LotC halflings are strongly influenced by LotR hobbits and have thick soles and hairs on their feet. Hair rubbing on the tongue of a shoe and a thick sole would make shoes uncomfortable and even painful if you wear them enough. Don't mean to be really picky about the skin but not having shoes is the definitive feature that make a halfling skin different than a human skin.
