      I think they were only RNG in the later days of Vaquxine terribleness. At first they were just along the 'OP But breaks easy' line of balancing. Of course I might be wrong, never pvped too much.

    tbh losing brings more rp. Building new cities is a great way to organically build rp without the need of events.
