Each mali'aheral so receives nuit (2) votes per candidate. They may either vote PRO the candidate, or ABSTAIN, indicating no confidence. A majority of abstention shall result, obviously, in the position remaining vacant as the Citizenry has deemed the candidate UNSUITABLE.
