After visiting many interior-city schools all over Brazil, Getúlio decided it was time to change. He called the MP and other important political figures and decided to hold a speech in a public square, specifically in the Praça da Sé, in São Paulo, one of the biggest cities of Brazil.
“Good men and women, hard working citizenry of this great nation. I come to you today to tell you that from this day on, the schools of our children, the future of our generation and generations to come, will not be precarious. They will have good teachers, good systems, and even better students. It is today that I announce the Reforma Educacional (Educational Reform) of 1940. From this day on, children will be incentivated to public service, as well as to be hard working, god fearing citizens. They will not commit the same mistakes the blind, blind men of the past government and that Washington Luiz was proposing. Down with communism within our lands! Prosperous be Brazil!”

“Other than that, good citizens, we must secure the authority, supremacy and power our great nation has settled within the continent. On the south, the rise of Argentinian economy threatens our sovereignty. Their presence within the League of Nations disallows us to take further action, thus would mean a war against the behemoth of the North. I suggested and thus it was approved on Parliament, that we prepare. We will contact the noble government of Holanda (Netherlands) to suggest them a trade; Suriname in exchange of a sizeable amount of acres in the Amazonas (Amazon) for them to gather and bolster their own economy, giving that Suriname does not generate profit to the Dutch.”

“Last, but not least, a small tweak to the way our nation works. Starting from this day, elections will be held for each state’s governor. Starting in December 1940, each state will elect a hard-working citizen who thinks they have enough political, economical and social recognition to lead a State into a golden age, thus, helping Brazil itself enter that same age. That is all, good people. Have a wonderful night. Avante, Brazil!”

-Democratic elections will be held, from Dec. 1940 every 2 years for each state governor. Each may decide things separated from the other with the President of the Republic’s consent.
