      i think it's all the gm team leader's decisions, however they usually ask in chat if any current gms have an issue they wish to bring up

      it was never officially established as a system to validate GMs, but rather just a thing people did to show support, etc.

      Really depends on your qualifications & how the staff sees you I think.
