Through the years, countrymen, it has come to my attention that one issue has slipped through my eyes as I was convinced, I had done so, but the public never saw the official document and sign-off so the public never affronted it. So, by the legislation of the Council of Ministries, Heir Apparent & Heir-Consort, and Her Grace the Paramount, it is officially decreed today that the state of Duchy of Elysium and its titles, all territory that was burned to a crisp restored and liberated from the dominion of what was and all-encompassing under its vast and harsh culture dissolved.
With the final of the Title of Duke of Elysium dying off Eugeo De Astrea stripped him of all titles as well as any decadent that may hold any decree, title, or issue. May you not place the responsibility for his actions: the face of catastrophe on others. A single man's views, actions, or goals have no bearing on Vikela's leadership or council, and his actions do not represent the faces of many. Any references to Elysium and Eugeo will be removed from the melancholy stories since the citizens do not wish to think about such a tragic history. His misdeeds do not and never will represent our future.

Introduction to the Culture:
Vikelian might be viewed as a family of civilized individuals or as a community that is considerably more powerful than any one person. treating everyone as a single, huge family, regardless of their differences in race or species. Vikelian serves as the glue that holds people together. leveraging their indigenous, ancient, and more contemporary wood elf traditions to forge something that will be much more valuable to others around them.
History:
Vikelian emerged from the ashes of a group's decisions, which were first rocky due they considered that the leadership had dealt with them poorly. However, as the legacies continued, despite the many deaths defending it, they worked tirelessly to preserve what was formerly known as Elysium. Before the glove was tossed to the ground and the civil war broke out, the ruling family declared, "Enough is enough; if we can't salvage the fading embers, we'll spark a new fire."and start a clean fire, they attempted their best to accomplish all they could to create Vikela. Despite the fact that many people still used the label "Elysium," they toiled in the background to exert their best efforts before emerging and becoming Vikela.
Using a blend of elvish and Auvergne to develop a new language that was unique to them, this new era of individuals was founded from several different historical maps and settlements. YEAR SA 93/ 1893 ISSUE I
Homemade Chocolate Cookies
Baking cookies is a classic staple in all of baking. Almost everyone knows what they are but not how to make them which is a shame. In this article I will show you how to make a batch of cookies easily.
Step 1: gather the following ingredients, 2 1/4 cups of flour, 1 small spoon of salt, 12 1/2 large spoons worth of butter, 2/3 cups of sugar, 2 large eggs, 1 small spoon of vanilla, and a bag of whatever you want in the cookies I suggest walnuts or chocolate chips.
Step 2: setting up. Have your furnace preheated for about 8 minutes plus the time it takes you to whip up the dough for the cookies.
Step 3: the dough. Whisk your butter and flour in a large bowl, next add your sugar and eggs then whisk it with good effort for about 4 minutes. Then add your vanilla and whatever else you want to add but in this case, we will say chocolate chips.
Step 4: baking. Now you have your dough, take a handful of them and play them on a baking track in a circular shape with half an inch of space between each cookie. Place your cookie filled tray in the furnace on the bottom row and leave it for about 12 to 15 minutes. Halfway through, shift it to the top row and it will become golden (the longer you leave them the crunchier the cookies). Finally take them out and let them cool.

You will be able to do so by selecting a location anywhere on the capital's public grounds or roads. There will be three statues/shrines being auctioned off, each starting off at 15 mina.

Shogging - Two contestants sit on opposite logs and are given paddles! Your objective is to knock your opponent off into the water before they knock you.
Horseshoe tossing - People will be given horseshoes and a target to see who is the most accurate.Pie eating contest - Appetites will grow as people enjoy the event, so let us see whose stomach holds the best in this race to see who can eat the most pies.
Potluck Contest - Why does it have to be only the food at the festival, I ask, because you are welcomed to bring your own food for which you can join a contest to see who can cook the best, the winner decided by three judges and the price, a golden spatula, a befitting trophy!

Born again the heart of the fighter - The Elysian Guard
With the disbanding of the Lunaran Guard and its members merging with the Elysium Army, a new military is born, the Elysian Guard.
The Elysian Guard brings a return of the Elysian Rangers, now fully implemented in the Military, while from the Elysian Army, the wardens rise in the new Military Hierarchy, side by side with the Rangers.

