Now time for the lore drop (I recommend reading the culture document down below as it explains the basic ongoings) The creation of Cerulia can be traced all the way back to Sutica, where very few still remain, where its fall then ended up creating The Silver Lubba company led by Mika Goldhand with some success during the golden age of mercenary companies (https://www.lordofthecraft.net/forums/topic/209167-when-the-paper-doesnt-hold/) (https://www.lordofthecraft.net/forums/topic/209166-sutican-might-eternal/) With this established company first formed in the ruins of the Osser estate in former Sutican lands, they eventually got a hold on Urguan territory where they made their very own outpost to operate from and steadily got a few contracts from the various powers, though the only one well documented was the hiring of The Silver Lubba Band by Ivarielle who sought to conquer Haelun’or. As time passed, the need for mercenaries slowly faded away and The Silver Lubba Band started to grow out their outpost to become a proper vassal under the dwarves, taking in groups and vassals of their own on their small plot of land. Here in Lubba’s Keep the mercenary company grew to become their own people and established well enough relations, coffers and citizenry to set out to form Lurin. Lurin during Almaris was everything it should ever have been, a settlement away from major conflict and population hubs where it starts to thrive in benign neglect, taking in people and groups from the various corners of the realm while having their own adventures such as sending out parties to deal with hostage situations, dealing with darkspawn on their doorstep on a frequent basis and starting to form their own more well established culture. With the arrival of the end of Almaris, the balance of the realm shifted as it bit off more than it could chew on Aevos, outgrowing its own purpose as it was forced to keep up with its neighbours. During this time of strife they ended up being one of the main members of the eastern alliance block named the CCC to maintain a semblance of balance within the east to aid its likeminded allies. Though this balance was quickly shattered with the leave of Mika Anarion from the throne, who wished to retire and gave himself as a final act as ruler a plot of land he named Cerulia. From here Lurin started to crumble with external pressure and Cerulia remained mostly uninvolved with its politics as the Marq of Cerulia wished to stay retired. At the eventual conquest of Lurin, Mika’s earlier ties to Ivarielle and Celia’nor helped Cerulia to be re-established under Celia’nor where it once more was able to live its days out in peace as a massive fortress in the north. Though once more, not for long, as Celia’nor was hit with internal and external strife where it ended in a split of Celia’nor lands, of which, Cerulia ended up under Urguan rule once more. With Urguan as their new overlord, benign neglect started to set in once more, the fort started to grow and continued to house more and more people and eventually expanded to its prime on Aevos. Cerulia was not spared by the mountain and forced to go on as refugees once more, deciding to stay under Urguan to go along towards Azuras where an early Cerulia started to become a large hub for population, commerce and saw a shift in culture once more where traditions became more well established and cultural unity started to form. Cerulia in due time started to grow as much as it did without expanding its borders, effectively becoming a city that was more densely populated than some capitals, though with this came its own set of challenges, which it had overcome until the very last one, war. During this time of war they had an initial vigor to stay where they are, to defend their homes. Though battle after battle wore down its spirit, cutting a deal with imperials, though nobody is too sure how this deal went as the city that was once bustling with people had been razed to the ground without a trace left of it and vagueness surrounding the deal made it all the harder to trace back. Now the Cerulites are wandering once more, hoping to settle where benign neglect may take over once more. The nobility is earned by one person and not the family, high nobility is council members, descendants of the marq or those who hold direct influence over the policy of the city. Low nobility are people who have sway in the city such as leaders within departments of family heads. The main departments of the government are: -Military -Magic -Knowledge -Culture -Stewards -Industry -Medicine Though the ones necessary to make the city function regularly would be Military, Stewards and Culture. The gist of the laws are: Please just don’t mess with people more than you have to with a side of some funky rights you have such as embracing absolute freedom or working your debt away. Capital / Settlement Build Concepts (photos of assets / layout / inspiration required): I may or may not have world downloaded this part of the map just to mess around with building and ended up making a city on my own with the bit of free time I had with some help from community