GUIDED by the sacred teachings of the Scrolls, bestowed upon us by the divine grace of the Exalted Prophets and Saints, we stand humbly before the Almighty in this pivotal moment of growth within Canondum. As new kingdoms and realms emerge from the ashes of the Holy Orenian Empire, we, the faithful of the Church of the Canon, beseech thee, O Lord, to grant us strength and wisdom. 

 

In the midst of this transformation, we reflect upon the eternal truth that unity is the cornerstone of virtue. Just as the Prophets and Saints of old stood united in their devotion to the Canon, so too shall we, the inheritors of their legacy, strive to uphold the bonds of fellowship and solidarity. 

 

Bless us, O Lord, with the resolve to nurture unity within our hearts and communities. May we emulate the unwavering faith of the Phoenixes of Canondum, rising from adversity to soar ever higher in service to thy divine will. 

 

As we embark on this sacred journey, let our every action be a testament to the enduring power of unity, a beacon of hope and inspiration to all who walk in the light of the Canon.

I. PREAMBLE

Unity, a core principle of the Canon faith, is something that humanity has lacked for almost two Centuries. Through war, strife and bitterness, humanity has found itself at odds with itself, unable to unite under a common cause or banner. It is now that the Grand Covenant has managed to fell the states of Stassion and Veletz that humanity has found itself with a renewed outlook on its diasporic, disharmonious state. It is now we need a sense of unity to bring Canondom and Humanity together again, and it is for this we bring forth the evolution of the Grand Covenant into the Covenant of Man.

 

The Covenant of Man shall be composed of several human, Canonist nations, joined together for a common goal in protecting one another and promoting a united front against the dark that may come for their citizens. Whether facing darkspawn or mere descendants, the Covenant shall stand strong and consolidated against the threats that seek to harm them. We now enter this age of human unity, for alone we fall weak, but together we stand strong.

II. GRAND COUNCIL

 

THE GRAND COUNCIL shall preside over the Covenant of Man. 

 

I. It shall comprise the sovereign leaders of each of the constituent realms, and be charged with upholding the prosperity of Man and the guidance of Her Covenant. 

II. Its seats shall be divided between those Senior and Junior. 

i. Senior sovereigns shall wield two votes.

ii. Junior sovereigns shall wield one vote.

III. As of 1971, on the Grand Council do sit:

i. The Apostolic Kingdom of Aaun, acknowledged as Senior.

ii. The Kingdom of Balian, acknowledged as Senior.

iii. The Dual-Kingdom of Hanseti-Ruska, acknowledged as Senior.

iv. The Commonwealth of the Petra, acknowledged as Senior.

 

THE GRAND COUNCIL is entrusted with the following duties and powers:

 

I. It shall elect from among the Senior sovereigns a Lord Protector to preside over the Covenant.

i. The Grand Council may unseat the Lord Protector by two-thirds majority in a vote of no confidence.

II. It shall vote on treaties on behalf of the Covenant of Man.

i. A treaty shall be ratified only by a majority vote of the Grand Council.

III. It shall vote on declarations of war on behalf of the Covenant of Man.

i. Any declaration of war shall require a two-thirds majority vote in the Grand Council.

IV. It shall vote on the seating of new sovereign nations into the Covenant of Man, and the elevation of members Junior to Senior.

i. A new nation shall be admitted to the Covenant of Man only by unanimous vote of the Grand Council, and the sponsorship of two sitting Senior sovereigns.

ii. A Junior sovereign may be elevated to the status of Senior only by unanimous vote of the Grand Council, and the sponsorship of one sitting Senior sovereign.

 

III. LORD PROTECTOR
 

THE LORD PROTECTOR shall preside over the Grand Council. Elected by the Grand Council, the Lord Protector is entrusted as the representative of the Covenant of Man and speaks with the voice of Her electorate.
 

I. They shall be elected from those Senior sovereigns nominated by at least one of their fellows.

i. A candidate shall only be named Lord Protector by majority vote of the Grand Council.

ii. In the event of a tie, a revote shall be held. 

iii. In the event of a second tie, all nominations are voided and the election starts anew.

II. They shall serve a tenure not more than ten years in length.

i. The tenure of a Lord Protector may be extended by a two-thirds majority vote of the Grand Council.

ii. The tenure of a Lord Protector may be terminated by a two-thirds majority vote of the Grand Council. 

 

THE LORD PROTECTOR shall be entrusted with the following duties and powers:

 

I. They shall preside over the Grand Council and its meetings, setting agendas and overseeing the voting process.

II. They shall represent the Covenant of Man in dealings with foreign entities.

i. Any treaty negotiated by a Lord Protector must be brought before the Grand Council for a vote.

III. They shall be entrusted to oversee campaigns of war and facilitate cooperation between sovereigns on matters martial.

 

IV. SOVEREIGNTY

THE COVENANT OF MAN shall forever uphold the sovereignty of each constituent realm, and tends to the prosperity and freedom of all of its peoples. To this end:

 

I. Each nation shall hold their own laws and traditions.

II. Each nation may practice their own diplomacy, but shall not engage in dealings that undermine or contradict the treaties of the Covenant of Man. 

III. Each nation shall be permitted to leave the Covenant of Man, at the expense of all standing treaties with the greater Covenant of Man and its constituent realms.

 

V. MILITARY ALLIANCE
 

THE COVENANT OF MAN shall be bound in Full Military Alliance, united in the defense of Man and the best interests of Her electorate. The terms of this alliance are as follows:

 

I. Any attack on a constituent realm of the Covenant of Man shall be considered as an attack on the whole, and shall be met with the force of all the arms sworn unto Her.

II. A declaration of war by the Grand Council shall be upheld by all constituent realms, who shall wage offensive war as a unified front.

III. Upon the outbreak of war, the Covenant of Man shall form a military council, formed of all Her Princes, Military Leaders, and any other men deemed necessary by Her Grand Council.

IV. In the event of rebellion in the lands of a constituent realm, all constituent realms of the Covenant of Man shall make war upon the rebellious faction in defense of their shared sovereignty. 

V. The Military Leaders of each constituent realm shall form a council to coordinate regular joint-trainings and wargames spanning the entirety of the Covenant of Man.

 

VI. CANONDOM
 

THE COVENANT OF MAN shall be formed only of Canonist Principalities in good standing with the Holy Mother Church. A declaration of Excommunication targeting one of Her Princes shall result in the immediate removal of the Principality from the Covenant until atonement for their sins has been achieved.

 

On the declaration of a Crusade by the Pontiff and the Holy Mother Church, then it is the duty of all the Princes of the Covenant of Man to take up arms and aid the faith in its efforts against the enemies of all Man.

Yet he was curious to why a certain nation was missing. Maybe the reason was more than meets the eye...However after a few brief seconds, he raised his shoulders in a shrug. "Eh, ya no es mi problema. It is not my problem anymore."

Ivan var Ruthern read the missive with a smile, nodding his head in content approval and agreement. "Unity amongst mankind...we are getting ever the more closer to such a goal. Her Majesty has done dobry!" There were many more drafts and manifestos which Ivan seeks to publish for public view, but this official missive from the covenant was a good first step for mankind. "Back to the writing board." He murmured as he picked up his quill.
