((You have to be attuned by a druid, which generally means you have to go through the order. There are rare exceptions where a retired druid (who knows how to attune someone, not all of them do) trains someone outside of the order. But you do have to be attuned by a druid.

Yis, more birds, very good. Running away instead of fighting makes sense, but you might want to add that they'd be able to use their giant wings to beat at an enemy if they're cornered. A bird's wings are very powerful, I would think especially with something of their size. I'm not sure if five and a half feet would be large enough to be used as mounts, though. You don't usually hear of birds carrying things on their backs. For reference, the Gy'waka is 11 feet tall and flightless. -

[Druid Lore Revision] Shapeshifting- Multiform

I think a more needed change is to make shape-shifting able to be taught by more than one person at a time, so more people can actually learn it. I'm indifferent about the multiple forms bit, I don't think it's necessary but nor is it harmful. But it does need to be spread around to more druids. As for drawbacks, perhaps the more forms you have under your belt the shorter time you can spend as that animal. So, you can either have just one shape you can change into for a long period of time, or multiple shapes with a more limited time constraint. -
