THE TREATY OF THE HINTERLANDS As agreed upon on this 20th day of Tobias’ Bounty of 1973 | 118 Between the Heartlander Confederation and the Principality of Reinmar ARTICLE I - SOVEREIGNTY The Heartlander Confederation and the Principality of Reinmar, henceforth referred to as ‘the signatories’, recognise each other’s sovereignty and the righteous rule of their domains. ARTICLE II - NON-AGGRESSION The signatories pledge to adhere to principles of peace between each other, thereby pledging not to wage war upon one another, nor to raise arms against one another or try to bring harm to the integrity of one another’s sovereign nation in any way, shape or form. And pledge that, in the event that any conflict between them should arise, such matters shall be solved through diplomacy first and foremost. ARTICLE III: MUTUAL DEFENSE The signatories agree to a defensive alliance. In which any hostilities from a third party against any one of them will be viewed as an attack against the whole. The signatories agree to settle any dispute between them or in which they may be involved through diplomatic means in such a manner of this alliance and the laws of signatories are not endangered. The signatories agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of the signatories is threatened. ARTICLE IV: TRADE The signatories, wishing to promote free trade amongst one another and their people, pledge to allow the respective National Trading Companies of either signatory to own a tax-free stall within each other's domains. ARTICLE V - EXTRADITION The signatories pledge to aid one another in the case of extradition at given request and shall not lend assistance to known criminals in their hiding or escape from the appropriate powers. ARTICLE VI - DURATION This treaty shall be in effect from the moment it is signed, and shall be in effect for 20 years.   2. Issued and averred by Their Majesties Second only to the twin Crowns of the Confederation, the Heartlandic Council serves as the highest governing authority in the Heartlands. These are its leaders, its guiding hands, and its most faithful servants. All who sit upon it hold a solemn duty of service to the people, and to upholding the law and sovereignty of the Heartlander Confederation. Entrusted with key leadership of the Confederation’s government, they have dedicated their lives to the service of a dream of unity, faith, and protection for all peoples of the Heartlands. His Excellency, The Lord Chancellor, Frantzisko Cardinal Albarosa @cadazio The Lord Chancellor serves as the head of the Heartlandic Council, and a leader to all others who sit upon it, uniting the offices below him and ensuring they work in cohesion. It is the sworn duty of the Chancellor to carry out the will of the Crowns within the government of the Heartlands, and to serve the needs of all its people. He is the right hand of the sovereigns, and the second-highest authority in the Heartlander Confederation. Alongside coordinating overarching projects within the Heartlandic Council, the Lord Chancellor is in charge of ensuring the duties of the council’s offices are carried out accurately to the wishes of the sovereigns, and that all upon it exemplify the ideals and values of the Confederation in their work. His Excellency, The Vice-Chancellor, Siegmund von Reuss @Timer The Vice-Chancellor is the primary assistant of the Chancellor and is delegated all tasks that the Chancellor deems necessary for the presence of high Royal authority, but cannot personally be present for. In the event of the incapacitation of the sitting Chancellor, the Vice-Chancellor assumes all authority of the office. His Excellency, The Lord Marshal, Wilhelm von Wittenbach @YaBoyJay_ The Legion of Saint Godwin is the Confederation’s primary military force, sworn to guarding and upholding the sovereignty of the Heartlands, and to the protection of its citizens above all else. The Legion stands composed of soldiers prepared to hold the line against all forces that would threaten the Heartlandic people, preserving the safety within its cities’ walls. The Lord Marshal serves as the leader of the Legion, and directs all military endeavors within the Heartlands. His sworn duty is the protection and safety of the Heartlander Confederation, and all who call it their home. His Highness, The High Commissioner, Johannes von Alstreim @Balthasar The High Commissioner, originally named for the procurement of letters of credence for Crown Ambassadors during the reign of Edmund II, serves as the chief emissary of the Crowns, tasked with travelling abroad under Their Majesties banner to build the nation’s foreign relations, drafting treaties and pacts, and keeping Their Majesties personally apprised of world events. The High Commissioner has overall responsibility for delivering the nation’s foreign policy objectives and