Orcs raid the wood elven town constantly and a Wargoth was killed as a result. I don't think a leading being killed whilst attempting to raid somewhere is a valid casus beli. Also, other question is still completely reasonable to ask as I am genuinely interested as to why Orcs need a cassis belli even though their society for 7 years has been literally based off war and combat.
