I prefer Pvp Default, and I'd say 75% of the players who main Combat RP (military etc) prefer PvP. A lot of Oren's activity comes from those kind of RPers and groups, and Oren's activity has been pretty low, certain people have returned due to the War, but what the **** we can't war. The raid cap limits group missions to raid enemy settlements, should be around 8-15 like old times. Also justified raiding should be a written thing. Going 2 horseman raiding is fun for the 2, but its mostly counted as banditry and it only involved 2 soldiers at a time. We've seen the rebels split into raid squads which isn't a bad idea but I'm pretty sure most of us can agree group PvP is more fun, at least now and then. And we can't really have skirmishes either because everyone gets salty and it lags because at skirmishes the parties usually take 20-60 people.
While Defender Default is nice for those who don't like to PvP, I think you should kinda look from both the PvPers, and the non-pvpers sides. Right now those who prefer Pvp don't really get to do it a lot, raid rules are strictly limited for 4 people only, and it's Defender Default.
So I propose that either one is switched, either raid rules are changed to benefit military and combat RPers more, or put PvP default back in place. From my point of view, raising the amount of raiders allowed would be better for both type of players and groups. Random Banditry RP with the focus on singular and weak targets wont happen because defender default, and factions are allowed to do group raids at a larger scale. (Assuming it wont lag at 10v10s)
One might say that even if it's Defender Default you can force PVP with 7 or more people involved. But to do that it would have to be in neutral of friendly territory due to the raid cap being 4. Or there would have to be more than 2 people on the opposing side.
