TO THE HORDE, upon this evening your people are to be offered a great mercy, a grand solution and a final ruling. For a time you have bullied children and gone uncontested within the west, but now the west houses my people and my council. It houses the progress and future of a mali people and unfortunately your advances on the Hinterlands are to not go unchecked this time.
 

Already have you committed transgressions against the constituent peoples of Malin’or, that out of good nature we assumed to be mistakes or coincidence. Your armies have rallied to our gates to demand tribute, only to bow out when met by threat of Elven steel. Like rats, you have conspired with our enemies, and begun propping up Mali puppets in an effort to further divide our people, for you seek to control us. You have pushed and pushed to see how far you can go until we respond. Now you make clear your intentions to puppeteer the Elves, and press towards the Hinterlands. Make no mistake - Elysium is not yours to conquer.
 

The recent threats made, even despite us informing your diplomat of what your actions would bring, have brought this decision upon your own borders now. And so hear what we, a Principality within the High Princedom of Malin’or, deliver you:

I. The Horde will cease its efforts to divide and rule Elvenkind, and expel all elven vassals within its confines, refusing to recognise them as land-holders. They shall be offered suitable residency elsewhere.
 

II. The Horde will cease its puppetry of rogue mali who trade blood for ambition, and expel any mali from the ranks of their leaders, refusing to re-introduce them into such positions. They shall be offered suitable residency elsewhere.
 

III. The Horde will henceforth denounce the problematic, deluded and diseased people known as the “Toga Elves”.
 

IV. All crimes committed against mali within recent history shall, in sum, be repaid with five-thousand mina.
 

V. The Horde will revert back to an Uruk Commune solely; it may hold mali merchants and visitors but it will not grant them titles or land henceforth. It may hold any other races within its borders without violation of this.
 

VI. Should the Horde attack Elysium and claim its lands, henceforth encroaching on rightful Malinorian territory in the hinterlands, Malin’or will declare war within 5 years time to subjugate the Horde.
 

VII. The Horde and its shamans will cease any spread of spiritualism outside of its own territories, meaning any erecting of shrines to spirits outside of those lands will result in war. All preaching of spiritualism among mali must be approved by that mali people’s respective prince or princess.
 

VIII. The Horde will renounce its claim to the rightful lands of Celia’nor in the east, specifically renouncing any control over Karinah’siol and placing it within the care of the Kingdom of Oren.
 

IX. Should any of these terms be broken, it will result in war.
 

X. Failure to make amends with any of these - will result in war.
