority). By choosing to become Wizards, one has already given consent to join and follow the expectations of their Circle. Refusal to do so may make a Wizard a rogue and a Witch, exceptions being if the Wizard has enrolled in a Church approved Holy Order, under which case they are subject to the laws of their Chaptermaster.    On the subject of Choral Bounties and Witch-Hunters, badges shall be likewise provided predicated on a simple criteria proving that one is not a dimwit nor an outright sadist. These badges register an individual as a hunter for the Choir, and while not directly conferring any authority, proves to secular officials that a person possesses sufficient education and training to investigate, capture, arrest, or burn a Witch on the behalf of the Bene Lisse. Unlike an official request by the Choir or a member of that Order, local officials have a diminished expectation to heed a hunter’s inquiries, but frequent obstinance will entirely be leveraged to the Choir and then the Church, who may recognize the legitimacy and suspicions of said hunter.

 

In accordance with the afforded regulatory guide, this commission provides a blanket-statement to the three types of magic as we have identified them. These are not rigid bullet-points to peer one’s eyes over and shout “Aha! Those Canonists have forgotten the esoteric art of Shit-mancy, now I am relieved to poop-bend to my heart’s content!” But rather a tree to identify quickly which magics are classified as which, chiefly for the conduct of both those who must register themselves to the Church and Her Choir, as well as those delivering punitive actions against Wizards or Witches observed to be suspicious and/or dangerous.

 

Type N magic is the Natural magic of the material world, hardly regarded as magic at all in layman’s terms. This concerns ordinary fair such as Alkemia, Bardmancy, and Respirina. Type N magics utilize either small quantities of naturally occurring and harmless mana, or the Material Alphabet. Type N magic is overall classified as a C Class arcana, excepting the minor case of certain Alkemia. Of note, any effort that may invent autonomous organisms must be documented with the Choir and conditionally could be given certification as a Class B.2 lifeform.   Additionally, in the case of Homunculi, select discussion was had concerning their Virtue. As conversation was had, questions were raised concerning what it means to be “Made in the likeness of Man”. Given that Animii and Sorvians are little different in this context, and Ecclesiastic approval for these beings has a strong track of spiritual sense in that approval, we have come to the conclusion that “Made in the likeness of Man” does not extend to the physical quality of Man, which is temporary and terrestrial, but instead the spiritual quality of Man. Thereby, any attempt to unnaturally imbue a Soul equal to Man’s within an object or creature is anathema. Given this definition, we can conclude that as Homunculi are unsouled, they exist within the limitations of scripture. However, for the real threat of infiltration they pose among the populace, their usage shall now and always be segregated to the Church’s exclusive utility in the Hyperwar.

Type V magic is regarded as any and all Voidal magics, those powers that draw from outside the Natural world and in so doing summon inherently ruinous influence to the Urth. All Type V magic is immediately classified as B.2, requiring registration, a license to perform, and other conditions to be laid contextually upon the exact form the Type V Wizard has pursued.   Certain tributaries of Voidal magic are however warranted heavier attention and penalties. Voidstalking is FORBIDDEN, as they expressly require anti-Material processes and means in order to reach their state of unnatural and unhealthy prowess. The arts of the Voidal Scion and the Eminent are to be Class A, as a review of their history and circumstance reveals a high propensity for extraordinary danger not only to others, but to the Wizard in question.

Type S magic refers to all other magics understood to be Supernal in origin and application. These powers are regarded with suspicion and a keen awareness that they pose inherent spiritual, if not cosmological dangers. Under this Type is also recorded those emergent sorceries of which no Man has yet observed or articulated in proper study. Type S magic is given the designation Class A. Type S magic is known for its ability to influence the soul to an exaggerated degree compared to the other two Types, and while not always inherently negative in so doing, they are often Forbidden for this quality. Any sorcery that seeks to manipulate overtly the spirit of Man into a state of degradation should be met with the most extreme hostility.    As a special exception, those Templars of Saint Michael are given the deserved clemency of being ordered under Class B.2 instead of A, and are considered Sanctioned in all but rare circumstances.

