    Master Pruvia: “Mister Speaker.”

Speaker Halcourt: “We will now begin.”

Master Orlov: “Apologies… lost track of time.”

Speaker Halcourt: “I hereby call this meeting of the Livery Board of the Imperial City to order at 8:24 P.M. On the 11th of Tobias' bounty, 1783.”

Speaker Halcourt: “Before we call the roll, I ask that all those whom are present stand and recite the Nauzican Oath, as a sign of our dedication and fealty to the Emperor.”

Master Pruvia: “I am not swearing fealty to anyone but the Emperor and GOD, friend”

Speaker Halcourt: “That -- yes, master Pruvia, that is precisely what the Nauzican oath is.”

Speaker Halcourt: “I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them. I swear to work tirelessly to the betterment of the Empire and the Orenian people that comprise it.  I swear also not to eat or drink with traitors and not to have anything in common with them, and always to defend the honor of the gentlemen I serve. This I swear by the Holy Scrolls.”

    Speaker Halcourt: “Amen.”

    Deputy Mayor Sentinel: “Amen.”

Speaker Halcourt: “Is Speaker pro tempore Commandore present?”

Speaker Halcourt: “In the absence of the Speaker pro tempore, I ask for a volunteer from the city government to act as this meeting's clerk.”

Master Orlov: “In that case, I volunteer.”

Speaker Halcourt: “Thank you, master Orlov. Please call the roll.”

Master Orlov: “Master Kinsrell Commandore of the Honorable Company of Mercers.”

Master Orlov: “Master Victor C. Halcourt of the Honorable Company of Scriveners.”

Speaker Halcourt: “Thank you, Master Aquinas, for arranging a representative.”

    Speaker Halcourt: “Present.”

Master Orlov: “Master Philip Pruvia-Albarosa of the Honorable Company of Publicans.”

    Master Pruvia: “Present.”

Master Orlov: “Master Markus Ishmael of the Honorable Company of Thespians and Revelers.”

Master Orlov: “Master Markus Ishmael of the Honorable Company of Thespians and Revelers.”

    Master Pruvia: “Absent.”

Speaker Halcourt: “Thank you, Master Orlov.”

Speaker Halcourt: “Before we proceed, I would ask that those present who did not make it to last week's meeting would quickly give me, via voice vote, their vote on the Farm Reconstruction Act. This would be Masters Pruvia, Carrington, Orlov, and representative Hyde.”

Speaker Halcourt: “Master Morgryn may briefly offere any comments explaining the Act. Note it already has 4 votes, so it has almost passed.”

    Master Pruvia: “Abstain.”

    Master Orlov: “Aye.”

    Master Carrington: “Aye.”

Speaker Halcourt: “The ayes have it. The Farm Reconstruction Act passes.”

Master Morgryn: “I thank you, my good Honorable Livery Masters.”

Speaker Halcourt: “The chair would commend Master Morgryn on his dedication.”

    Speaker Halcourt: “Moving on.”

Speaker Halcourt: “The chair will recognize any Masters who may wish to submit for debate and vote a bill of the livery board. Please stand and await to be called upon.”

Speaker Halcourt: “The chair will recognize the honorable gentleman from the Company of Tylers, Bricklayers, and Palviors.”

Master Orlov: “Spasiba. I would like to return attention to act from previous livery meeting, was tabled.”

Speaker Halcourt: “The first point of debate is awarded to the presenter. You may offer any comments in favor of your bill.”

Master Orlov: “Ladies and gentlemen of Livery Board, I would like to propose act in order to aid equal representation of people in Helena, as well as to help keep city ledger clean and correct. I spoke about voting statistics with our friends from House of Commons. More.”

Master Orlov: “More than 50 vote from Helena was invalid due to incomplete census, is why I propose Imperial Census Integration Act. Feel free to voice wy questions, comments, or concerns.”

Speaker Halcourt: “Thank you, Master Orlov. You may be seated. Any Master may stand if they wish to offer a point of debate.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Publicans.”

Master Pruvia: “Honorable Members, it has come to my attention that the Honorable Member of Bricklayers amd Tylers would evict any homeowner who refuses to register in the census….”

Master Pruvia: “I find this preposterous, we cannot *force* someone to register. We cannot remove someone frome their home for not wanting to become an imperial citizen.”

Master Carrington: “I agree with Philip.”

Master Pruvia: “What would you do, say, for the merchants who come here to sell their product from afar? Would you force them to become citizens to tend a shop or cart here?”

