As someone who has had a bit of experience with trying to create a CA race, I'd urge you to make this ET only to start out and see how it takes off from there. If enough people are interested in the race and the lore, than lobby to make it CA. Trust me, I know what it's like to really want to add a new cool race to the server, but in the end I swallowed my pride and agreed to make them ET. Hell, I don't even think there's been any events revolving around the stupid ass ratmen I tried to create. Guess it was for the best, though, doesn't look like anyone would've played them anyways. I dunno if this is helpful or not, just wanted to provide a perspective of someone who wanted to do something very similar to you.

Sometimes this server makes LoL look tame. OOC is one of the most toxic cesspools I've seen (not saying I never contributed to the toxicity)

I haven't enjoyed LoTC recently. I simply haven't. It's gotten to the point where I don't even know why I log into the server anymore. I never roleplay anymore and I always just spout **** ooc'ly. I've had much more fun playing other games and just hanging around with my friends without worrying about the **** that goes on on this server. As others have said before me, this server is a husk of its former self. It's toxic and the server has become less focused on rp and more focused on **** outside of rp (not to say I'm not to blame for this kinda stuff). Most of my old friends have left and now I see why. I'm not afraid to admit that I've become a ******* ******* ever since I started playing LoTC. I don't want to be this way. I'm in the second half of my junior year in high school, arguably the most important semester of my life if I want to get into the colleges I want to go to. I just don't have the time to play this game, nor do I want to. That about covers it. I didn't spend much time writing this so that's why it's ****. I probably will be back one day, just not anytime soon. Hopefully this community will have figured itself out by then. If anyone wants to talk/play some games or something, hit me up on discord.
