INTRODUCTION

 

We have witnessed cycles of apathy and impurity plague our blessed capital since the golden pools of yore. Esteemed scholars of Haelun’or have concluded that entrenched liberal regimes provided the key foundation for this virulent affliction to persist. One need only look to the Shriveling Republics of Atlas and Almaris to see this epitome of decline, for they bred only stagnation and passivity. 

 

Since the rise of a new government, there have been countless appeals for reform from all corners of society. In response to these cries, the Silver State has seen it fit to safeguard the will of Larihei through a new rule of law. A system designed to ensure progress and health for both the current blessed citizenry and future generations.

 


 

CHAPTER I

THE TENETS OF THE SILVER SOCIETY

 


 

ARTICLE 1.  The Silver State of Haelun’or is the nation-state of the High Elves.

 

ARTICLE 2.  The Sohaer and Silver Council constitute the pure political foundation of The Silver State of Haelun’or.

 

ARTICLE 3.  The principle of maehr’sae hiylun’ehya and Larihei’s teachings, as firmly established, constitute the pure cultural, social and economical foundation of The Silver State of Haelun’or.

 

ARTICLE 4.  Work is a matter of duty, therefore all able-bodied High Elves contribute to The Silver State of Haelun’or.

 

ARTICLE 5.  To defend the Motherland is a matter of duty, therefore all able-bodied High Elves serve in the organised and spontaneous resistance against armed attacks.
 


 

CHAPTER II

THE ORGANISATION OF GOVERNMENT

 


 

ARTICLE 6.  The Silver Council:

The venerable Silver Council, Elheial’thilln, collectively maintains control over the operations of this most blessed nation in service of The Sohaer. The positions that make up this body are as follows:

 

  • The Medi’iran, Advisors to The Sohaer
  • The Okarir’mali, Master of People
  • The Okarir’maehr, Master of Knowledge
  • The Okarir’nor, Master of Land
  • The Okarir’san, Master of Diplomacy
  • The Okarir’tir, Master of Law

 

ARTICLE 7.  The Silver Council, Elheial’thilln, is served by assistants known as Tilruiran, as well as the most blessed Maheral, who may participate in the work of government as contributors without implicit legislative rights. 

 

ARTICLE 8.  Each of the Okariran are served by as many Tiluriran as is necessary in the fulfillment of their duties.

 

ARTICLE 9.  The Succession and Appointment of Government:

       a)  The Sohaer reserves the right to maintain the Silver Council and continue the progress of the blessed mali’aheral state through the selection of all Okarir and Medi’ir positions designated within this constitution.

       b)  The Sohaer appoints their own successor either by missive, speech or signed and sealed testament posthumously.

       c)  The Tilruiran are appointed and dismissed by the Okariran whose position they serve under.

       d)  No position of government may be occupied by those who are not of pure mali’aheral blood, body or lineage.

       e)  Any councilor found to be impure of blood, body, or lineage while in service of the council shall be stripped of all title and rank for the duration that their purity remains in legal question or under legal investigation.

       f)  Any vacant position on the Silver Council shall have its duties undertaken by the Sohaer and/or their Medi’ir until such a time comes that the position can be appropriately filled according to the subsections above.

       g)  Should the Sohaer perish or suffer a unanimous vote of no confidence by The Silver Council, their rank and title shall be stripped and transferred to the Sohaer’s chosen successor or the most senior of their Medi’iran if none is  selected before their death or dismissal.

 

ARTICLE 10.  Duties and Privileges of The Sohaer:

       a)  Serves as administrative head of Haelun’or, managing the Silver Council in pursuance of constitution and law, along the ancient principle of maehr’sae hiylun’ehya.

       b)  Serves as Supreme Commander of the Sillumiran.

       c)  Coordinates and directs the effort of The Silver Council; Elheial’thilln.

       d)  Serves as chair for the meetings and sittings of The Silver Council; Elheial’thilln.

       e)  Appoints and removes Okariran and Medi’iran to maintain a full and functioning Silver Council.

       f)  Arbitrates any request for a trial.

       g)  Coordinates and directs the diplomatic and military undertakings of The Silver State of Haelun’or.

       h)  Forms Committees and Emergency Councils for matters concerning war and diplomacy or development of the State socially or economically.

       i)  Ratifies treaties.

       j)  Proclaims a state of war, should The Silver State of Haelun’or come under attack by a foreign power or, if necessary, in pursuance of our international treaties concerning collective defense in response to aggression.

       k)  Proclaims martial law, also called Diraar, for the purpose of ensuring public health.