    Master Pruvia: “.”

Master Pruvia: “I would ask the Honorable Member to clarify how he intends on protecting Foreign Visitors who manage a property here in our city.”

Speaker Halcourt: “Thank you, Master Pruvia. The chair would point out that we as the Livery Board may entertain a motion to amend this bill if we so please. This could offer more lenient punishments and could include exemptions for example for foreign nationals living in  the Imperial City.”

Speaker Halcourt: “You may be seated, Master Pruvia.”

Speaker Halcourt: “The chair will recognize the honorable gentleman from the Company of Tylers, Bricklayers, and Palviors.”

Master Orlov: “I am very patriotic to Empire, so perhaps is bias. In my eyes, is duty of every resident of Empire to register. Da, perhaps eviction is too severe of punishment. However, only one candidate from Helena is currently in House. Is in my interest to find way to motivate registration for census. Haense on other hand, has eight seats. I find that proportion must be kept, capital is capital, and people of Helena's vote must matter as much as Helena does.”

Master Orlov: “Shops should indeed be required to register census. If wy wish to partake in Imperial economy, wy would also partake in Imperial voting to pick which leaders will represent wy. Stalls are indeed gray area, but I am open to suggestions from comrades on board.”

Speaker Halcourt: “Thank you, Master Orlov. The chair will recognize any further points of debate. Please stand and wait to be called upon.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Publicans.”

Master Pruvia: “I am in agreement that the seats in the House are severely disporportionate, and understand the importance of having our own citizens registered to vote. As such, I wish to provide an amendment to the Act.”

Master Pruvia: “I motion to amend Section 1, on the topic of Failure to Register to be Grounds for legal Eviction with this: If one declines to Register in the Census and Gives up their right to vote, the property owned by said 'Non-Citizen', henceforth known plainly as 'Resident', will be Taxed at a 50% Increase of what the property is Valued at. The Resident would also be barred from participating in Local Elections and Public Office in this City.”

Speaker Halcourt: “The chair will entertain the honorable gentleman's motion to amend the Census Integration bill. It requires a second.”

    Master Aquinas: “I second that.”

Speaker Halcourt: “The motion has been heard. Thank you, Master Aquinas. We will proceed to a brief period of debate on the motion before a vote. I will limit this to 3 points of debate maximum in the interest of time. The first point of debate goes to the author, Master Orl.”

    Speaker Halcourt: “Orlov.”

Master Orlov: “I agree with Master Pruvia's suggestion.”

Speaker Halcourt: “Thank you, Master Orlov. The chair will now hear any further points of debate.”

Deputy Mayor Sentinel: “As a rep to the Mayor I would like to voice my Approval to the ammendment as well.”

Speaker Halcourt: “Thank you, Deputy Mayor Sentinel.”

    Speaker Halcourt: “Going once, twice….”

Speaker Halcourt: “There being no further points of debate we will proceed to a voice vote on the amendment.”

Speaker Halcourt: “Simply say aye, nay, or I abstain. Again, this is whether or not to approve Master Pruvia's amendment to the Census Integration act.”

    Speaker Halcourt: “Aye.”

    Master Pruvia: “Aye.”

    Master Aquinas: “Aye.”

    Master Kelmenour: “Aye.”

    Master Morgryn: “Nay.”

    Master Orlov: “Aye.”

Speaker Halcourt: “Master Carrington, your vote?”

    Master Carrington: “Uh.”

    Master Carrington: “Aye.”

Speaker Halcourt: “The ayes are 6, the nays are 1, and there are 3 absences. The amendment proposed by the honorable gentleman from the Company of Publicans is passed. We will return to debating the bill.”

Speaker Halcourt: “The chair will recognize any further points of debate, with a limit of 3 more before a voice vote on the Census Integration bill.”

Speaker Halcourt: “Please stand if you wish to air a point of debate.”

Deputy Mayor Sentinel: “If the speaker sees it apropriate I would like to bring forward a point of debate.”

Speaker Halcourt: “The chair recognizes the Deputy Mayor.”

Deputy Mayor Sentinel: “Master Orlav will there be an effort to register all current owners or will this only be for all future purchases.”

Speaker Halcourt: “The chair will hear a response from Master Orlov.”

Master Orlov: “Da, as new purchases of property have declined due to Inferi advancement.”

