While I aprove of this what happens if somebody who is completely innocent is walking into a city and is stopped by two guards who hate their race and decide to attack or kill them because of this. Who is the defender? The guards are the one starting the attack though as previously stated they can decide, so who?

As for this, there needs to be a cap before it's pvp default or you're just breaking raiding tbh, I would never partake in a 10 man RP default.
