I like these changes. I've never been more pleased.

Honestly I'd rather see a full scale purge like you did with mind magic and alteration.

I request that teachers have full control over their students tiers. They should keep track of their training and reserve the right to halt training for reasons they deem fit. If I find that one of my students perform magic exclusive to a tier outside theirs, their teachers have the right to know. They should also reserve the right to request a blacklist if they feel that the user is powergaming. This is just a method for teachers to cover their asses in the event that if they did powergame, they won't get penalized for it.

A quick question. Will teachers be able to make applications privately? Allowing teachers to fill out apps in private lowers the probability of player metagaming and harassment.

Have the magic keepers been predetermined? 

Sort of. Leaders of guilds / the most prominent magic teachers within the guild-locked magics are listed as magic keepers. Anyone who could teach in a guild-locked magic before still can. Magic Keepers look like OOC points of contact for the magic from what I can see. Guild magic is really unchanged by this.