Initiate: The Initiate remains the recruit of the Elysian Guard, meaning that it is a trial period for the one who wants to join the Guard.
The Rangers & Wardens: They stand equal in terms of authority, but they have their different duties and priorities. While the Warden patrols the city and roads of the Kingdom, the Rangers scatter and scout the lands, either Elysium’s lands or its enemies, while also taking notice of the monsters and animals that can be found in those lands.
Commanders: They are the ones chosen by the Lord Commander and Monarch of Elysium to help lead the Elysian Guard, having the second-highest rank.
Lord Commander: The one who leads the Elysian Guard and all of Elysium’s Military, holding the most authority besides the Monarch.
Auxiliary roles: These are roles that one can assume if they want to help the guard but do not want or can’t use a weapon: Medic, Mage, Alchemist, Blacksmith, Quartermaster.

With the new arena of Valiant Stars, it was only natural that a tournament of the same name be held in Elysium, organized by the Almaris Fighting Association, following the its rules about combat, it welcomes all people from the continent to partake and spectate a clash of friends and rivals with steel in hand, where the winning team will be the one who will come on top in the roster. All people who want to represent their town, family, guild, group or nation are welcomed.

In the past, a Decurion was the right hand of a Head Ranger, and when the time comes, the Decurion will take the place of the Head Ranger. With the appointment of Ellathor Vanari as the second Lord Commander and his change from the Order of the Boreal Forest to the Elysian Army, the role of Decurions changed. Now, a Decurion serves as an officer of the Lord Commander, in the army, meant to maintain order and uphold the militaries of Elysium. But with this post, a change in the role of the Decurions is due.
Now, there shall be five Decurions, each of them leading an arm of the Elysian Army.

Initiates
Something that always remained through the decades of the military, was the initiate. The one who wishes to join Elysium's might but must go through the Initiates School.
Auxiliary Positions
Quartermaster - The one assigned to keep the inventory of the army and make sure the guards, no matter the rank, have food and their armor and weapons are repaired and ready for use.
Blacksmith - Weapons and armor makers, often seen in the forge or courtyard, perfecting their craft and Elysium's equipment.
Alchemist - If one creates weapons and armor, the Alchemist can create anything, from different cognitions and potions. Among many things.
Medic - The person who you will meet very often in your life, and will probably buy them a drink at the nearest tavern. The medics are those trained to keep their allies from succumbing to death with their knowledge in healing. With the Medic there is one rule: Do not piss the Medic.
Mage - Unlike the other roles within the army that can be bounded by a rank, a mage serving Elysium does not have one and is recognized by the special abilities they possess.

The Codex on Elysium Law
Foreword,
The Kingdom of Elysium in all of its various appendages and holdings are bound by this codex of law. These laws are derived from the rule of House de Astrea; with its King and/or Queen relatively bound by the codex in itself.. The Kingdom is in practice of the law and the codex of all documented decrees of the Ruling House and the King and/or Queen. No exception or alteration to this Codex is to be made by any other than the King and their representatives to this Codex of law. This Codex overrules all current and previous laws held in effect over The Kingdom of Elysium which hosts the House de Astrea.. Ignorance of the law does not exempt one from the enforcement of the law.
Rights of Elysium,
All rights shall fall to any person within the sovereign grounds of the Kingdom of Elysium and are inalienable in nature, never to be infringed upon, so long as they are exercised in good faith to the Sovereign and its people. The Sovereign shall forever make every effort to uphold these rights as is their obligation to the people they serve. Acting in opposition to these rights shall not be tolerated by the people, shall not be Allowed by their leaders or contradicted by future authors of the law.
Right to Trial
All people shall be guaranteed the right to fair trial for all crimes not deemed Heinous or despicable in nature as defined by the Sovereign.
Right to Privacy
All people shall be guaranteed reasonable privacy of their own affairs which shall not be infringed upon without reasonable certainty of dangerous, seditious, or illegal practice.
Right to Peace
People residing peacefully within our sovereign land shall pass unmolested and unharmed by any other person without due cause.
Right to Voice
Citizens reserve the right to voice their complaints, ideas and suggestions to the King and/or Queen, their agents or representatives without fear of retribution so long as the words remain honest, honorable and bring no harm to Elysium.
Right to Defend
The right to defend oneself shall be retained indefinitely as well as all means to do so in order to protect home, family, the weak or Elysium should the call ever arise to do so.

