Declaration of Sovereignty

With construction of Devirad nearing completion Malineer called for an assembly of
Parliament in order to read, review, and sign the document declaring the city state's sovereignty
and pledge to the descendants of Axios.

When in the course of mortal events it becomes necessary for the formation of a union the involved parties must discard the hostility of the past and pledge their motivations toward the betterment of the mortal condition, singularity, and the opposition of those that would act as antagonists to this union. We the people of Devirad pen this declaration to announce our sovereignty as a city-state, our unity as a people, and the rights of our citizens. The rights of every citizen of Devirad are as follows: The responsibility of their own soul, to resist the act of any divine being unto their souls or property, to reject the presence of any maleficarum, to bear the revered arts of mortalkind, aid in the tending of the mortal condition and nature itself through the mortal arts, to reverse the influence of deific intervention upon themselves, rally in opposition of immortal oppression and retaliate accordingly, to have say in the erecting of governmental establishments and their purpose, to choose those that are bequeathed with permission to govern them through election, and to seek any form of ascension that is not diefic in nature, resist the torturous fate to follow in the soulstream, and to dedicate themselves to the pursuit of justice, happiness, and liberty.

The Kingdom of Devirad hereby stands as a nation, and a sanctuary to those that would resist the tyranny of the immortal and establishes a parliament of elected representatives to address the needs , concerns, and threats to her people. We acknowledge the value of each and every descendant life and declare that no longer shall the united dark toil in violence, paranoia, and the opposition of international peace between the descendants and that to this end as a show of good faith reparations shall be paid unto them for their suffering beneath the misguided scholars of the dark through free access to the healers, preachers, trade, and peace of Xionists.

Heial holds a magnifying glass over a copy of the document whilst lounging in his office.

"It has never been the intention of the Ascended to purge and mutilate every last dark being and then condemn them to eternal torture in the 'stream, and it's very notable in this document that this fact isn't common knowledge. Should the people of Devirad be true to their principles and promote peace, and we don't find them in the mortal cities eating homeless people, then I see no issue with their sovereignty.
