I would say Europa IV.. I recently bought it and it remains fresh & dynamic. I played CK2 for a bit but.. Europa IV just clings better onto me. It is also on sale for 30 hours, making it like 9 dollars. I would really suggest Europa!

If you're looking for multiplayer, EU4.

If you're looking for ******* awesome gameplay, with multiplayer (semi-stable) up to 4 people (I found more just crashes) then get CKII

ck2 is funner and better in my opinion.  However EU4 is on sale this weekend on steam for like $9.

Depends on your style ofcourse..

 

EU IV offers clean, fast and more tactical warfare. Many possibilities, more than CKII as far as I know, but it also makes it more complex.

i would suggest ck2, its endless fun but its more difficult and if your ever bored theres **** tons of dlc, aswell with two huge ass mods like game of thrones and old kings (the elder scrolls pretty much)

I'm very good at EU4, and the warfare system is complex, fast, and tactical based on composition with very specific modifiers, and only dice rolls changing the outcome. I've found it is more country-based micromanagement, while CK2 is more individual and customizable. Don't listen to people saying CK2 is harder; it's really not, but I do think it is more fun if you don't want to be managing a million non-vassal things at once.

 

Eu4 has had more possibilities in my experience, but CK2 has quite a lot of replay value. Both are fun in multiplayer, and since EU4 is on sale, I'd recommend getting both.

CKII allows for massive and simple combat with growing armies per county based on the diligence of upgrading your holdings, however EUIV does have a more tactical gameplay but is utterly baffling to use at first.

CKII has loads of mods such as Lux Invictia, a mod of alternate history and fantasy of 'what if {blank}" as well as Elder Kings (Elder Scrolls), GoT, and Lord of the Rings, however many of these require DLC such as Legacy of Rome. There is also a mod that adds the rest of Asia which is neat.

CK2's military system is actually fairly complex, there's different troop movements based off of what your flanks are composed of and whatnot. But regardless, CK2 has far more replayability, IMO.
