Somewhat speaking on behalf of the region subteam of the game moderators, what would people feel about free-build if said subteam was more than willing to make sure that; a) dead settlements were dealt with, b) landscars were dealts with, and c) actively keeps ontop of active hotspots. ?

I think nation capitals and such should be regioned but everything else free build. Or let the nations choose if they want regions or not.

Well it's obviously not gonna be pretty when it's implemented craply, which is why nobody is suggesting that but rather a controlled system to enable the obvious benefits of freebuild over regioning but without the damage of previous systems. "Ugly" isn't an issue.