members The inspiration is a continuation of Cerulia, though we are advancing the build style slightly each build, which stems all the way back from the Sutican build style in Arcas, then getting influenced by dwarven architecture in Almaris and is its own thing now Though this time we learned, minimal underground shenanigans to make the city a little less laggy How does this realm/settlement offer a unique niche not already found in an existing group on the server?: It will corner the niche of unrestrictedly letting your character be who they wish to be, where there is unity in freedom. It does have its own little culture going on which shines different lights on certain matters such as a meritocratic system for nobility, constructs being able to get rights and ultimately it ends up being the melting pot of different cultures from the various clans, families, groups and people that reside within it. Culturally this settlement will always end up feeling much more different than what the average city on LOTC will feel like as proven by the people just calling everything done by the community odd. Though that is exactly what a different culture should feel like, strange to someone outside of it as it is different from what they are used to. Attempts have been made to try to make this niche exist under a nation as a vassal, but oftentimes the thought of benign neglect irks those who wish to take in our group. Often met with demands that will effectively destroy the niche that is occupied by this settlement. This settlement could not exist under other nations as of this moment unless they wish to bend their own narrative. It will fill the void of the missing multi racial nation, though I would not want to grow further than a settlement as it would harm my mental health more than lotc during covid did. How does your realm/settlement tie to the greater lore and narrative set by the community on LotC?: Its to be existence is a continued journey of a community that has been on the move for the past few years, naturally it manifests in different shapes and forms from a nation to a mercenary band to a settlement with each part having their own story that has taken place. A cycle that does not stop as the people of this group continue to go forth regardless of any hardships they have faced and change because of it. Most of these people pick up knowledge along the way, in the most literal sense such as adding books to the library that continues to grow with time and gets moved with every iteration of this group. Though also in a more lore tied sense such as magics, alchemy recipes and other feats that one could obtain on the server, there is bound to be someone in the community who has some information on it. This has allowed previous iterations to be a pool of knowledge for other communities to tap into if they desire to do so if they are willing to put up with the idea of it. Most within the community are those who wish to spread the knowledge around and make sure that other characters can enjoy using the lore. In the end it is a community that roams around and settles wherever possible as long as they can live in peace, though this does not mean that the community is closed. People will have a fair chance at experiencing what the general ongoings are within the group and are often free to interact with their character as long it is within reason and with good intent. I wish for it to be a place at the edge of the world where people can gather and be at home as I will be real with you and this is just an oversized project of my character needing to be put into a retirement home, but every single one he builds gets busted down and it is the funniest tragedy I can imagine happening to someone. I can expand more, but ultimately I just send the culture document to anyone who asks and I will explain how every written word became a thing through roleplay interactions. I vouch for the competence of those I have assigned on the council, they have basically led the city with me as figurehead for the majority of the map. Further this will bar one from legally owning domesticated animals themselves. 4) Other; a) Affray (Class C) The partaking in a public fight between two individuals to the potential terror of citizens. b) Riot (Class B) The partaking in an assemblage of three or more individuals who threaten to use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to threaten violence simultaneously. c) Raid (Class A) The partaking in an assemblage of three or more individuals who use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to commit violent acts simultaneously. d) Stalking (Class C) The act of following one’s way through the city or home without legal backing or consent for a prolonged time throughout Cerulite Lands. Pertaining Acts of Malicious Intent 1) Fraud; defined as deception for unlawful gain. a) Impersonation (Class C) Impersonating another, guard, noble, or otherwise. b) General Fraud (Class C) Purposely deceiving another for unlawful gain. (Does not include signed contracts) c) Civic Fraud (Class B) Purposefully deceiving a member of the Cerulite Council for unlawful gain. 2) Espionage; defined as the unwarranted spying upon another citizen a) Minor Espionage (Class C) Spying upon a citizen to achieve unlawful gain or knowledge. b) Grand Espionage (Class A) Spying upon an appointed official or location to achieve unlawful gain or knowledge. 