for strategic oversight of the Service. Underneath the High Commissioner are the Crown Ambassadors, who are empowered to conduct diplomacy on the realm’s behalf; charged with journeying abroad and improving relations with their foreign counterparts, as well as attending international events on the Crown’s behalf where necessary. Her Excellency, The Grand Treasurer, Dame Wren Sarlen-Temesch @frenchfrogss The Treasury is the country’s primary economic and financial department. It maintains public spending, legislates for taxes, and sets a course of direction for the economic agenda. The Treasury works with other arms of the government to ensure that the financial system is achieving strong and sustainable growth, reducing reliance on land taxation and rebalancing the government’s revenues, spending taxpayers’ money with prudence, creating a stronger national bank, increasing employment, and increasing productivity. With these goals in mind, the Treasury ensures the competitiveness of the economy, ready to deliver for local communities. His Excellency, The Grand Speaker, Sir Atticus Reinhold @Hom The Garmont Assembly of the Heartlands serves as the center of the Confederation’s legislature, where a selection of representatives from the nation’s esteemed peers and elected officials will gather to present and discuss bills, edicts, and amendments relating to the Confederation’s codex. Issues of national interest will also be deliberated between the representatives, and nationally-funded projects may be proposed for the assembly to approve. The Grand Speaker functions as the leader and facilitator of the Garmont Assembly, as an impartial mediator and guide to the discussions that occur within. The Speaker manages the scribes of the assembly, and assists and advises the representatives where needed on the submission of bills and edicts. During assembly, the Grand Speaker serves as the leading voice of every meeting. Her Excellency, The Lady Chamberlain, Hedwig Jazlowiecki @ibiou The Lady Chamberlain serves as the leader of the Heartlandic Courts, organizing its courtiers, noble sponsors, and wards to create events of spectacle for the Confederation’s citizens and guests. She seeks to provide opportunity for the people of the Heartlands within its Courts, holding the authority and responsibility of hiring servantry for both royal houses. The Lady Chamberlain oversees the natural cultural and education exchange between the Provinces of Petra and Aaun, and takes charge in pushing forward to a united Heartlander culture His Excellency, The Court Chaplain, Jean Bishop Saint Godwin @LithiumSedai The Court Chaplain serves as the representative of the Church within the royal courts, appointments to this position generally reserved only for the most pious and senior clergymen within the Archdiocese of Albarosa. Responsible for ensuring the spiritual well-being of any and all courtiers, they are expected to lead prayer, administer the Canonist sacraments, offer spiritual counsel, and to help serve as a bridge between the nation and Church where necessary to ensure that faith remains a central aspect of courtly life. Her Excellency, The Royal Confessor, Rhosyn Cardinal Casica @AndrewTech The Royal Confessor serves as the personal chaplain and confessor of the reigning monarchs, expected to perform private sacraments and ceremonies, and offer penance and absolution whence the need arises. As a close advisor to the monarchs, as well as their royal families, the Confessor offers guidance on matters of faith, morality, and personal conduct, so that faith remains a central aspect of all aspects of governance. This time has allowed Our Apostolic Kingdom to rebuild what was lost during the turbulent reign of Our royal nephew, King Edmund II. Many things have since changed. We have returned triumphant from the war waged against the League of Veletz and their allies, in which we fought alongside our Canonist brethren of the Grand Covenant. We have released the WESTMARCH from the tyrannical and faithless grip of the Stassions, uniting the Lowlands under one crown. We have laid the foundation for Our new Royal Government which after years of dormancy has come into fruition. THE SECOND FLOODPLAINS ACCORD As agreed upon on the 20th of Sigismund’s End, 1966 Between the Apostolic Kingdom of Aaun and The Most Serene State of Lurin ARTICLE I - SOVEREIGNTY The Apostolic Kingdom of Aaun and the Most Serene State of Lurin, or henceforth ‘the parties’, recognise each other’s sovereignty and the rule of their domains, and their respective monarchs. ARTICLE II - NON-AGGRESSION The parties pledge to each other to adhere to principles of peace between each other, they shall not wage war upon one another, nor shall they raise arms against one another, or try to bring harm to the integrity of one another’s sovereign nation. ARTICLE