 

The Theory and the Law laid here are the conclusions of the learned scholastics of our age, the Priestly Fraternity, the wisdom of the ancients, and the advise of good friends which there propose which magics can be diagnosed for their moral standing before the Lord.   It is imperative that in the Canonist understanding of the arcane arts we first venture to understand from whence these abilities find their origin, as dialogues for the moral repercussions of the powers we explore are largely inconsequential when one considers how they have been revealed and from who, or what, they find their origin. A Canonist sage may make the mistake of judging one sorcery over another in their propensity for good, or in their potential for harm, but we posit that these attributes are ignorant to the greater question at hand; are these powers truly good? Has God ordained these things, or are they conceived by wicked means? Has the Almighty intended for Mankind to wield these powers at all?   When you have answered these questions, you may then begin to understand broadly where any magic fits cosmologically into creation, and by extension know also their virtue.    Question One, the Natural Good   In the first question, we ask the origin of a magical power. We preface this by saying that all power is sourced in God, as the omnipresent and omnipotent creator of the universe, and that all powers wielded without virtue are the result of sin and the free-willed machinations of corrupted beings, be they Man or Angel. When we ask for the source of a power, we do not ask if God has ultimately created it or not, as it is a given, but instead seek to know the source of the thing removed from God, and thereby dependant on its own moral value, or otherwise seek to know the intermediaries we have received them from.    The first source we may plainly identify are the Angels, who are the penultimate powers in the world before God, having received their light from the Lord, and inherit it by the nature of their fiat. This is to say that as the purpose of the Angels varies widely, as they are an ecosystem of incredible size, and largely unknowable to us, they remain ever uncognizant spirit-engines either injured to the point their behavior resembles that of free beings or they are rightly subservient to the mission of God. God may ordain an Angel to use their power in accordance with His will, and though the Angel possesses a will of its own equal to that of higher-intellect animals, and a mastery of the art it has been commanded to wield, it may never wield its power to its own ends unless explicitly committing sin. We can infer, therefore, that any interference by an Angel in the material world is either one of two things. It may either be an act of free will and thereby rebellion, or otherwise the direct will of God, an act of obedience. If it is the will of God, the person of the Angel is entirely immaterial to the act, as they are nothing but devices with which the will is enacted. As almost all Angel-rooted magics have been sourced in the cult of the non-personage of an Angel, rather than simple adherence to its will, we know that it is sinful in nature, and forbidden. The unsanctioned interference by fallen Angels we call Diabolism, and Demonic.    The second source known to us is the Void, a plane of existence of incredible potential. It is the shell of preborn, un-creation that encapsulates our realm, a place created by God to represent the potential of the Urth. The existence of the void itself is not evil, it is in fact good by nature, God having made all things good [Gospel 1:3]. However, interaction with the void is expressly forbidden of the Angels in scripture, and we may infer that it is a highly unnatural source of power [Gospel 1:4]. By some means of corruption in the world, not unlike the invasion of sin, the void and its potential have been made known to Mankind. We posit that this is an entirely unnatural affair, and a consequence of the falling of the world due to sin, and that God had never intended for Man, nor any other, to wield any power sourced in the Void. As yet, so it is, and so much like sin, magic of this nature is an invasive element in the world, and disordered. But just as Man has been tasked by God with the overcoming of sin, he may too realize the potential of his virtue and set to order, through his personal holiness, the innate disorder of the voidal powers, such is his blessing by God that Mankind is profoundly transmutative of all it touches.    It should be said that this is purely theoretical, and while it is possible for Man to make order out of what is disordered, which is the entire mission of Mankind, it must be remembered that Man himself is fallen and broken. Were he a perfect creature, given his task by God, he could wield this power perfectly -- but he is not [Gospel 1:14]. Few could ever bare the burden of the spiritual crush of disorderly magic, on top of his own disordered soul.--