 

ARTICLE 11.  Duties and Privileges of The Medi’iran:

       a)  The authority of the Medi’iran is second only to the Sohaer.

       b)  In the absence of the Sohaer, the Medi’iran are vested with executive authority in all domestic affairs so as to execute the Sohaer’s responsibilities.

       c)  The Medi’iran may command military assets for the purpose of arrest and the defense of blessed Haelun’or.

       d)  The Medi’iran may conduct political alliances, denouncements, ambassadorial affairs and diplomacy with the permission of the Sohaer.

       e)  The Medi’iran assist the Sohaer in the drafting of new legislation.

 

ARTICLE 12.  Duties and Privileges of The Okarir’mali:

       a)  Serves as administrative head of the clinic, city inn and peacetime leisure.

       b)  Promotes the continued cultural development of the blessed mali’aheral through planned public events.

       c)  Maintains and staffs all public places of leisure in Haelun’or.

       d)  Appoints and dismisses Tilurir’mali.

 

ARTICLE 13.  Duties and Privileges of The Okarir’maehr:

       a)  Serves as Chief Librarian of the Eternal Library.

       b)  Serves as Head of the Eternal College.

       c)  Maintains the integrity, collection, organisation and expansion of all Eternal institutions.

       d)  Appoints and dismisses Tilurir’maehr.

 

ARTICLE 14.  Duties and Privileges of The Okarir’nor:

       a)  Serves as treasurer of Haelun’or.

       b)  Manages the citizenship, taxation and resources of Haelun’or.

       c)  Manages the allocation of residences.

       d)  Administrates the Market District.

       e)  Supervisor of both interior and international trade.

       f)  Appoints and dismisses Tilurir’nor.

 

ARTICLE 15.  Duties and Privileges of The Okarir’san:

       a)  Serves as administrative head of the judicial system of Haelun’or.

       b)  Manages diplomatic correspondence.

       c)  Overseer of all publications within the Silver State.

       d)  Presides over the sentencing and enforcement of guilty trial verdicts.

       e)  Selects the Pariran’tir from the citizenry for a trial.

       f)  Appoints and dismisses Tilurir’san.   

 

ARTICLE 16.  Duties and Privileges of The Okarir'tir:

       a)  Serves as administrative head of defence in conflicts both foreign and domestic.

       b)  Serves as Commander of the Sillumiran.

       c)  Heads the recruitment and training of the Sillumiran.

       d)  Manages the structure of the Sillumiran.

       e)  Manages the gatekeeping of the Silver State.

       f)  Heads the distribution and maintenance of military equipment.

       g)  Detain any member of the citizenry indefinitely, in the interest of public health.

       h)  Appoints and dismisses Tilurir’tir.

 

ARTICLE 17.  Legislative Process:

       a)  Members of the venerable Silver Council, Heial’thilln, are responsible for the sacred duties of discussion, drafting and passage of legislation.

       b)  Passage of any legislation is reliant solely on the affirmation of the Sohaer, serving as the council’s head.
 


 

CHAPTER III

THE NATURE OF THE BLESSED MAHERAL

 


 

ARTICLE 18.  The Maheral:

       a)  Serves as the enlightening cultural figurehead of Haelun’or, guiding the mali’aheral along the ancient principle of maehr’sae hiylun’ehya.

       b)  Coordinates and directs the effort of The Council of Patriarchs and Matriarchs; Elheial’laurir.

       c)  Promotes and demotes mali’aheral bloodlines in pursuance of The Talonnii Act of 1717.

       d)  Presides over The Path to Purity sentence.