Speaker Halcourt: “Thank you, master Orlov. Understanding that Master Orlov's intent is to apply this retroactively as well, it would behoove the Board to add language explaining how.”

Master Orlov: “Current property owners would be given fair amount of time to comply, perhaps 2 saint's weeks.”

Speaker Halcourt: “That would work well enough. But we should task someone in particular with enforcement, such as the City Clerk, Mr. Swint.”

Speaker Halcourt: “The chair will recognize the honorable gentleman from the Company of Publicans.”

Master Pruvia: “City Clerk Sir Rylan Swint is preoccupied with his work in the ISA, and following the Death of his Wife and Child, I'd ask we do not burden him with more work at the present time.”

Speaker Halcourt: “Thank you, Master Pruvia. Perhaps then it could simply be the Clerk's Office as a whole, whether that be him, you as Deputy Clerk, or the common Clerks.”

Speaker Halcourt: “Either way, we will need someone to motion an amendment with specific language -- the 2 saint's weeks grace period from Master Orlov, who enforces compliance, etc.”

Master Pruvia: “As the Board deems fit”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Bricklayers, Tylers, and Palviors.”

Master Orlov: “I motion to ammend the act in the form of appending paragraph to Section II, stating that city clerks will be responsible with enforcement of act for current property owners that have niet registered, giving two saint's week to do so.”

Speaker Halcourt: “The chair will entertain the motion. It requires a second.”

    Master Aquinas: “I second”

    Master Kelmenour: “I secod.”

Speaker Halcourt: “We will proceed to a quick voice vote. Indicate your vote by saying audibly aye, nay, or I abstain.”

Master Morgryn: “Will there be no debate, Mr. Speaker?”

Speaker Halcourt: “Oh, yes. Wait a moment.”

Speaker Halcourt: “The chair will hear a maximum of 3 points of debate on this amendment.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Barbers and Surgeons.”

Speaker Halcourt: “And thank you for the reminder.”

Master Morgryn: “Honorable Livery Masters I feel this ammendment counteracts the purpose of this Livery and undermines the purpose of the Lord Mayor. We represent the Livery Companies yet the Lord Mayor represents the Citites, surely they should be placed in charge of the enactment of this bill.”

Deputy Mayor Sentinel: “The Bill clearly states The Lord Mayor and their Cabinet shall be placed in responsibility of aiding the clerks with the enforcement of this Act.”

Speaker Halcourt: “Thank you, Master Morgryn, Deputy Mayor Sentinel. The chair recognizes the honorable gentleman from the Company of Publicans.”

Master Pruvia: “It is the duty of the Livery Board to Propose, Debate and Enact Necessary change and Legislation to the City of Helena.”

Master Pruvia: “The Lord Mayor and his Council would be tasked with executing any and all legislation passed in this chamber, as does the Association of Clerks.”

Master Pruvia: “I'd remind you, Master, that the Lord Mayor serves at the pleasure of the people of Helena, those whom we are tasked with representing.”

Speaker Halcourt: “Mayor and runs city finances.”

Speaker Halcourt: “Thank you, Master Pruvia. The chair recognizes the honorable gentleman from the Company of Barbers and Surgeons. I will hear 1 more point of debate after Master Morgryn's.”

Master Morgryn: “The good Honorable Gentlemen brings up a fair point. However it is of the mind of this Honorable Livery Master that we as Livery Masters do not represent the people of this City, we represent those who are within our Livery. The office of Lord Mayor is elected through a city wide vote. Furthermore this Livery does not maintain power over the Clerks and it is the belief of this Master that such responsibility falls to the Lord Mayor. Therefore we cannot directly lay the responsibilty of this bill at the feet of the City Clerks, it must go through the Lord Mayor and his office, they should be placed in direct control of the enactment of this Bill.”

Speaker Halcourt: “Thank you, Master Morgryn. This will be a final point of debate. Please note that we are still debating the earlier amendment, so if you find this amendment untenable, we will vote on it momentarily and someone could motion for a different amendment.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Publicans for the final point of debate on this particular amendment.”

Master Pruvia: “It is my understanding that, at the moment, the Lord Mayor does not oversee the Clerks, that duty befalls to the City Clerk, to whom I serve as Deputy. I assure you, Master Morgryn, the Clerks of Helena will gladly take on this responsibility. Do not fret, friend - Our Clerks have greatly served this city for decades, and will continue to do so for decades to come.”

