We need an election system where the winner is 50% of votes cast + 1.

A run-off system always leads to 50%+1 result.
I wish they had edit, but also 'tiered voting'. Where you vote in descending order which candidates you favor. If your guy has the least amount of votes and is removed from the run-off, your second vote is in effect until everyone either votes for only two candidates or one of the candidates secures half of all votes. This system allows for people to vote for third parties without "throwing away" their vote to the person they dislike the least because their vote will always be against the person they dislike.
It's complicated on it's face, but I think it makes by far the most sense.

create lots of different settings for people to RP, though. have a park, a public bathhouse, tavern, library, and so forth.
nobody wants to live in a bunch of houses pasted onto an empty grassy plain. give the town some character by building stuff.

Remember though that in Caligula's time, only about 5% the population were citizens, rest were farmers and such. Nowadays we're all citizens free to own business and capital. Money's worth even more. It doesn't just create comfort, it's the most direct key to Maslow's hierarchy of needs. Even self-esteem is tied to wealth now.
Which you can take two-ways. A dystopia of human morals, or a utopia of capitalism.

No, not really. That'd be absolute freedom, which would in fact give birth to capitalism. Capitalism is supposed to be a system where a common tool of exchange is rewarded for whatever you do, and can be spent on whatever you want. And in that term, a self-regulating meritocracy. And because the market rewards adaptability, you could even call it a continuation of darwinism.
