The fact that you call yourselves snow elves implies you are a different race entirely, when it has been said by the staff that you are not. You are not focused on improving the "culture" of your group, but instead are looking to assert the fact that you are (quite literally) special snowflakes.

I would suggest ACTUALLY DEVELOPING THE CULTURE.

Whats new, or interesting about the snow elf's culture...?

The only thing you guys really have different is physical differences. Go make marrital rights! Go make new non-ice-pun sounding names! Go out and develope children's legends that are filled with comedy and moral lessons!

Stop putting focus on Ice... Its like introducing a new shape of brown ceral bit into lucky charms, and expecting people to get excited. You need marshmallows!

Maybe make shrines to Wyvrun, ((You guys have your own accepted aengul! Use 'em!)) Make wayshrines and chapels and named benches!

Likewise, try and not be as warlike and dwarflike... You're elves, not tall doomforgeds. Dont go around making ultimatums and statements to provoke people... Build big walls and bell towers, work on making reasons for making snow elves, and work on unifying the small playerbase you have.

This so much. Start focusing on fleshing out your culture and nation in game instead of forcing lore into the forums and complaining you arent a race. Focus on your cultural aspects in game like all Human cultures have! Also, your elves not dwarves. Stop focusing on all combat and start fleshing everything else out.

I am a supporter of people making their own cultures and such, and at first I did support you..

 

Though, I learned something. I believe that the Snow Elves have turned into a husk of what it should be, an unique elven race that contributes to the RP. Right now, every member you have is an useful member less in other communities. What are these members used for? Nothing, but falling victim to a dark reputation that your leaders and some of your community members have layed upon you. The culture is not working out, obviously. Try to make a new, fresh concept, don't aim for subrace.  When I took the steeringwheel from David. I didn't aim for the Illatians to be a subrace with our lore, but a mere culture contributing to Oren RP. You could do the same with the elves!

Same as above, stop being Dwarves in Elve's clothing and try to develop your culture more. 

 

 

Also... your architecture. Your city looks like a PVP factions server raidfort. You need to get a consistant standard of architecture going. Quartz blocks and snow blocks are very easy to obtain now, so why not incorporate them?