Definitions of Legally Important Terms
Citizen,
A citizen is defined as someone who legally physically inhabits some part of The Kingdom of Elysium. Citizenship is lost once someone permanently leaves Elysium land or The Kingdom of Elysium. For citizenship to be proven a record must be present in the Elysian Registry, a document held by the Sovereign Government.
House de Astrea and the King (Or Queen of Elysium),
The Ruling house of Elysium, House de Astrea, is the reigning House of Elysium, the heads of the House are given the titles of King and/or Queen. Only those of the House de Astrea bloodline carry the weight of the House behind them. All rulings made by the King (or Queen) out rank any decisions made by their representatives and governmental offices of Elysium or House de Astrea
Steward,
Stewards are tasked with watching over the citizens of Elysium, they manage the basic day to day tasks of the city. This includes making sure citizens have housing, the city registry is updated and that empty houses don't have unapproved people living in them. Stewards can solve most citizens' problems or direct them to the proper people.
Military,
Military Personnel are the citizens of Elysium that have taken the extra step in protecting the Kingdom and City. Led by the Lord Commander, the Military Branch of Elysium stands and defends the city's streets, walls, and gates.
Tradesmen,
A tradesmen is any citizen of Elysium that sells goods from a named shop or enterprise, be it in a storefront, caravan, or from within their own home.
Inalienable,
In the context of Elysium law means that if you are a citizen you retain whatever rights are granted for as long as you are in fact a citizen.
Criminal,
A criminal is defined as anyone who breaks any law found within this Codex. Foreign Crimes do not automatically constitute someone's criminality in Elysium, but may be considered in context of one's citizenship in Elysium or a trial.
Defining Reasonable Punishments
The Following Definition serves as a rubric on punishments which may be sentenced to those people who have been deemed to have committed a crime no entity shall issue a Punishment or Penalty greater than Listed below aside from The Sovereign or those they see fit. Those sentencing shall use a prudent hand in dolling all punishments never meeting the maximum punishment without overwhelming evidence of heinous intent, disrespect or lack of remorse. Those who fail to provide reasonable punishment may face charges equal to that which qualify
Class D Crimes
Class D (Petty Crime): Fine of no more than 150 Mina, Community service or labour up to the estimated sum of 500 Minas, as described by Overseeing entity Pillory for up to 2 hours, written and signed statement of apology
Class C Crimes
Class C (Minor Crime): Fine of no more than 500 Mina, banishment of no longer than 2 years, service or labour to the estimated sum of 1,000 Minas worth of work. Pillory for up to 6 hours, up to 20 lashes by whip upon the back
Class B Crimes
Class B (General Crime): Fine of no more than 1,000 Mina, banishment of no longer than 10 years, service or labour to the sum of 2,000 Minas worth of work. At discretion of the King and/or Queen for purposes of diplomatic negotiation an exception to article c is for foreign visitors from a land in which slavery is legal to register their slaves. Any and all slaves must be properly registered with city authority, a Steward or High Council member. Registered slaves will be compensated for services rendered while in the bounds of Elysium at current rates for any services rendered. Registered slaves will be granted legal protections of citizens even from their masters while in Elysium.Time limit on protections for owners of registered slaves.
Registered slaves remaining in Elysium for over one week’s time will be considered freed, the protections of registration no longer applying. The same visitors may re-register slaves after an absence from the city of at least one week from Elysium lands03.05.03 Slave Hunting/Capturing (Class A)

