Today, I come before you to announce the implementation of a villainy blacklist system. Whether some of us want to admit it or not, something the staff believes is apparent is that the quality of villainous RP has been steadily declining since Aegis. While there used to be a Villain Application (VA) system that was put into place when this first started happening in order to combat the issue, kinks in the system led to its eventual removal.
However, while it was imperfect and caused many problems that couldn't be overlooked, it did offer one great perk that we have not reimplemented until now: a blacklist. The blacklist was, is, and will be a method of filtering out the "bad eggs" that are giving villainous RP a bad name. Most people will be completely unaffected by it, but those on it will have to adhere to a specific set of restrictions until they are removed from the blacklist.
Essentially, it works in the opposite way that VAs did. Whereas VAs had it that everyone was initially blacklisted and had to get an accepted VA in order to partake in villainy, this system will have it that everyone is initially allowed to partake in the privilege of villainy until they prove they are incapable of doing so and are blacklisted. General Information
Blacklisting works very similar to banning in various ways. Players that misuse the privilege of engaging in villainous RP can be blacklisted from it either temporarily for a set period of time, until an appeal is accepted, or permanently without a chance of appeal. GMs and Admins will deal with these players and will be the ones to determine the nature and conditions of their blacklisting.
Additionally, GMs and Admins will have to fill out a short form documenting the blacklisted player (including mcnames of all alt accounts), what they did to get blacklisted, and the conditions of their blacklisting (temporary vs permanent, appeal date if applicable, etc.). These forms will be posted in a visible(?) forum, and they will be moved into an invisible subforum once the blacklisting term is finished OR the blacklisted player is banned permanently.
Rather than having its own format, blacklisted players can use the one for ban appeals to get removed from the blacklist.
Blacklisting Rules
Blacklisted players cannot:
Engage in banditry, burglary or theft
I.E. Don’t steal, whether from other players or from chests
Partake in torture
Commit murder; exceptions include:
Self-defense, but only if murder is the only way of defending yourself
Execution, IF it is the punishment for a breaking a justified law within a specified settlement AND the settlement’s leaders call for it (each individual case must be approved)
Be involved with cults*
*Cults are defined as groups that partake in illegal activities to suit their own goals, which can range from murder and torture to involvement with the antag(s)
“Involvement” includes cult organization, membership, or association
Be involved in the antagonist
This includes being an antagonist as well as being associated with the antagonist
Be involved in raids
This involves organization of raids as well as actually partaking in them
Note: Unless an exception is explicitly stated, all reasons for doing one of the above actions are disallowed, even if those reasons appear seemingly logical and/or reasonable.

P.S. If any of these rules hurt you, your character or your RP, don’t get blacklisted!
As a final note, keep in mind that the above rules are sort of a rough draft / version 1. That is, it is very likely that we will update it regularly depending on a variety of things, so don't expect what you see now to be set in stone.