Speaker Halcourt: “Thank you, Master Pruvia. It is important to note that the Clerkship has for many years enjoyed an interesting relationship of inter-dependence with the Mayorship, which Master Pruvia has explained well.”

Speaker Halcourt: “I ask that the author of the amendment repeat his amendment briefly before we vote on it.”

Deputy Mayor Sentinel: “What is it I have to be somewhere.”

Master Orlov: “I motion to ammend the act in the form of appending paragraph to Section II, stating that city clerks will be responsible with enforcement of act for current property owners that have niet registered, giving two saint's week to do so.”

Speaker Halcourt: “Thank you dearly, Master Orlov. Now to a voice vote on the amendment.”

    Master Pruvia: “Aye.”

    Master Orlov: “Aye.”

    Master Kelmenour: “Aye.”

    Master Morgryn: “Nay.”

    Speaker Halcourt: “Aye.”

Deputy Mayor Sentinel: “With my appointment to Solicitor General Pay will be arriveing on time from this point on.”

Deputy Mayor Sentinel: “Find me in two saints days.”

Deputy Mayor Sentinel: “For 3 weeks back pay.”

    Speaker Halcourt: “Nay." .”

Speaker Halcourt: “I also switch my vote to nay.”

    Master Aquinas: “Nay.”

Speaker Halcourt: “The ayes are three, the nays are four.”

    Speaker Halcourt: “The amendment fails.”

Speaker Halcourt: “The chair would ask that perhaps Master Morgryn or one of the aggrieved parties could present an amendment more suitable to their liking so that we can get onto the next bill.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Barbers and Surgeons.”

Master Aquinas: “I would like to change my vote to 'Aye'.”

Speaker Halcourt: “On the amendment, Master Aquinas?”

    Master Aquinas: “Yes.”

Speaker Halcourt: “The ayes have it, then, 4 to 3. Master Orlov's amendment passes.”

Speaker Halcourt: “I will hear 2 final points of debate on this bill. Any further amendments should be made now. I'd like this one finished quickly as we have other business to attend ot.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Publicans.”

Master Pruvia: “Since the Reconstruction of our Beloved City, the management of Her property has been tasked to the City Clerk and his Clerks. The Clerks of which are entrusted with properly conduct sales of housing, and assisting in the task of collecting the annual taxes.”

Master Pruvia: “I wish to add onto this bill Section III: To allow for the renaming of the Clerks of Helena back to the former 'Steward', to allow for better recognition of our hard working Stewards, at the direction of the City Clerk.”

Speaker Halcourt: “Thank you, Master Pruvia. The chair will entertain the motion. It requires a second from the stand. I will hear no points of debate on this amendment in the interest of time. Debate with your vote. Please voice your votes presently.”

    Master Orlov: “I second.”

Speaker Halcourt: “The motion is heard. Vote away, Masters.”

    Master Orlov: “Aye.”

    Master Pruvia: “Aye.”

    Master Aquinas: “Aye.”

    Master Kelmenour: “Aye.”

    Master Morgryn: “Aye.”

    Speaker Halcourt: “Aye.”

Speaker Halcourt: “The ayes are six, Master Carrington is asleep, and there are 3 absences.”

    Speaker Halcourt: “The amendment passes.”

Speaker Halcourt: “We will now move to a voice vote on the actual, final, thrice-amended bill.”

Speaker Halcourt: “I would commend Masters Orlov, Morgryn, and Pruvia on their oratory and debate today. They have been very productive, and their discussion furthers the health of our Imperial City.”

Speaker Halcourt: “Please voice your votes presently. Aye, nay, or I abstain.”

    Master Morgryn: “I abstain.”

Master Pruvia: “The Honorable Company of Publican votes: Aye.”

    Master Kelmenour: “Aye.”

    Master Aquinas: “Aye.”

    Speaker Halcourt: “Aye.”

    Speaker Halcourt: “I abstain. .”

Speaker Halcourt: “The ayes are four, the nays are zero, and there are two abstentions.”

Speaker Halcourt: “Factoring in the two abstentions, we are one member short of passage. The bill will be heard by remote vote. I will send word to the absent Masters after our meeting.”

Speaker Halcourt: “We will move on. Any Masters with legislation may stand and be heard.”

    Master Orlov: “Stands again reee.”

Speaker Halcourt: “The chair will recognize the honorable gentleman from the Company of Bricklayers, Tylers, and Palviors.”

