By charge of Our Sovereign desires, the Mayor shall be elected from the Citizens of Our Commonwealth to hold jurisdiction, with Our defined Principles of Sovereignty, over the Capital City and its Province. ii. Thus the Electoral Cycle of the Mayor shall occur on the basis of Our Sovereign summons, and equally dissolved by Our benevolent hand. iii. Hereafter it shall become the burden of the Mayor to maintain, develop and advance our Capital City. iv. Hereunder the festivities of Our Commonwealth in conjunction with Our River Court, the allocation of houses and collection of taxation in conjunction with Our Treasury, as well as the Stewardship of Our Capital in conjunction with Our Commissaire. III. AS FAR AS THE BOARD OF STEWARDS i. By charge of Our Sovereign desires, the Capital shall host the Board of Stewards, which shall be made up of Our most loyal Stewards, as well as three elective seats added thereto. ii. Hitherto the Electoral Cycle of these three seats shall occur on the basis of Our Sovereign summons, and equally dissolved by Our benevolent hand. iii. Thus it shall be the burden of the Mayor to ensure the function of Our Board of Stewards, as well as ensure common and reasonable debate within its halls. iv. We do so encumber Our Board of Stewards with the deliberative actions of Our Capital, and therein ensure the continued rise of Our Commonwealth. v. So forth it shall be the Rights of the Board of Stewards to create, maintain and develop our Local Codex of jurisprudence, however never enact nor advance concepts above that of Local law. vi. Hereunder the Board of Stewards shall be unable to further amend or add any crimes whatsoever, nor shall they amend or add any statutes which may harm Our lands beyond the walls of the Capital and its Province. vii. Therefore it is established that laws, or rather proposals of law, shall firstly pass through the Board of Stewards by majority vote, and thereafter by Our own hand in assent or dissent of its function. IV. HEREINAFTER WE DO CONFER THE BERNARDINE RIGHTS i. Insoforth as We and Our heirs and successors lawfully sired shall sit ‘pon the Throne of Garmont, these Rights shall stand as highest Principle of thought as to Our Citizens, which no Man shall be allowed to contravene; be they High- or Lowborne. ii. Hitherto it shall be the Right of every Citizen of Our Commonwealth to doubt and catechize its institutions of Governance, so that corruption may never beseech Our Commonwealth. iii.
