It pleases the Barony of Artois to announce that our Baron is engaged to the fair and industrious Lysistrata of Santegia. The couple will be wed and their marriage sanctified later this week.

Master Orlov: “More than 50 vote from Helena was invalid due to incomplete census, is why I propose Imperial Census Integration Act. Feel free to voice wy questions, comments, or concerns.”

Master Pruvia: “I find this preposterous, we cannot *force* someone to register. We cannot remove someone frome their home for not wanting to become an imperial citizen.”

Master Pruvia: “What would you do, say, for the merchants who come here to sell their product from afar? Would you force them to become citizens to tend a shop or cart here?”

Master Pruvia: “I would ask the Honorable Member to clarify how he intends on protecting Foreign Visitors who manage a property here in our city.”
Speaker Halcourt: “Thank you, Master Pruvia. The chair would point out that we as the Livery Board may entertain a motion to amend this bill if we so please. This could offer more lenient punishments and could include exemptions for example for foreign nationals living in the Imperial City.”

Master Orlov: “I am very patriotic to Empire, so perhaps is bias. In my eyes, is duty of every resident of Empire to register. Da, perhaps eviction is too severe of punishment. However, only one candidate from Helena is currently in House. Is in my interest to find way to motivate registration for census. Haense on other hand, has eight seats. I find that proportion must be kept, capital is capital, and people of Helena's vote must matter as much as Helena does.”
Master Orlov: “Shops should indeed be required to register census. If wy wish to partake in Imperial economy, wy would also partake in Imperial voting to pick which leaders will represent wy. Stalls are indeed gray area, but I am open to suggestions from comrades on board.”

Master Pruvia: “I am in agreement that the seats in the House are severely disporportionate, and understand the importance of having our own citizens registered to vote. As such, I wish to provide an amendment to the Act.”
Master Pruvia: “I motion to amend Section 1, on the topic of Failure to Register to be Grounds for legal Eviction with this: If one declines to Register in the Census and Gives up their right to vote, the property owned by said 'Non-Citizen', henceforth known plainly as 'Resident', will be Taxed at a 50% Increase of what the property is Valued at. The Resident would also be barred from participating in Local Elections and Public Office in this City.”
Speaker Halcourt: “The chair will entertain the honorable gentleman's motion to amend the Census Integration bill. It requires a second.”

Deputy Mayor Sentinel: “The Bill clearly states The Lord Mayor and their Cabinet shall be placed in responsibility of aiding the clerks with the enforcement of this Act.”
Speaker Halcourt: “Thank you, Master Morgryn, Deputy Mayor Sentinel. The chair recognizes the honorable gentleman from the Company of Publicans.”
Master Pruvia: “It is the duty of the Livery Board to Propose, Debate and Enact Necessary change and Legislation to the City of Helena.”
Master Pruvia: “The Lord Mayor and his Council would be tasked with executing any and all legislation passed in this chamber, as does the Association of Clerks.”
Master Pruvia: “I'd remind you, Master, that the Lord Mayor serves at the pleasure of the people of Helena, those whom we are tasked with representing.”
Speaker Halcourt: “Mayor and runs city finances.”

Master Morgryn: “The good Honorable Gentlemen brings up a fair point. However it is of the mind of this Honorable Livery Master that we as Livery Masters do not represent the people of this City, we represent those who are within our Livery. The office of Lord Mayor is elected through a city wide vote. Furthermore this Livery does not maintain power over the Clerks and it is the belief of this Master that such responsibility falls to the Lord Mayor. Therefore we cannot directly lay the responsibilty of this bill at the feet of the City Clerks, it must go through the Lord Mayor and his office, they should be placed in direct control of the enactment of this Bill.”
Speaker Halcourt: “Thank you, Master Morgryn. This will be a final point of debate. Please note that we are still debating the earlier amendment, so if you find this amendment untenable, we will vote on it momentarily and someone could motion for a different amendment.”

Dear sir,
The Ministry of Civil Affairs petitioned the Secretary of the Interior for an office building. This is standard procedure as the Interior regulates property ownership in the Crownlands. Numerous other Cabinet Ministries and government agencies are afforded physical office buildings such as the Chancellery, the Interior Ministry, the Justice Ministry, the Imperial Diet, the Imperial State Army, etc.
The Secretary of the Interior Edward Galbraith spoke with the church and noted that the church no longer used or managed the orphanage; it had been unused, empty, and abandoned for a period of many years. As a result, the church returned the building to the property of the government. This had the blessing of the Pontiff himself, to my understanding. From there, we were offered the space.
Orphanage records show that in the course of three or four decades, a maximum of three orphans ever applied for or were lodged within the orphanage. It was literally never used. We have verified this personally with the former caretaker of the orphanage, Mr. George Galbraith. These orphans have been grown for a decade or so. Given the prime location of this real estate, it was afforded a more fitting use.
All that being said, I myself am an orphan. I recognize the importance of care for our most vulnerable population – care that I was never afforded. After years fending for myself, I was reunited with my distant cousins and found normalcy, but I spent my early years on the streets of Helena.
Regardless, this program was unsuccessful. I offer an alternative: the University of Helena. Any orphan who is in need of shelter may contact me posthaste. I will provide for them free of charge a dormitory in the Imperial University. There, they may not only be housed and fed, but indeed, they might earn an education that will help them escape their earthly station.
Thank you for your concern. Please consider redirecting your vitriol in future. There are far more serious issues to address. Nevertheless, I laud your concern and your civic duty. If you have interest, please consider applying to my Ministry. We could use someone like you to help resolve issues like these. If an orphanage matters so dearly to you, I would be happy to hire you to found a new orphanage – an endeavor I could personally bankroll. Perhaps under your stewardship, such a program could be more well utilized and have a greater impact.

The nature of roleplay is that it requires people. This requirement creates a need for some sort of centralization. Because of this, nations with access to a steady playerbase tend to significantly centralize their roleplay. That ensures that regardless of when you log on, you can probably find someone at the tavern or church or town hall to roleplay with. Small towns are antithetical to this level of activity and in fact do the opposite.
When populations are further distributed in small or rural settlements, ultimately players log on and do not find people around. When they do this, they become disengaged and inactive. This contributes to a great deal of total current players, but a small amount of activity generated from those players. We saw this in many previous maps. Modern staff policies and even decisions made by nation leaders reinforce the efficacy of centralization. Decentralization is a cancer on the back of an active roleplaying experience and it is important we stop using this rhetoric.

Furthermore it prepares us for the future by establishing a City Storage for crops as well as a Caretaker of the City Farms in order to safeguard us against further troubles in the future.”

Dear sir or madame,
In line with the amendment being published presently by the Minister, I am designating the Master of the Mercers, Mr. Kinsrell Commandore @Slapacookie, as my Speaker Pro Tempore. He will effectively be my deputy.

A correction is subsequently issued.
“To whom it may concern,
It has come to the attention of the Ministry that in fact, Mr. Henry Frederick is elder brother to Mr. Richard Victor. Given this is the case, Mr. Henry is a more legal heir.
As a result, this abdication is most likely illegal. Instead, Mr. Henry Frederick is the legal inheritor and will become Duke of Cathalon. A possibility for a more legal heir in the form of a son of the former Duke exists but to our knowledge there are none.
If any parties feel suitably aggrieved, then this case may be settled in court, but it is the opinion of the government that, in accordance with the ORC, Mr. Henry Frederick Helvets is the most legal heir. A court would most likely uphold this as fact.