Master Orlov: “Spasiba. Ladies and gentlemen of Livery Board, I would like to propose act in order to fix septic system of Helena. According to new Solicitor General, about 50 percent of system is barricaded by ISA or MoJ.”

Master Orlov: “I have procured act to reopen, reconstruct, and renovate septic system, and to discourage criminal activity within it.”

    Master Pruvia: “I second.”

Speaker Halcourt: “Thank you, Master Orlov. In the interest of time, I will hear 2, perhaps 3, maximum points of debate before a vote.”

Speaker Halcourt: “Please stand if you have a point of debate.”

Speaker Halcourt: “There being no further points of debate we will proceed to a voice vote.”

Speaker Halcourt: “Please say your vote now.”

    Master Morgryn: “Aye.”

    Master Kelmenour: “Aye.”

    Master Pruvia: “Aye.”

    Speaker Halcourt: “Aye.”

    Master Orlov: “Aye.”

    Master Carrington: “Uh aye.”

Speaker Halcourt: “The ayes are six, the nays are zero, and there are four absences. Let the record also reflect that Master Aquinas and his Representative, Mister Hyde, departed. Nevertheless we have quorum.”

Speaker Halcourt: “The Septic Renovation Act passes with a simple majority.”

Speaker Halcourt: “The chair will hear any further legislation from the bench. Please stand.”

Speaker Halcourt: “It is my understanding that there are no further bills from the bench.”

Speaker Halcourt: “I myself will present one final bill for today. It should be quick.”

Speaker Halcourt: “The Public Records Act would codify a practice I as Speaker have begun. Future Speakers would be required to publish records of who attended what meeting, what was said, and what was voted on.”

Speaker Halcourt: “This is to enable transparency and integrity in the legislative process. I will allow the Masters a minute to read the bill.”

Speaker Halcourt: “The chair will hear any points of debate on this bill.”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Barbers and Surgeons.”

Master Morgryn: “Mr. Speaker I wish to ask you when this Bill was written? I believe there to be discrepency with the dating should this have been written and passed in 1783.”

Speaker Halcourt: “Oh, the date is incorrect. It has not been heard yet.”

    Master Morgryn: “Thank you”

Speaker Halcourt: “Are there any further points of debate?”

Speaker Halcourt: “There being no further points of debate we will proceed to a voice vote.”

Speaker Halcourt: “Please indicate your vote now.”

    Master Morgryn: “Aye.”

    Master Kelmenour: “Aye.”

    Speaker Halcourt: “Aye.”

    Master Orlov: “Aye.”

Speaker Halcourt: “The ayes are four, the nays are zero. The bill's fate will be determined by courier vote from the absent Masters at a later date.”

Speaker Halcourt: “There being no further legislation, this meeting will move into the period of public announcements. Masters may share anything they see fit to those present and it will be added to the minutes.”

    Master Carrington: “Aye.”

Speaker Halcourt: “Oh -- correction. The ayes are fix. Thank you, Master Carrington.”

Speaker Halcourt: “The chair would invite the acting Secretary of State for the Interior to introduce himself at this point in time.”

Master Orlov: “When is Edward Galbraith's execution scheduled?”

Speaker Halcourt: “The chair recognizes the honorable gentleman from the Company of Barbers and Surgeons.”

Master Morgryn: “Aye, what is the Secretary's plans to, and I quote, 'loosed the chains that have bound the Livery Board'? Does he mean to decrease the role of the Ministry of the Interior or increase the authority of this Livery Board?”

Speaker Halcourt: “Thank you, Secretary O'Rourke. Are there any further questions for His Excellency?”

Speaker Halcourt: “The chair recognizes the honorable lady from the Company of Grocers and Cooks.”

Master Kelmenour: “As an active shop keeper within the Bazaar, I would like to know why it is not provided any help or funding by the government while other establishments that don't bring in as much business are?”

Speaker Halcourt: “Thank you, Mister Secretary. Are there further questions?”

Speaker Halcourt: “There being no further questions we will proceed.”

Speaker Halcourt: “Are there any public announcements from the stand?”

Speaker Halcourt: “This could include new business endeavors, projects, etc.”

Speaker Halcourt: “There being no public announcements, we would move onto the government question period, but there are no members of the city government present.”

Speaker Halcourt: “The record will reflect this absence, but also note that Deputy Mayor Sentinel was here for many hours and this meeting's length likely caused him to have work elsewhere, so the issue is forgiven.”

