It’s read aloud in taverns from Balian to Haense, and posted on noticeboards from Petra to Aaun [!] Liberty, Solidarity, HumanityA MANIFESTO FOR THE ESTABLISHMENT OF A PANHUMAN IMPERIAL STATE“Thus mankind was united in virtue, in the highlands and the heartlands, and in the farthest homes of the sons of Horen.” Gospel 6:33 PRINTED BY THE IMPERIAL SOCIETY OF THE EXALTED HOREN PREAMBLE WHEREAS it has transpired that the Throne of Man was consecrated by Exalted Godfrey to unite mankind, and over centuries it has passed between several lords, among them various dispositions, some mean and some excellent; WHEREAS it is revealed in Scripture that an emperor shall gather the children of Horen with peace rather than the sword; WHEREAS the people of humanity are many kinds begat from one, observing their own customs and ancient liberties; AND WHEREAS it has in previous years wrought disharmony if these nations should be divided against each other, or if one should seek primacy above the others; THEREFORE the people of Canondom beseech their princes, each alike in dignity and affirmed as equal peers before the nations, to act in leal harmony with the laurel of prophets and to restore the proper estates of humanity, thereby declaring: THAT together they and their realms constitute an enduring and imperial state for all mankind; THAT the principles of the state are the promotion of the common welfare, the preservation of the constituent realms, and the consent of the people; THAT no forthcoming prince shall lay claim to the Throne of Man by right of birth nor of conquest, but only by the merits aforementioned; AND THAT its holder shall always be selected freely from among the princes for the sake of peace, for justice, for liberty, and for virtue among all people. TO accomplish these purposes, we submit five articles concerning the constitution of the state: ARTICLE I - The Throne of Man THE EMPEROR is the head of state and the symbol of humanity, holding the Throne of Man in trust to God and in service to the people. The first emperor shall be determined according to a vote of free electors, these comprising the princes of Canondom and selected peers of their realms who are suitable for that purpose, apportioned equally according to the number of the constituent realms. Upon the vacation of the Throne, successive emperors shall be elected according to this process, without respect to any claim except the merit of the candidate and the consciences of the electors. Whosoever should assume the Throne shall perpetually abdicate and disclaim all other titles, privileges, property, or claims of inheritance, that they may fairly receive the Crownlands and oversee the Congress of Man, without any bias to their realm of origin, and solely in service to the whole. ARTICLE II - The Congress of Man THE CONGRESS OF MAN is the legislature of the state and the representative of the people, which dispenses law and upholds the power, prosperity, and individual characters of the constituent realms, that it will not rule in discord with the will of the people. The first congress shall comprise three delegates from each of the constituent realms, elected by their respective peoples according to their own customs. Successive congresses shall be elected according to such apportionment as the first congress and its successors shall design. The delegates of the congress shall vote according to only their conscience for the common welfare, and their acts shall pass into law among all the constituent realms only with a majority of the delegates and with the assent of the emperor. ARTICLE III - The CrownlandsTHE CROWNLANDS are the seat of government and a monument to the unity and principles of the empire, set aside for the purpose of preserving its government from national biases. The Crownlands shall be established in the Midlands upon the ruins of Veletz, this being the site of a common cause and recent heritage of all humanity, which is free of any claim or development to impede its creation. The development of the Crownlands shall be the common responsibility of the constituent realms, with due care given to their own relative prosperity, so that it shall never surpass nor rule any of them, but be a bridge between nations. ARTICLE IV - The Constituent Realms THE CONSTITUENT REALMS are the people and the nations of Canondom, whose preservation, unity, and advancement in virtue are the greatest purpose of the union. The constituent realms shall comprise those who accept this union freely and with the mutual consent of the existing realms, as ratified by the Congress of Man and the emperor. As the Exalted are alike in glory yet several in character, the constituent realms and the union are made greater by the preservation of their respective laws, customs, and liberties. All constituent realms shall endeavor for their own prosperity and that of the others, lending and receiving help as necessary at each time, that none be forgotten and that none grow too mighty. ARTICLE V - The Government THE GOVERNMENT is the sum of the constituent realms and the servant of the people. The government, including the emperor, the congress, the constituent realms, and the princes of Canondom, shall observe faithfully the Rights of Man as asserted in the NENZING PROCLAMATION and the ancient GRADIC RIGHTS, that no tyranny ever be permitted. To any who challenge these rights, let it be known that the cause of the empire is the liberty of its people. Thus the shaman approached it- and saw this grand missive. reading it she seemed wide eyed. She needed more time to process each article. Would the kingdoms that are part of this retain PRO ownership over their Parties tiles? Wouldn't this just lead to more assassinations and whatnot furthering issues with who controls who rply? A short stack of papers had been set on her desk before she woke, her blue gaze darting to the newest delivery as she came down the stairs. “Quite the read…” She muttered, scooping up the papers and heading off into the square to read the missives with her friends. “What do you think, Izzie?” For Ariadne, she wasn’t impressed as she handed off the first few sheets.