 

ARTICLE 19.  The Maheral may call upon a member of Elheial’laurir to act on their behalf for the overseeing of a Path to Purity sentence. 

 

ARTICLE 20.  The Maheral appoints their own successor either by missive, speech or signed and sealed testament posthumously.

 

ARTICLE 21.  A Council of Malauriran convenes to elect a new Maheral, should the Maheral be rendered unable, or without signed and sealed testament posthumously.

 


 

CHAPTER IV

CITIZENSHIP IN THE SILVER STATE OF HAELUN’OR

 


 

ARTICLE 22.  Citizenship:

Citizenship in Haelun’or is a permanent and guaranteed privilege under following conditions: 

       a)  Proven pure of blood.

       b)  Proven adherent of maehr’sae hiylun’ehya.

       c)  Maintains a residence or an active contribution to The Silver State of Haelun’or.

       d)  Elementary understanding of the Elven tongue.

       e)  Not currently undergoing Path to Purity.

 

ARTICLE 23.  Citizenship is automatically granted if born of two mali’aheral citizens within Haelun’or.

 

ARTICLE 24.  If the citizenship of one of blessed Larihei’s children is revoked for any reason, the mali’aheral in question must seek either reinstatement via writ of citizenship or decree of The Sohaer.

 

ARTICLE 25.  Rights of the Citizenry: 

       a)  All Blessed Citizens have the right to medical service and protection.

       b)  All Blessed Citizens have the right to a lawful trial.

       c)  All Blessed Citizens have the right to approach the Sohaer and his Council with substantial evidence to call a fellow citizen to trial.

       d)  All Blessed Citizens have the right to operate a business and stall in the marketplace of Haelun’or.

       e)  All Blessed Citizens have the right to bring grievances to The Silver Council, Elheial’thilln.

 


 

CHAPTER V

THE CONSTITUTIONAL AMENDMENT PROCESS

 


 

ARTICLE 26.  The Sohaer may amend the Constitution only with the unanimous support of The Silver Council.

"My beautiful constitution... full of complete sentences, clauses, and terms all working beautifully and interchangeably together -- hacked apart with a butcher's cleaver. And for no reason but to loosely resemble the constitution of the diarchy, with mistranslations and lack of definitions abound. They didn't even credit me! I weep. At least they passed it." Othelu whined from his office.

Seth would shake his head as he shared tea with Maenor. "They should at least had renamed Okarir'tir to Okarir'sil, truely baboons not understanding our ancient tongue." The elf, seemingly much more casual about this, for he knew, Haelun'or died centuries ago.

Kiljarys salutes his Sohaer as the new constitution is ratified. In leaving the council chambers, he commanded the applause of numerous Sillumiran, each more eager than the last to experience true progress!

“The place I called home first had an Impure Maheral and now is corrupted and filled with all of these impure idiots. Haelunor is no longer a republic. But a tyrannical monarchy controlled by mali’ata” Alyssa Seregon commented bitterly as she read into her studies about the void and other related topics with a warm cup of tea inside of her warm house within Haense. Then the Mali'aheral pulled out a small bag with gold and mailed it to the government of Haelunor, without any signature and such, fully anonymous. Commenting to herself as she did so, “May they enjoy the greed they gain by destroying my home with their lies.”

A ghostly emptiness plagued the titanic streets of silver at each visit from the disappointed Kharajyr. He sought for the state to seek introspection, but knew not for how. "It is a shame that Haelun'or does not see its own mistakes as of late," He peers over the Constitution of borderline-Diarchism posted on the notice board amidst his visit, "Why did they fight for a Republic at all, if only to return to what failed in the first place?" Offering a glance to the cluttered, messy library and the dark temple without its flame, Haskir ventured out in search of those 'thill that had abandoned their bastion for another. Bleak this so-called 'progress', but at least the banners had not ran red.

With time perhaps they shall return to the Republican ways that have governed the Elves far better than any Maruthir. Aymon Liawenys would smile slightly at the two and take a cup of his own "Ti. I am just glad we are safe." he says whilst casually sipping some himself.