Speaker Halcourt: “Regardless, I will be writing a letter to the Mayor asking for better in the future.”

Speaker Halcourt: “Understandable. But the Lord Mayor could have came, or one of his Commissioners, too.”

Speaker Halcourt: “Moving on. The government questions period being over, I will entertain a motion to adjourn.”

    Master Kelmenour: “So moved.”

Speaker Halcourt: “The motion will be entertained. It requires a second.”

Master Morgryn: “I second the motion.”

Speaker Halcourt: “We will hold a quick voice vote. Please indicate your vote now.”

    Speaker Halcourt: “Aye.”

    Master Kelmenour: “Aye.”

    Master Morgryn: “Aye.”

Speaker Halcourt: “A majority of those present have voted in favor of adjournment. I hereby close this meeting of the Livery Board of the Imperial City at 9:50 P.M. On the 13th of Tobias Bounty, 1783.”

Speaker Halcourt: “Thank you, Masters, Mister Secretary.”

Speaker Halcourt: “Godspeed to you all.”

    _      _      _      _      _      _      _      _      _      _

    We built Joseph’s Empire
    Over the graves of nobility
    We laid the first brick
In the ruins of the Old City

    Next we rebuilt the throne
    And there, in its place
    We laid a cornerstone
    For a nation’s workspace

    We erected a new temple

    A shining beacon

    A capitoline fortress
But it was just an example
    A marble deacon
    A lighthouse to fluoresce

As the fire of liberty burned higher
    We surrendered our authority
For we built our new Empire
    O’er the ashes of Godfrey

    Dust to dust
    We crumble like rust
    Social decay
    The price that we pay

It's a cost for our conquest
    We lost but we progressed
    It'll suffice for the moment
    But remember what we dreamt

    For we're revolutionaries
But they'll cast us as rebels
    My friends, stand at ease
For the final ringing of the bells

Raise a white flag o'er the ramparts
Dream no more of the barricade
Let there be no more bleeding hearts
This is the disbansion of our brigade

    Our aim was social reformation
    To tame a broken institution
    Our game was total sublimation
The blame is in our own possession

If your hope is to fight on
    Begone from these halls
If you hope for an august dawn
    Flee far from these walls

    This is my farewell
I am a sailor aboard a sinking ship
    I hope you fare well
And I pray you avoid the whip

    Farewell
    O, farewell

    Mr. Basrid,

Upon hearing of your retirement, I felt provoked to write a poem. Your long and dedicated career, and your repeated reinforcement of this beautiful idea – the Tapestry of Man – compelled me to capture this in prose.

    Dear sir,

It dawned on me just now that you were the nice young man that I had met with in my office. What a wonderful coincedence.

But as for your apology, friend --- all is well. I understand. The passions of youth can cloud even the greatest judgement. Sifting through the complexity and confusion of our interconnected world is a difficult task. Even harder is deriving valuations of justice or injustice from the chaos we see in our day to day lives. Please stay vigilant and continue to hold us, your leaders, to account.

I have pulled your application and reviewed it personally. Welcome aboard. At your earliest convenience you may report to my office at Varoche Hall. We will begin the onboarding and you may start work as an Imperial Archivist. As an extra project, I will have you assist me in converting the old orphanage into dormitories for the Imperial University. These dormitories will be available for orphans and students alike, offering central and convenient housing to youth in need. I will personally finance a scholarship to this end.

I look forward to working with you.

    Sincerely yours,

    Secretary Halcourt

  10. A public statement is made available through the Office of the Secretary of State for Civil Affairs. In addition, a letter is dispatched via courier to the petitioner with an exact copy. A job application is also enclosed. [Click here to apply.]

    Dear sir,

The Ministry of Civil Affairs petitioned the Secretary of the Interior for an office building. This is standard procedure as the Interior regulates property ownership in the Crownlands. Numerous other Cabinet Ministries and government agencies are afforded physical office buildings such as the Chancellery, the Interior Ministry, the Justice Ministry, the Imperial Diet, the Imperial State Army, etc.

The Secretary of the Interior Edward Galbraith spoke with the church and noted that the church no longer used or managed the orphanage; it had been unused, empty, and abandoned for a period of many years. As a result, the church returned the building to the property of the government. This had the blessing of the Pontiff himself, to my understanding. From there, we were offered the space.