III - CLAIMS, BORDERS AND ROADS The parties agree that, in aid of peace and mutual understanding, as well as the inviolability of borders, that territorial claims shall be treated as the sovereign right of each party to designate, the forsaid not to be disregarded or maligned in any way; And recognising this to be an undeniable truth, the parties commit forever to uphold and not to infringe on their mutually agreed territorial claims, either by claiming in any way or settling meddling dishonoring or subverting the forsaid. That is to say; I. That the northern crossroads of the Floodplains shall be the sovereign right of the party of the Apostolic Kingdom of Aaun to claim entirely alone and forever; II. That the Crownlands shall be the sovereign right of the party of the Apostolic Kingdom of Aaun to claim entirely alone and forever; III. That the midplains shall be the sovereign right of the party of the Most Serene State of Lurin to claim entirely alone and forever; IV. That the southern Lurin coast shall be the sovereign right of the party of the Most Serene State of Lurin to claim entirely alone and forever if so is deemed appropriate by its leadership. V. The parties agree to work together in order to enhance the quality of the roads connecting both nations. The Apostolic Kingdom of Aaun agrees to work on better connections between roads as well as the addition of clearer directions to the Most Serene State. ARTICLE IV - TRADE AGREEMENT The party of the Apostolic Kingdom of Aaun accepts and allows a merchant quarter to be built within the aforementioned crossroads for the purpose of selling goods to any and all passersby. ARTICLE V - DIPLOMATIC PRINCIPLES I. The parties jointly agree on the principle of the exchange of envoys to each others governments to aid and facilitate dialogue and mutual understanding; to this end, the party of the Apostolic Kingdom of Aaun will send an envoy pro-tempore to the Most Serene State, and the reverse party is willing to be summoned for diplomatic meetings on request of His Majesty’s Government. II. The parties jointly agree on the principle of the inviolability and immutability of diplomatic freedom; that is to say, envoys or any other messengers of government shall have freedom of movement within each party’s territory; further, they shall not be prosecuted by local or national authorities on any suit civil or criminal unless their home country waives their right to their said immunity. III. The parties reserve the right to formally expel a diplomat that they consider to have severely undermined the national integrity and order of either party’s realm. ARTICLE VI - EXTRADITION The parties pledge to aid one another in the case of extradition at given request and shall not lend any assistance to known criminals sought after by either of their righteous governments. ARTICLE VII - ON FAITH AND PREACHING I. The party of the Apostolic Kingdom of Aaun recognizes that the Most Serene State of Lurin is a nation with freedom of faith and religion and will remain as such. II. Though the party of The Most Serene State of Lurin also recognizes that, among its populace, are Canonists deserving of guidance that can only be provided by the Holy Canonist Church. III. And thus the party of the Most Serene State of Lurin agrees that all priests of the Canonist Church sent by the party of the Apostolic Kingdom of Aaun will have the freedom to tend to the needs of Canonists within Lurinite lands so long as they respect its citizenry and those that do not identify as Canonists. IV. The parties agree that, should any trouble between the Canonist priests and the Most Serene State arise, the problems will be solved with the call of a meeting between representatives of both nations. ARTICLE VIII - DURATION This Agreement shall be in effect for a period of twenty years, after which the parties shall convene once again for renegotiations. THE EDICT OF KANUNSBERG TO OUR RESTORED REALM, Some seventy-three years have passed since the reformation of Saint King Godwin’s realm by decree of Our venerable grandfather the King Charles, whose vision for a better future for the in his time fractured Heartlands, no doubt divinely ordained, emboldened many faithful men and women to his noble cause, among whom the Viscount of Minitz, later created Duke thereof, Leon I Brandt Barclay, whose enduring legacy shall be the subject of this Edict, thus dubbed the Royal Edict of Kanunsberg. For his descendants have been hard at work. Being raised to Princely status under the reign of Our father the King James after having proven themselves steadfast, faithful and thus true bulwarks of Our kingdom time and time again, and, of recent, seeing to the gathering of all Reinmaren tribes under a single banner alongside the Princely House of Barclay of Reinmar to settle their own sovereign lands.
