The Clan Council
The purpose of the Clan Council is to gather information and views from the different clans of the Grand Kingdom and present them to the Lord’s council. Each clan officially recognized by the Kingdom has the right to one member on the council, and it must be either a clan elder, or the clan father. This representative must be approved by the respective clan father. This person may not be on the Lord’s Council, or the Grand King himself. The Clan Council of Urguan shall meet every second elven week minimum, and will always meet and be summoned on the passing of a document through the legislative system.
In order for a clan to hold a seat on the council, they must be living in the Kingdom, be honourable, and have substantial numbers. For a clan to be added or removed from the Clan Council entirely, there must be a 4/5 vote from the Lord's Council as well as the approval of the Grand King.
A member may only be removed from his position by a vote of 3/5 of the Lord’s Council, plus the Grand King, or at the will of the respective clan father. If a member is somehow no longer a clan elder or the clan father, or if they obtain lordship, then they are automatically removed from the position.
The Chairman of the Clan Council shall manage the meeting and present the views of the council to the Lord’s and King’s councils. They have no extra power, but attend and speak at King’s Council meetings. They may also attend and speak at Lord’s Council meetings, unless otherwise directed by the Grand King. The Chairman shall be selected by Clan Council in a majority vote, finding a candidate who best represents all clan interests.
The Clan Council has the power to:
Propose a law or amendment for review by the Lord’s council, with a majority vote, at which point the Lord’s Council would review it, and it would only require a Lord’s vote of 3/5, rather than 4/5.
Veto a declaration of war under medium crown authority or less, with a three quarters vote.
Veto the forming or breaking of an alliance under high crown authority or less, with a three quarters vote.
Veto any law the Lord’s Council passes, with a majority vote. This also includes all laws or amendments passed by the Lord’s Council to be sent straight to the clan council, before being passed to the King as a reviewal system.
Impeach a lord at any meeting or time of reviewal, requiring the super majority of the clan council (⅘). The king will then be presented with the case, if the accusations are fair, and just, they will be passed. This does not mean the king can review the case and decline it on political motivations, but only if the reason for removal is unjust.
Overrule the Grand King’s pardon, with a majority vote.
Remove a member from the King's Council with a majority vote. along with the Grand King's approval. This does not mean the king can review the case and decline it on political motivations, but only if the reason for removal is unjust.
Veto the removal of a Lord, with a majority vote.
Petition the removal of the Grand King, with a majority vote. This will reduce the Lord’s vote to 3/5 rather than 4/5 of the lords, and also act as a proposed action.
Veto the removal of a Grand King, a three quarters vote.
Lords Review
After two elven months, for every lord, a review shall be commenced by the Clan Council alongside the king. In this action the Clan Council will review each lord. It will be considered similar to the impeachment process, but will act as a progress report on each lord and put specific attention on the one at the time and see if they are doing their job efficiently, and based on their performance they will be removed or re-instated.