Orphanage records show that in the course of three or four decades, a maximum of three orphans ever applied for or were lodged within the orphanage. It was literally never used. We have verified this personally with the former caretaker of the orphanage, Mr. George Galbraith. These orphans have been grown for a decade or so. Given the prime location of this real estate, it was afforded a more fitting use.

All that being said, I myself am an orphan. I recognize the importance of care for our most vulnerable population – care that I was never afforded. After years fending for myself, I was reunited with my distant cousins and found normalcy, but I spent my early years on the streets of Helena.

Regardless, this program was unsuccessful. I offer an alternative: the University of Helena. Any orphan who is in need of shelter may contact me posthaste. I will provide for them free of charge a dormitory in the Imperial University. There, they may not only be housed and fed, but indeed, they might earn an education that will help them escape their earthly station.

Thank you for your concern. Please consider redirecting your vitriol in future. There are far more serious issues to address. Nevertheless, I laud your concern and your civic duty. If you have interest, please consider applying to my Ministry. We could use someone like you to help resolve issues like these. If an orphanage matters so dearly to you, I would be happy to hire you to found a new orphanage – an endeavor I could personally bankroll. Perhaps under your stewardship, such a program could be more well utilized and have a greater impact.

  11. The nature of roleplay is that it requires people. This requirement creates a need for some sort of centralization. Because of this, nations with access to a steady playerbase tend to significantly centralize their roleplay. That ensures that regardless of when you log on, you can probably find someone at the tavern or church or town hall to roleplay with. Small towns are antithetical to this level of activity and in fact do the opposite.

When populations are further distributed in small or rural settlements, ultimately players log on and do not find people around. When they do this, they become disengaged and inactive. This contributes to a great deal of total current players, but a small amount of activity generated from those players. We saw this in many previous maps. Modern staff policies and even decisions made by nation leaders reinforce the efficacy of centralization. Decentralization is a cancer on the back of an active roleplaying experience and it is important we stop using this rhetoric.

‎‎Meeting Minutes from the 11th of Tobias Bounty, 1783 Meeting

Speaker Halcourt: “Livery Masters may be seated on the left as you enter, while members of the City Government may be seated on the right... Thank you.”

Speaker Halcourt: “I call this meeting of the Livery Board to order at 1:41 P.M. on the 11th of Tobias Bounty, 1782.”

Speaker Halcourt: “Before we call the roll, I ask that all Masters and other government employees stand to recite the Nauzican Oath, declaring our oath of fealty to His Imperial Majesty the Emperor.”

The Nauzican Oath is recited, reading as follows. All Masters and government employees present participate.

”I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them.

    Master Kelmenour: “Amen.”

    Deputy Mayor Sentinel: “Amen.”

Speaker Halcourt: “You may all be seated.”

Deputy Mayor Sentinel: “Mister Speaker, I volunteer to call roll.”
    ‎‎
Speaker Halcourt: “Splendid. Please proceed with the roll then, mister Deputy Mayor.”

Deputy Mayor Sentinel: “Master Kinsrell Commandore of the Honorable Company of Mercers.”

Deputy Mayor Sentinel: “Master Alpha Carrington of the Honorable Company of Vintners, Brewers and InnkeepersMaster Alpha Carrington of the Honorable Company of Vintners, Brewers and Innkeepers.”

Deputy Mayor Sentinel: “Master Thaliet Sommers of the Honorable Company of Ironmongers, Blacksmiths and Founders.”

Deputy Mayor Sentinel: “Master Annabelle Kelmenour of the Honorable Company of Grocers and Cooks.”

    Master Kelmenour: “Aye.”

Deputy Mayor Sentinel: “Master Dmitri Orlov of the Honorable Company of Tylers, Bricklayers and Paviors.”

Deputy Mayor Sentinel: “Master Desmond Morgryn of the Honorable Company of Barbers and Surgeons.”

    Master Morgryn: “Aye.”

Deputy Mayor Sentinel: “Master Thomas Aquinas of the Honorable Company of Drapers and Haberdashers.”

Deputy Mayor Sentinel: “Master Victor C. Halcourt of the Honorable Company of Scriveners.”

    Speaker Halcourt: “Present.”

Deputy Mayor Sentinel: “Master Philip Pruvia-Albarosa of the Honorable Company of Publicans.”

Deputy Mayor Sentinel: “Master Markus Ishmael of the Honorable Company of Thespians and Revelers.”

    Master Ishmael: “Present.”

Deputy Mayor Sentinel: “Speaker, that concludes the roll call with 4 present members.”