3) Vandalism; the unlawful destruction of property a) Window Vandalism (Class D) Unwarranted Destruction of windows within the Cerulite Region. b) Minor Vandalism (Class C) Graffiti, Etching, or other unpermitted markings on property or the damage or destruction of property which is valued at less than 10 minas c) Major Vandalism (Class B) Destruction of larger property such as stalls, shrines, or other small structures or damage or destruction of property valued at less than 25 minas. d) Grand Vandalism (Class A) Devastating destruction of whole houses and major structures or the damage or destruction of any property valued at greater than or equal to 50 minas. 4) Kidnapping; the unlawful seizure or holding of another in one’s custody. a) Kidnapping (Class B) Capturing/ holding one against their will unlawfully. b) Grand Napping (Class A) Capturing/ Holding of any member of the Cerulite Council or nobility against their will. c) Slavery (Class A) The keeping, buying, or selling of illegally gained slaves within The holdings of The Marq. Poaching and Hunting 1) Poaching; defined as the hunting of animals in the Cerulite Territories without permission granted by The Marq. a) Petty Poaching(Class C) Unlawfully hunting & slaughtering any animal in amounts no more than 50 minas. b) Grand Poaching (Class B) Unlawfully hunting & slaughtering of any animal totaling more than 50 minas. c) Slave Hunting/Capturing (Class A) The hunting or capturing of members of sentient races for the purpose of slave trading. V. Dark Acts 1) Iblees Worship; defined as the unlawful worship of Iblees, Daemons or dark magic creatures a) Worship (Class A) Worshiping Iblees, any evil-natured Daemon or inferi, including providing aid to any worshiper. b) Assisting/being dark creatures (Class A) The keeping, or assisting of any dark magic creatures by any means. Includes housing, feeding, sympathizing, Dark Creatures being Creatures such as Undead (including harmful ghosts), Shade parasites, vampiric beings and general Abominations of Life which act with Malicious intent. The same applies for being a dark creature. c) Practice (Class A) The practice of any Dark Magic that has been confirmed as Dark Magic by the Cerulite Council. VI. Public Order 1) Disorderly Conduct; defined as conduct which creates a public nuisance or disturbs the general public. a) Disturbance of the Peace (Class D) The use of loud, explicative, or speech which riles up or actions which threaten the general public order. b) Unauthorized Sign Placement (Class D) The act of placing a sign within public parameters advertising or providing knowledge without permission or knowledge of a steward. c) Blockade (Class C) The obstruction or privatizing of roads through any means. d) Claiming (Class C) The act of seizing a stall or home without permission or knowledge of a Council Member or appointed steward. e) Modification (Class B) The act of unauthorized modification / expansion of one’s own and surrounding property without explicit permission of The Marq or the Head Steward. f) Public Display of Affection (Class D) The act of overexpressing your love to someone in a public area. While a peck on the cheek will be fine, making out with someone, pressing your body upon someone else for a prolonged amount of time or other acts of affection deemed to stretch regular affection in a populated public area is disallowed. g) Unlawful Preaching (Class D) The act of preaching your religion or cult without approval of The Marq or Council in a public area outside of their religious buildings. It should be noted that informing is different from preaching and that informing without forcing this upon them is no breach of this law, the difference being that one has to ask to be informed or stand corrected by something that is felt to be said wrong. h) Unlawful Recruitment (Class B) The act of recruiting individuals for foreign groups outside of Cerulite lands without specified and documented approval of the current Marq. i) Excessive begging (Class B) The act of persistent harassment to one for acquiring certain goods, knowledge or getting someone to act for them. VII. General Safety 1) Littering; defined as making any public place untidy with rubbish or a large number of objects left lying about. a) General Littering (class D) The throwing of any non hazardous goods on the ground or into the waters around Cerulite Territories. b) Hazardous Littering (class B) The throwing of any hazardous goods that can affect the lives of citizens on to the ground or into the waters around Cerulite Territories. 