Only one who has first mastered himself over sin could attempt in good conscience to conquer the disorder of magic. It is for this reason we recognize the influence of the Void as an amplifier of sin and an irritant to virtue, posing an inherent danger to any who come into contact with it, whatever their personal virtue or power, just as sin is a danger to each and all who it comes to touch.    The Church nor her Choir could not rightly prescribe the use of these abilities by anyone, as they could not ask any creature to bare the burden of sin willingly. But the Church may, in theory, ordain the struggle of one of sufficient temper and spiritual character to make the attempt such of their own volition, if wisdom deems it safe, so long as the practitioner is of virtue in all aspects of earthly life. With this in mind, the only people who we could feasibly see making the attempt to magical voidal magic rightly, would have to be a devoted and trialed member of the faith, such a one who aspires to total purity in all aspects of their life. All else would be dangerous and a compound of sin, and impermissible in good conscience, just as you could not permit a drunkard to tend a wine cellar out of the sake of his very own safety.   The Second Question, The Worldly Good   In the Second Question, we explore if it is possible to wield a magic for the purpose of good at all? This is typically as far as the average Canonist erudite is willing to venture, but is itself not sufficient for establishing the virtuous status of a magic on its own. We must stress, it is possible for a magic to appear good, just as it is possible for a magic to appear ugly (in the case of Templarism, Mutagenic Alchemy), and to offer apparent false-goods, while still being evil at its core. If, for the sake of conjecture, Iblees were to be the source of a magic that can be used to alleviate all sickness, although the relief of pestilence can be construed as a tremendous good unto itself, the magic would be evil in its root, being Iblees, and therefore could never truly be used rightly, as despite all worldly good it may provide, it is ultimately the tool of evil and its usage necessarily will be the evil ends.   However, while this does not grant us immediate insight on the goodliness of any given magic if the answer is affirmative, "The magic can be used for good", if it is that the answer is no, then we may conclude that the magic is either evil in its nature, or otherwise beyond the descendant ability to transmute to order -- and thusly forbidden.    Being that this is largely a subjective account -- though objective good does exist and can be reasonably demonstrated -- this is the weakest of the three questions, but important all the same in its ability to disqualify arts that are fundamentally heretical.    The Third Question, the Godly Good   In the third question, we ask if it is possible for this magic to further the salvific duty of Man. The purpose of the living descendant, as it pertains to God's plan of salvation, is to grow in their virtue and ultimately attain everlasting life through the conquest of sin, through holy worship of the Almighty, and obedience to Him and His Church. It must be remembered that Man's place is not in the world, but among the Heavens with God. If any magic denies a man his spiritual journey, or warps it, or defiles it, or otherwise in contradiction with the salvific mission, it must be totally forbidden.   For this question, there exist two preeminent obstacles. The first is the plight of the Three Brothers, Malin Urguan and Krug. It is known that the souls of the three do not return to the Skies to be with their Lord in death, as Horen alone remained in Virtue to his God. However, prior to the initial Four Brothers, there existed Proto-typical Man [Gospel 1:28], First Man and his Wife, who due to the state of non-division at that time could neither have been elf, nor orc, nor dwarf, nor even human as we define it. Existing as quantifiable "non-humans" they were God's favored creations, and when the Lord was satisfied with their offspring He called them to the Skies to be with him [Gospel 1:42]. We see then that God, having favored the Prophet Horen charitably, does not have it out against the other tribes of Man, as his cherish of our person began before ever there was a Humanity at all. Why then, if the Three are not Human and not invited to the Skies, should they live in any other way besides petulant rejection of one they may feel has rejected them in kind? Archeology has provided us with the insight that Malin for one did in fact keep to his faith in God, but rather it was for the ruinous blasphemies of his people that disqualified him from the same clemency afforded to the First Prophet. From this trivia we conceive that though certain tribes of Mankind are cast from the Skies, it shall not always be the case. As ultimately the purpose of Man is a salvific one, it equally his due to ask for his own individual and tribal salvation. Verily, the people of that tribe must have sufficient dedication and penitence to overcome the general disorder and ruin of that people. This is the case for anyone immersed in sin, and regarded as an act of penitence as well as one of absolution, that through outstanding Virtue we may see a day where our Brothers may join us in the Skies. Our God is a God of Love surpassing all inquantifiable qualities He possesses. It is not for a lack of this love that the Three are thus shelled away, but that they have not fulfilled a tribal unity of faith in the same sense that Humanity has achieved.    The Second Obstacle is that power that denies the Lord his child. If, for example, a man were granted a power of great destructive potential. And say he may use that power to destroy a warband of rebels, and say also that the rebels were evil. This may appear a worldly good, but suppose then that the man, in so doing, is denied his death and salvation as a consequence of this power? This is anathema to the very being of Man, and repugnant to God's plan for him. It profits Man nothing to the obliteration of his soul, as yet exists and has existed in the past as a terrible price paid for certain sorcery. Regardless of what is at stake or what he may stand to gain on Urth, such a thing is abominable.    Additionally, if a magic were to force a man to turn on the Church in any capacity, he damns himself a life away from God, and such a thing could never be permissible. The paramount concern of the Church in deciding what is virtuous and what is not is always the sanctity of the soul, and obedience to God's unfolding design. The Church, and death too, are both necessary to that plan, in so far as we may understand it, and so to deny a man death forever, or to bar his soul permanently from Heaven, or to turn him on his life-giving Church, is a grave sin and impossible to condone. An abject evil.

 

Grant us, Lord, the capacity for discernment. Let us see with the intelligence you have afforded Man, and intuit by cause of that potent blessing what is most good and most holy, which is ever closest in its source to You. You who set the two lights in the Sky, and below all the Kingdom of Heaven rests an ocean of stars, we will cherish your marvelous creation and promise up our lives that you have delivered to us in gratitude for our salvation. 

 

Through the fire of wisdom brought down from on high into the brazier of the mind, let every head of Man catch flame. Our reverence to you is an offering of scholasticism, for we are a people joyous and jealous of our God’s intelligence, and our pursuit thereof is a pursuit to know You better through your creation. 

 

God is in His Heaven, all’s right with the world.
