These horizons still look a lot farther away than what I get when I log onto LOTC rn. Are these chunks preloaded or are the view distances changing?

nothing new that I'm aware, the dev server uses exact same hardware (minus a few build plugins) and I was only running 16 render distance at quake pro pov.

Not sure entirely how it works but will the weather events be toggle-able since I see that being an issue performance wise for some people. Correct me if I am wrong.

No, weather is not toggleable. If the added particles impact your game's performance, you can simply reduce them via video settings.