2) Negligence; defined as the inability to take proper care which leads to direct offense a) General Negligence (Class C) The causing of offense or harm to an individual or their property because of an inability to take proper care in a situation and the risks of said action were unknown. b) Property Negligence (Class B) Allowing another individual’s self or property to come to harm due to a lack of proper care of one’s property. c) Recklessness (Class B) Causing harm to another individual or their property due to a lack of proper care in which the risks of said action were known. 3) other; a) Unlawful Duel (Class C) The act of Dueling within The Marq’s Holdings without taking the safety of citizens into consideration or the lack of rules during such Duel making it dishonorable. b) Duel interference (Class B) The act of disturbing or stopping a previously agreed upon Duel as a third party with the Duelers taking offense to such. c) Nature Poisoning (Class B) The act of intentionally Destroying, Killing off, poisoning or withering away Nature from the parks, homes or nature reserves of Cerulia. d) Mask Donning (Class D) The act of wearing hoods, masks or any non-approved face covering wear. A first offense will result in a warning instead of being arrested for such if the person complied to remove the mask. e) Self Harm (Class C) The act of harming or maiming oneself on the lands of The Marq for whichever reason deemed unsound. VIII. Military Laws 1) Desertion, defined as leaving your post, assigned task or making attempts at leaving the band without informing a high ranking member. The punishments of these crimes may be executed by higher ranking members of the Cerulite Military. a) Leaving Your Post (class D) The act of leaving the post you have been assigned for during your service under The Cerulite Military without proper excuse to do so. b) Minor Desertion (class B) The most dishonorable act of one leaving any Cerulite Military division without proper demotion or release from their position for two years or less. c) Desertion (class A) The most dishonorable act of one leaving any Cerulite Military division without proper demotion or release from their position for three or more years. 2) Misconduct, defined as going against protocol, word of an officer or law to get the desired result, though often at a cost. a) Minor Misconduct(class D) The act of misconduct during one's task, causing minor unwanted results. b) Major Misconduct(class B) The act of misconduct during one's task, causing catastrophic unwanted results. c) Undermining authority (class C) The act of undermining direct orders of an officer of the band with adverse results coming from this. d) Failure to perform (class D) The act of standing idle as a band member during a deemed critical moment of conflict, task or work. e) Sabotage (Class A) The act of sabotage upon band equipment, property or members to hinder the efficiency of the band with malicious intent. III. Punishments I. Use of Punishments -Punishments shall be handed out according to the class of crime which is being charged with multiple offenses stacking. - Jail Time consists of imprisonment within a small cell with little to no outside interactions. - Duels are exempt from crime if both parties consent and the rule set is clear. - Jail Time may also consist of interrogations by the guard force. Advanced interrogation techniques may only be used when a higher ranking official is present and gives verbal permission for advanced interrogation methods to be used. - Those who use advanced interrogation methods without approval or abuse of power will find themselves being stripped of their rank and have to answer to The Marq for abuse of power. - Any member in service of The Marq directly and Cerulia is counted as a Lower Ranking Official. Administrative functions count as Higher Ranking Officials. - Any crime committed left unpunished or without verdict for more than ten years / Esht weeks will be pardoned out of courtesy of The Marq for being outdated in nature. Desertion and darkspawn related offences are excluded from this conduct. - A name may be removed from the offenders list at the discretion of an Auditor, or The Marq. -Banishment or declarations of freedom may be used as an alternative punishment for execution, in which all ranks of residency shall be revoked, all titles and claims stripped, and the individual shall be barred from entry permanently barring a pardon from The Marq, and any entry into the holding shall lead to the punishment of execution immediately. -Blood Payment should only be used as an alternative for paying debts, except in the case of a Class A crime, if the criminal refuses to pay their fine and shall serve as an alternative to the normal fine. -Execution may be used if in a single instance a total fine would be over 1000 minas in total, or on the third repeated instance of a Class B crime. II. Crime Punishment 1. Class D Crimes Class D (Petty Crime): 100 minas fine or a non-lethal cut upon their arm as Blood Payment and Community service or labour up to the estimated sum of 250 mina’s work. The particular service or labour is up to the discretion of those overseeing the crime and its punishment. 2. Class C Crimes Class C (Minor Crime): 500 minas fine or a finger, toe, ear or all hair on one’s head as blood payment and jail time of no longer than an hour, Jail time can be commuted in turn for community service/labour to the estimated sum of 1250 mina’s worth of work. 3. Class B Crimes Class B (General Crime): 1000 minas fine or a limb, eye, tongue as blood payment and jail time of no longer than two hours. The Jail time can be commuted in exchange for community service/labour to the sum of 2500 mina’s worth of work. 4. Class A Crimes Class A (Major Crime): Execution, Banishment, or a Fine of 2000 minas. Those found guilty of a class A crime will find themselves imprisoned for no less than two hours in jail followed by forced labour to the sum of 5000 mina if they cannot afford to choose the previous options.
