TO THE DUCHY OF ADRIA,

It is the responsibility of the Ducal Coronet to reward its faithful subjects with titles befitting their rank, station, and abilities. As such, we bestow unto Jan Arpad Ivanovich the County of Vaška as well as affirming the County of Pravets, and the Barony of Cherskavy by lawful claim of descent and in recognition of merit. Its associated titles, fee and privileges are to be held as the exclusive and perpetual right of Jan Arpad Ivanovich and his lawful heirs.

As any loyal vassal of Adria, the Count receives the right to counsel his liege, and is so entitled to a seat in the Ducal Duma. In turn, we charge Count Ivanovich and his heirs with the upkeep of common and ecclesiastical properties, the maintenance of levies, and the enforcement of laws. May this decision bring glory and prosperity to Adria and may the House of Ivanovich never fail in its duties to our Duchy.

TO THE DUCHY OF ADRIA

The dumacratic values of Adria are considered sacred and the bedrock upon which our Adria was founded. Since the times of Duke Franz I Vladov, Adria has distinguished itself for its progressive values and integrative vision of a Duchy established not on the despotism of hitherto Savoyard or Horenic polities but instead on that of compromise and unity through differentiating ideas. 

As Duke of Adria, it behooves me to recognize the people's will and give them ample capacity to advise on the governance of Adria. Thus, I summon the inaugural Grand Duma of Adria so that we continue to forge our shared vision of prosperity and stability.

OATHS OF CONFRATERNITY

Once all members of the free and open assembly are seated, an inaugural Oath of Confraternity. The Assembling Horn will be plugged and wine and spirits poured in. All those who drink heartily from it will be known thenceforth as friends and brothers of the Grand Duma and are entitled to a vote and an audience. 

VALIDATION OF THE FRANCISAN ARTICLES

It is the hereditary duty of the Duke and Duma to validate the Franciscan Articles of Adria, the most hallowed of Adriatic governing documents. Though some argue the Duke, by his authority, may promulgate such unilateral declarations, those are wrong, for the power of the Duchy lies inherently in the Duma itself, to which all are subject. Thus the Duma itself must declare the Franciscan Articles so that none may misinterpret the genesis of power.

CONSIDERATION OF THE EDICT OF ROSEMOOR 

The Ducal Seat wishes the Grand Duma to consider the application of the Edict of Rosemoor unto the Duchy, formally allowing women to stand for election to the position of Duke of Adria and its inherent titles on equal grounds so told they qualify under the electoral laws of the Franciscan Articles. 

ANNOUNCEMENT FROM THE DUCAL SEAT

The Duke will give multiple announcements regarding the welfare of the Duchy of Adria and updates on Ducal affairs. Furthermore, it is the duty of the Duke to regularly inform the Duma of Adria of preeminent business within the Duchy.

Concluding the business of the Grand Duma will be for any to petition the Duma or the Duke regarding the business of the Duchy OR issue for Duma consideration.

UPON A DIFFERENT FATE | THE AGENDA OF HEINRIK I 

15th day of Horen’s Calling of 1904

”Haec omnia habebant hoc offerre” 

Augustus d’Amaury’s derision after the Raze of Brelus, 1521

     When the future Archduke d'Amaury rode upon the banks of the crimson Novellen River, watching the city of Brelus aflame, he stated coldly, "So this was all they had to offer." Just as the little blonde Hugo was beheaded, so too now would his beloved Adria. From thereon, our ancestors would wander aimless, the remaining men fighting under Emperor John I, but for naught, their families would continue to dwindle and their melancholy unending. This was to be the fate of Adria, washed away by time, and to join the ashes of the destroyed. One hundred and ninety years later, the spindle of fate would be cruel towards Adria again as their Golden City, Ves, burned at the hands of the betrayer Marius and the mad Emperor Antonius. Once more, this was the fate of Adria, burned twice, once in stone and once in gold. 

     Then, the eagle roared from Adrian Sarkozic, but corruption ran too deep. The Ambition-soaked Sarkozic dreamed of himself atop the Imperial Throne, and it was achieved with the betrayal of Adria, virtually dissolving it with the demolition of Renzfeld and the forced resettlement of her people into Helena, his now jeweled imperial capital. His son, Joseph Clement' The Unworthy', proved no better; he later married to become Emperor, kept the title away from fair election out of jealousy, and dissolved it entirely. This was to be the fate of Adria, burned twice and betrayed twice. 

     It is this fate Adria seems destined for, one of immense ruin and tragedy, yet the Adrian Dream persists untarnished. Now with the Dumapalooza of 1903, our task is different; our path shall be different. We sit at the precipice of the future. To let ourselves be defined by others and the past or strive upon a different fate. As Duke of Adria, I proclaim for the latter. Let our tenacity and hope define us. Let our great endeavor of rebuilding and rejuvenation define us. Let our willingness for reform and change, ready us for hindrances. Thus with this agenda, I intend, with the support of my people, to enact their will and declaration.

     Let the words of d’Amaury ring, ‘so this was all they had to offer’. For we take them with pride, all we offer is bravery, tenacity, our adoration, work for the prosperity of Adria and the commitment of our cause to GOD.

INAUGURAL AGENDA OF 1904

THE EXPANSION OF OUR CAPITAL, VELEC

The current clutter of tents forming Velec shall be transformed as bricks are inlaid and tents are lowered in favor of a township that shall be at the forefront of the refoundation of Adria. Familiar architecture from previous duchies shall return anew with an invigorated design and further development of housing so all may find a roof over their heads. 