Any harmful actions taken with the intent to annoy, alarm, or alert another person in a negative manner. This includes, but is not limited to - Physical contact, tailing a person in a public place, communicating by message anonymously or through a third party, repeated communications at inconvenient hours that interferes with a person's private life or property, AND/OR repeated taunts, insults, challenges, obscene comments, and words spoken in any manner to provoke a violent or otherwise disorderly response.
03.08.06 Stalking (Class C)The repetitive actions of following, targeting, garnering information regarding, and otherwise tracking and spying on an individual without legal cause or justification, in a manner that is meant to be harmful or sway control of said individual. This includes sending malicious content to an individual by anonymous or third party means, with the intent to intimidate after discovery, as well as loitering and otherwise entering their property in regards to levying manipulation and fear. This covers targeted attacks against a citizen of both

In which a foreign entity, not approved by the crown enters, without permission, in order to recruit members to a harmful group, an outside military force or when any group targets children or other vulnerable groups
05. Dark Acts and Creatures
05.01 Dark Worship; defined as the unlawful worship of the Dark Gods, Undead or dark magic creatures
05.01.01 Worship (Class A)
Conducting any cult activities related to or to empower Dark Gods, Undead, Voidal entities, or powers that belong to them, Or the aiding of those that do.05.01.01 Defiling Temples of the Aenguls or creator (Class B)
Any acts taken within a temple of the Aenguls or the creator which is deemed blasphemy or sacrilegious in nature as decided upon by the clergy of the temple in question will be counted as Defiling of a temple of the Aenguls or the creator which will carry an additional charge on top of any other charges that may of resulted in the defiling such as murder, summoning or battery within the temple of the Aenguls or creator.05.02 Dark Arts Practice; defined as the unlawful use or Practice of dark arts related to the Dark Gods, Necromancy or other forms of Dark Magic.
05.02.01 Practice (Class A)
The practice of any Dark Magic’s within Elysium such as Mysticism, and the summoning or creating of dark powers that may pose a threat to the city or its citizens.05.02.02 Public Summoning (Class A)
The Public summoning and use of any form of dark or demonic creatures within the Kingdom of Elysium is forbidden.05.02.03 Mental Assault pertaining to Dark Arts (Class A)
Any mental injury or assault caused by the committing of Dark arts in any way shape or form will be treated the same as if the assault had been physically performed upon the victim whether intentional or not. As such the class of Crime is determined as per the classes of each tier of assault. Furthermore any fines that were to be levied are to be paid directly to the victim to help finance their recovery.05.03 Dark and Dangerous Creatures; defined as creatures of Undead, Dark, Demonic or Voidal Nature.
05.03.01 Dark Creature (Class A)
Any creatures that are considered dark in nature or Darkspawn as known by the followers of the Aenguls and/or Creator. This can include Dark mages that have transformed beyond their mortal form or any other being corrupted by dark forces. This includes things such as Draconic/Drakkar and Mystics, as Clarifying that any being which the Aengul’s Xan or Tahariae opposes is inherently a dark creature as far as this Codex of Law is Concerned.05.03.02 Voidal Creature(Class A)
Any creature that is deemed a threat to Elysium or its people that has been summoned from or simply originates from the void. Also includes creatures that are voidal in nature.05.03.03 Undead Creature (Class A)
Any Person if they can still be considered that, found to be one of the many kinds of undead found throughout the world. Including but not limited to Vampires, Zombies, Liches and Ghosts.05.03.04 Assisting dark creatures (Class A)
Knowingly keeping or assisting any dark magic creatures, undead or Voidal creatures that pose a threat to the city or it’s citizens by any means. Includes housing, feeding, sympathizing,
06. On the Application of Punishments06.01 Imprisonment; As defined by the constant imprisonment of a person with minimal interaction with the outside world.
06.01.01 Jail Time may consist of interrogations by any agent of the Military or Crown Government in order to gain any additional information
06.01.02 The use of Torture in Interrogations shall only be Approved by the Sovreign, Heir, Lord Commander or Minister of Defence failure to receive proper permissions by leave agent open to prosecution under 02.01.06 On Torture06.02 On the Criminal Registry; as defined by the list of persons tried and sentenced of crimes in varying degrees
06.02.01 Those who are charged for any crime of class C or Higher will be registered within the Criminal Registry
06.02.02 Those Charged with Class B or higher and remain registered within the Criminal Registry may be searched at any time by a member of the Military
06.02.03 Those Convicted of a Class A crime shall have the right to bear arms or armor revoked, shall submit to regular searches of person and property and shall face increased scrutiny when dealing within Elysium at the discretion of any particular government official
06.02.04 Any person Registered within the Criminal Registry shall have any future crimes increased by 1 class and shall face charges of that particular class regardless of crime committed
06.02.05 A name may be removed from the offenders list at the discretion of the Sovereign of Elysium.
06.03 On Forced Labour; As defined by the requirements of those persons sentenced to Forced Labour and the quality of life provided to them
06.03.01 The Sovereign and the Council of Elysium have decided upon a list of minimum requirements those sentenced to forced labour must be entitled to during their imprisonment.which shall be the following
-Beds or Stretchers to Sleep in.
-Shelter from the elements.
-6 hrs Rest a day.
-18 hrs of forced labour per day max.
-Food and Water
-2 substantial meals per day (Breakfast and Dinner), 15 minute breaks per meal.