  6. OMEN OF FLIGHT Issued at Year 239 of the Second Age Our fort has become barren of blue ladybugs. This is an omen that Cerulia’s lands are no longer safe from threats that are to come. We must prepare our citizenry for what is to come, leaving the combatants stationed within our realm while our general citizenry shall evacuate towards the heartlands of Urguan and set up camp there till Cerulia is restored in one way or the other. These omens are well known to me, the end of our realm is upon us, but to leave a coward is to bring dishonor to your home. Therefore I ask the folks who are willing, to aid us in our battle against what is to come. Do yourself well with this battle and I will show you kindness till the end of time. PUTTING CRIMINALS TO WORK Issued at Year 236 of the Second Age While Cerulia remains where it stands after a long series of war, politics and adjustments, prosperity is hard to find in the colder north. With our population working hard to maintain ourselves and with a desire to grow our Most Serene March even further, we have found a most interesting solution. Indentured Servitude While at first this might sound a little extreme, we have concluded that there is a more humane approach to this method. First there has to be an establishment of contract with a willing participant, where every little detail must be written down such as the necessity to house this person, what rights they will maintain other than their basic rights granted in Cerulia and what kind of work they can perform to pay off their debt. Every person in such a position will receive at the very least taxless housing, food, drink and purpose. For those religious, they may freely attend their religious sermons or mass. They are not limited to reside within Cerulia, though it may speed up the process of becoming debtless once more. Naturally this may be used to settle a debt between people or between person and state if they owe a large fine they cannot pay off. A Simple Offer The Most Serene March of Cerulia offers those with debt to another settlement or state to approach us. We will set up a contract with the one in debt and present it to the settlement or state that this person belongs to, with their permission we will put the one who is in debt to work until their debt has been paid off. However, Our Most Serene March of Cerulia will pay off the debt of this person to the settlement or state that they owe in full if we are to accept this person into a contract. If a settlement or state finds themselves in a position where they have to fine a person who is unable to pay such a fine, that settlement or state may reach out to The Most Serene March of Cerulia to try to sell them to us directly. However, one is not locked into eternal labor, as they are granted the option to buy themselves free once again by paying off the remainder of their debt. A MERRY KRUGSMAS Issued at Year 212 of the Second Age With our fort festively decorated for the season and the people within ready to celebrate this most excellent holiday of sharing and bonds, I have taken it upon myself to spread a little bit more joy around our Most Serene March of Cerulia. So I have broken into every single one of my citizens' homes to leave them a gift that I think they would like to have or have known they are in need of. However, I found the Krugsmas spirit lacking in a few homes, so I took it upon myself to add a few trees of varying sizes and decorated them while I was at it. I hope all of you enjoy your gifts and I wish you a merry Krugsmas. THE CREATION OF THE UNDERCITY Issued at Year 211 of the Second Age With a worrying rate of folks entering our city and becoming residents, a court was held a few esht weeks ago where it had been decided that additional housing must be constructed. The results are now here and the undercity has been built alongside the Frederick Lubrary making a return with a most entertaining amphitheater being founded for our local bards. We did however encounter a hostile section of cave, which has now been blocked off through the means of a gatehouse so that we may in time deal with this threat and clear these caves for our own prosperity. Access to this undercity was difficult at first, though through basic means, we have enabled those who live there to descend down from our surface to deep below. In addition to these extra homes and spaces, it has been decided to lower the requirement for our manors from 5 folks to 3 to enable growth among these smaller families.