THE WAYWARD PEOPLE OF ADRIA

Our people are long adrift; thus, it is my mandate to regather them and those families from Adria’s past that still live. Under the auspices of St. Catherine, we open the golden door of Adria to those poor, lost and homeless. Those who yearn to breathe freedom shall have a home in our beloved Duchy. To any who wish to make a living, paid professions of different trades shall be offered. Whether that be arms, merchants, or labor, all shall share in the splendor of Adria.

THE REFORMATION OF THE GREYCLOAKS

Though our hopes are peaceful and stable, we must make preparations for those who have more malicious values and intend to do ill upon our people. Therefore it is a part of my agenda to reform the ancient Greycloaks of Adria. Founded by the brave Rickard Barrow, the Graycloaks fought valiantly during the Duke's War to protect Adria. Now we recommence their duty and ancient code to guard Adria and serve its people dutifully through honorable service. 

THE RESTRUCTURING OF THE ADRIAN DUMA AND GOVERNMENT

Adria is known as the land of democracy; free and fair ideals though sometimes chaotic, always shine in Adria. Therefore in righteous reverence, we seek to resume the liberal procedures of the Duchy. Though the process shall be daunting, we strive to lay the infrastructure of righteous governance for posterity with a Constitution. Appropriate undertakings shall be made to usher in the governing Duma and continue Adria's tradition, so none no matter class, shall be left without a voice.
 

THE CONTINUED DEVELOPMENT OF VELETZIA AND THE DUCHY

The Lands of our Duchy are bountiful, and we must consider the past states' failure to use its advantages adequately. Therefore, farms, lumbermills, industry, and other developments shall be actively encouraged and undertaken to increase the prosperity of the devastated land. Economic and financial incentives shall be offered to bring and create commercial enterprises in Adria. By these efforts, Adria's populace will grow and become stable so no soul shall go hungry.

Heinrik Sarkozic read over the detailed biographies, producing a smile before it’d be abruptly cut short by the thought of having to write a companion novel for the Dukes “****” He simply stated.

It has come to the House of Sarkoz that two of the rules regarding the Election have caused confusion among the Electorate and must be amended accordingly for clarification. The language used was not meant to change the rules of the Election but rather simple confusion regarding the hosting seat and the nature of the Election.

The House Sarkozic had been summoned by His Holiness, Pontian IV to the ruins of San Luciano to discuss its future. After much discourse, it was proposed to elect a head of a northern branch of Sarkozic, so Heinrik Otto var Nikolai Sarkozic and Ratibor Kazimir Sarkozic could pursue their own ambitions in the north of Almaris independent of the Sarkozics of Pompourelia.

All Sarkozics present were given one vote, including the chair. Upon tie, one mina was flipped to break the tie and determine the breaking vote.

Dimlin Irongut would very briefly stand from his bed in his former Darakaan Manor and look outside, towards reality and away from his soap opera books. His gaze shifted towards a gilded set of Legion armored, long rusted, and the Dwarf who once wore it “Well shite, ah suppose a new ‘ome defense system moig’t be best fer t’ese sort of toimes” He’d state simply, completely ignorant towards the dire state of the Kingdom. After a moment of contemplation, he’d slither back into bed, in the comfort of his books.

Dimlin Irongut would sigh although this would suddenly break down into a sheer deluge of tears “Yemekar rest your soul Gildroc, and forgive me mah friend” He’d say, his regret stemming from his frequent outbursts and remarks towards Gildroc, though when all was said and done Gildroc was one of his truly loyal friends.

Dimlin Irongut cries in pride of his clansman’s decisive statement “Donate to the home lads, DO IT FOR THE KIDS!, THEY WERE RAISED STUPID, T’EY CAN’T ‘ELP IT!” He’d state, breaking down in a heat of passion and tears, it would be clear the old politician’s fiery and assertive edge had waned, all that remained was a overly-emotional retiree surrounded by romance novels and cruise pamphlets.

Dimlin Irongut would just blink entirely bemused by the vapid promulgation "Wait ah moment, if Ire'earts can't read 'ow t'e fock did t'ey wroite t'is......They've been lyin' THEY CAN READ!!!" He'd scream in realization by the great conspiracy that was Irehearts being able to write such a stupid declaration 

REFORMATION OF THE SAN LUCIANO STEWARDSHIP


AS ISSUED AND CONFIRMED, 10th of The Sun's Smile, 1844

PROVISION I: AUDIT OF THE RESIDENCIES OF SAN LUCIANO

The prompt and orderly revocation of all tax exemptions within the city of San Luciano, the capital of the Principality of Savoy, is to begin henceforth. This is to include all businesses and homes but will exclude Military Installations, Municipal and Princely Government buildings, and Ecclesiastical buildings.

Furthermore, the Serene Capital will begin an audit of all residences and businesses within the city, to be overseen by the Serene Syndicate of San Luciano. These are to be conducted via checking the activity of the residency and its regular payments of tax. 

PROVISION II: RECONSTRUCTION OF THE SAN LUCIANO STEWARDSHIP
In efforts to further expand and refine the management of the city of San Luciano, the Serene Syndicate does proclaim that the San Luciano et Stewardry shall undergo a complete reconstruction.

The official mandate shall be acted on as follows:

ALL current stewards must reapply for their position. New steward applications are hereby open, and those with the necessary will to serve under the office are encouraged to apply.

Stewardry applications will be overseen by a panel of the Acting Magistrate, City Clerk, and the Lord Exchequer.

Stewards shall be eligible for a FIFTY PERCENT discount on ALL shop and housing taxes. 

Stewards are permitted to collect TWENTY PERCENT of all house and shop sales, as a personal salary.