06.04 On Prisoners of War; As defined by the requirements of those persons Captured as prisoners of war and the quality of life provided to them.
06.05.01 The Sovereign and the Council of Elysium have decided upon a list of minimum requirements those sentenced captured and judged Prisoners of war must be entitled to during their imprisonment:
-Barracks and Bunks to sleep in.
-Decent Bathroom facilities.

-Meals a day (Breakfast, Lunch, Dinner), 20 minutes break to eat each.

07.01.04 All surplus taxes will be immediately deposited into the national treasury for future use by the Kingdom of Elysium. Else be prosecuted under Theft of Funds

09.02.09 The Military of Elysium reserves the right to arrest any criminal or those suspected of committing a crime.
09.02.10 The Military of Elysium reserves the right to search any home suspected of affiliation with a criminal with a stewards or Ranger Officers permission.
09.02.11 The Military of Elysium are bestowed the right to enforce Elysium Law on behalf of the King and/or Queen and the High Council of Elysium acting as their agents and representatives throughout all of The Kingdom of Elysium, The Kingdom of Elysium and it's Vassals.
09.02.12 The Military of Elysium reserves the right to deny entry to any individual within reason.
09.02.13 The Military of Elysium found in breach of any of the laws they are tasked with enforcing as per this codex will find themselves charged at a level higher than what would be considered usual for the crime. (Ex, Class D becomes a Class B)

09.03. On outside forces; Defined as any military group welcomed to Elysium for diplomatic or security reasons

The Royal Guard of Elysium the Lunaran Guard works alongside the military with a focus upon protecting members of the De Astrea Bloodline and members of the Kings High Council. They are housed within the Palace and the Lunaran Guard Castle. Their additional roles, entitlements and Responsibilities can be Found in the Law Codex of The Lunaran Guard of Elysium (AKA IRPly). On an as needed basis refers to the enforcement of laws in regards to the protection of Elysium and its Citizens or themselves. Furthermore when it comes to the safety of the Royal Line, a De Astrea, The High or Patrician council or the Nobility of Elysium the Lunaran Guard have final jurisdiction and say in matters relating to the law.
09.03.02 The Vigils of Light
The Vigils of Light is housed within the Dawnguard Spire, in the Kingdom of Elysium. Their additional roles, entitlements and Responsibilities can be Found in the Law Codex of The Dawnguard. On an as needed basis refers to the enforcement of laws in regards to the protection of Elysium and its Citizens or themselves especially in regards to everything considered a Dark act or Creature or Spawn.

[!] Representation of lavishly adorned coronation day halls
The moment has come to lay aside the generation and elect a new leader, The Republic of Vikela's Paramount deserves a full celebration and coronation, which is now. One that the previous paramount never experienced, a sigh of relief within the realm, the bright optimism that the river will wash away the doubts as the roots are washed anew. This Grand Harvest, the coronation will take place in the courtroom of the Vemvane Ardrossan Castle.
Following the coronation, the new Paramount will offer a brief address, to start their first day a festival will be held within the gate to square to celebrate.
As long as goodwill is maintained, all are invited to the coronation.
