Cyrene would grumble from her spot in the clinic, looking down to her burned hand and snapped shin. “Orcs have been known to rob, raid, and pillage our lands since the start of Atlas...” she’d say. “Either some people are blind as to not realize why we made the trade and non-aggression pact with them, or they’re just grasping at straws in a feeble attempt to drag the Federation into trouble. What did I expect, though? Sutica remains neutral in this war.”

Pact of Water and Blood, 1689 On the 12th of the Sun’s Smile, 1689, putting all past conflicts and battles aside, a meeting took place between Sutican and Krugmar officials at the lands of the Cloud Temple: Trade Princess Cyrene & Rex Gurukk 'The Zealot' Lak, who have each signed a treaty to ensure a pact of trade and non-aggression between the two nations in an effort to move forth. 一 Unrestricted Trade The borders of The Federation of Sutica and Warnation of Krugmar shall be opened to trade with one another, unrestricted by both land and sea. 一 Non-Aggression The Federation of Sutica and Warnation of Krugmar shall avoid all conflict and aggression with one another, including but not limited to: breach of the respected party’s state law, banditry, raiding, et cetera. The above agreement shall be renewed every 8 years. Should it not be renewed within a year of that time, the pact shall be discontinued until reformed once more. Princess Cyrene chokes on her orange juice upon noticing the fliers. “****, I told Nilth not to make you go, Sighard! I’ll kill you if you get hurt!”

Issue is, what’s the RP reason for people not helping? They’ll show up, but can’t do anything RPly because of skygod rules, then they get RP backlash for not helping. How would this be dealt with?

Rolls are a thing that’s optional. Even if another player tells you to role for a certain action, you are never obliged to unless it’s for an event or at a GM’s request. Personally, I only use rolls when there’s a disagreement in CRP or if it’s for a bow shot further than, say, ten blocks away.
