Offer of Penance, 1588

 

Issued and Confirmed by His Imperial Majesty the Holy Orenian Emperor Philip I Frederick, 15th of Malin’s Welcome, 1588

 
 

To the orcs of the settlement of Azaghol,

 

We reach out to you today with transparency regarding the machinations of the Empire, and extend an olive branch to you, should you choose to take it.

 

The interactions of the Empire and the Elves with the Orcs have been almost purely negative, due principally to the aggression of the orcish race. It was the Orcs who purposefully awoke the vengeful spirit Orgon which destroyed the lands of Vailor, Orcs who kidnapped and enslaved many Imperial Citizens, and Orcs who joined the southern axis powers in Vailor in an attempt to topple the Empire. The Empire has seen no attempt to atone for nor apologize for these crimes from any members of Orcish leadership.

 

The orcs consider slavery, banditry and general bloodshed an integral part of their culture. It is for this reason that the Empire cannot allow the Orcs a base of operations to stage said slavery, banditry and bloodshed from. You may consider the invasion of Azaghol an act of unprovoked warfare, but the Empire sees it as an act of prevention. For the orcs, when left untouched, always turn to violence, and begin raiding and slaving upon foreign lands. Even now this remains the truth. Your shamanic flesh golems punch holes through the bridges of the Dominion’s capital city, attempt to kidnap its people and cause unignorable troubles upon their lands.

 

Your culture inherently brings war upon yourselves. Do you expect to maintain a way of life that involves around kidnapping and enslaving people from other nations, among other crimes, without bringing destruction upon yourself?

 

 

The Empire wishes not for war, and if certain, fundamental changes are made to Orcish customs through terms imposed through treaty, then peace shall become a tangible possibility for your peoples.

The Treaty of the Northern Union laid the foundations of an era of stability for both our nations. These terms were agreed upon by both our predecessors and must be upheld. A king or Emperor is only as good as his word, thus we must hold every clause of the Northern Union to an absolute standard, as when one is given lenience, the binding nature of the treaty erodes away.

 

The tenth term of the Treaty of the Northern Union states thus:

 
  • The signatories herein shall consider any enemy polity hostile to one signatory to be an enemy and hostile to all signatory members of the Union

 

In this particular context, the orcish race is considered an enemy to the Empire of Oren as decreed in the Condemnation of the Orcish Race, and thus via the Treaty of the Northern Union must be treated as the enemies of all other signatory states- namely the Dominion of Malin and the Grand Kingdom of Urguan.

 

For the Grand Kingdom of Urguan to have sheltered and supplied these orcs in the face of both their official condemnation and the terms of the Northern Union can be considered nothing short than a break in their oath and promises made as a signatory of the alliance. This alone would be a cause of worry if not for the fact that the very orcs who the Grand Kingdom shelters have committed acts of banditry and slavery within Dominion and Orenian land. As such, compensation and reassurance is required from the Grand Kingdom to ensure that further binding treaty clauses shall not be broken in the future.

 

The Empire of Oren wishes to ensure lasting peace between the major powers of Axios, and as such, beseeches the Grand Kingdom of Urguan and the Orcs of Azaghol live up to a set of terms imposed upon them. If refused, the Empire shall take the measures it deems necessary to secure stability in the realm.

 

These terms are as follows:

 
  • The complete abolishment of slavery. No individual from any nation may be enslaved by any orc. The practice of slavery must be completely destroyed, never again to be practiced.

 
  • The Orcish people will remain outside of all lands of the Empire, unless individuals of the race are given express permission to enter by the Emperor or the highest authority in the local region.

 
  • The Kingdom of Urguan must relinquish all bonds of fealty it holds over the Tribes of Azaghol, as well as claim to the land the Orcs live upon.

 
  • The Orcish people must never again raise a finger to aid the enemies of Oren. Signing any treaties or fighting alongside any anti-Orenian factions will be unacceptable.

 
  • The Orcish people pay a fee of 10,000 minas to the Emperor as reparations for the crimes of unprovoked enslavement, murder, banditry and the destruction of homes in Vailor.

 
  • Orcish Shamans must entirely forsake the ritual of shamanic cursing. Laying any curses on any individual will become forbidden under any context.

 
  • All Orcish Shamans must register for an Imperial Magic License for the sake of documentation. The Imperial Knight-Enchanter will be put in charge of monitoring their actions to ensure they remain in line.

 
  • An Imperial commissioner will be stationed within Azaghol to monitor the goings on within the settlement and ensure all these terms are upheld.

 
  • The current leader of Azaghol will come to the Imperial Court to bend the knee before the Emperor and swear to uphold all these terms in person.

 
  • The Grand King of Urguan must issue a formal apology and admit his violation of the treaty of the Northern Union, and pledge to uphold all its terms in full in the future.

 

If these terms are met, and permanently abided by, the Empire of Oren will agree to peace and relent on its war path. If they are not, then the Empire will assume the Orcish people intend to continue the practices of slavery, banditry and hostility and the war shall continue.

In regards to upholding the terms laid forth in the Treaty of the Northern Union,

 

 

  • The Holy Orenian Empire shall halt any attacks on the settlement of Azaghol with immediate effect, respecting the territorial integrity of the Grand Kingdom of Urguan’s borders.

 

  • The Holy Orenian Empire shall agree to recognise Azaghol as a dominion beneath the Grand Kingdom of Urguan’s jurisdiction, its denizens subjects of the crown.

 

  • The Grand Kingdom of Urguan and Holy Orenian Empire respectively shall not attempt any future incursion into the other’s sovereign decision-making process.

 

 

In return, the Grand Kingdom of Urguan shall agree to ensure the following terms in regards to the Orcs of Azaghol are upheld,

 

 

  • The complete abolishment of slavery. No individual from any nation may be enslaved by any orc or otherwise. The practice of slavery must be completely destroyed, never again to be practiced.

  • The Orcs of Azaghol must agree to adhere to the interests of the Grand Kingdom of Urguan, and agree to work within the terms of the treaty between the two nations. They will be prohibited from fighting alongside any enemies of the Orenian nation while this treaty stands.

 

  • Orcish Shamans of Azaghol must entirely forsake the ritual of shamanic cursing, unless for use in self defence. Laying any curses unprovokedly on any individual will become forbidden.

 

  • An Imperial Ambassador may be stationed within Azaghol to monitor the goings on within the orcish settlement and ensure these terms are upheld.

 

 

Any significant and organised attempt by the Orcs of Azaghol to subvert these terms, and the Grand Kingdom of Urguan agrees to respond as such,

 

 

  • To expel the Orcs of Azaghol from its lands, through use of military force if deemed necessary.

 

  • To revoke any rights of the Orcs of Azaghol to live within the jurisdiction of the Grand Kingdom of Urguan.

 

  • To not inhibit any efforts to punish said Orcs for breaking the aforementioned terms.