Speaker Halcourt: “The record will reflect the poor attendance of the Masters… Nevertheless, we will proceed. Thank you, masters Kelmenour, Ishmael, and Morgryn, for your dedication.”

Speaker Halcourt: “Thank you, also, mister Deputy Mayor. Your assistance is much obliged.”

Speaker Halcourt: “The chair will now hear any Masters who wish to present a bill or other legislation for consideration by the Board at large.”

Speaker Halcourt: “Please stand and speak if this is you.”

Speaker Halcourt: “The chair recognizes the gentleman from the Barbers and Surgeons.”

Speaker Halcourt: “The first point of debate is the prerogative of the presenter. Feel free to offer any thoughts or comments you see fit, Master Morgryn.”

Deputy Mayor Sentinel: “If I may interrupt, shall we invite Master Alpha Carrington to join us in this meeting from the rafters?”

Master Morgryn: “Honorable Livery Masters before I begin I must say that I am rather happy to hear that the Grain-Dole was passed and approved by our government and the Ministry of the Interior. However, there is yet more work to do. This legislation details how we must rebuild our broken Farms and prepare once more for the future. This Act shall call upon the Lord Mayor to beseech the Ministry of the Interior for Imperial Architects to rebuild our farms. If the Lord Mayor fails in this task then a private fund to hire architects shall be established. Furthermore it prepares us for the future by establishing a City Storage for crops as well as a Caretaker of the City Farms in order to safeguard us against further troubles in the future.”

Speaker Halcourt: “Thank you, master Morgryn. Eloquent as ever. Master Carrington, please feel free to be seated with your peers.”

Master Carrington did not sit with her peers. It appears she was asleep.

Master Morgryn: “If any Livery Master has questions or quarrels with this, please state so now.”

Speaker Halcourt: “The chair will now recognize any Masters who have questions regarding the Farms Reconstruction Act.”

Speaker Halcourt: “There being no questions from the Board, I myself would ask: Rather than establishing a new role, might it be more appropriate to delegate the functions of agricultural management to an existing member of the Mayor's Council?”

Speaker Halcourt: “This could for example be delegated to the Commissioner of Sanitation, or the Commissioner of Urban Planning perhaps.”

Master Morgryn: “That is a good remark, however I feel that, with the changes in cabinet almost every election cycle, we need a more permanent position.”

Speaker Halcourt: “That is a fair point. Perhaps it could be its own position, then, in the framework established. A Commissioner of Agriculture.”

Master Morgryn: “I would argue against creating such a position if it is to be another member of the Lord Mayor's Cabinet.”

Speaker Halcourt: “Hm. But given that the Mayor would appoint the Caretaker as described, functionally, there would be no difference whether it is formally part of the Cabinet or not.”

Deputy Mayor Sentinel: “As the Respesentation to the Mayoral Cabinet I see no reason to create such a role rather the establishment of the farm caretaker should be sufficent.”

Master Morgryn: “He would not appoint, sir, he would hire a Caretaker.”

Speaker Halcourt: “Fair enough. That's all I have. If any other Masters have further questions they may speak up.”

Speaker Halcourt: “There being no further questions nor debate, we will move into a vote by voice. I ask that mister Sentinel calls the roll of those present for a voice vote. Those absent will vote via courier at a later time.”

Speaker Halcourt: “Thank you, master Morgryn.”

Deputy Mayor Sentinel: “Master Annabelle Kelmenour of the Honorable Company of Grocers and Cooks.”

    Master Kelmenour: “Aye.”

Deputy Mayor Sentinel: “Master Desmond Morgryn of the Honorable Company of Barbers and Surgeons.”

    Master Morgryn: “Aye.”

Deputy Mayor Sentinel: “Master Victor C. Halcourt of the Honorable Company of Scriveners.”

    Speaker Halcourt: “Aye.”

Deputy Mayor Sentinel: “Master Markus Ishmael of the Honorable Company of Thespians and Revelers.”

    Master Ishmael: “Aye.”

Speaker Halcourt: “The record will reflect that the ayes are four and the other votes will be tallied via absentee ballot.”

Deputy Mayor Sentinel: “Vote stands at 4 Ayes 0 Nays and 6 absent Speaker.”

Speaker Halcourt: “Thank you, mister Sentinel.”

Speaker Halcourt: “The chair will recognize any Masters with additional legislation for debate and discussion.”

Deputy Mayor Sentinel: “Speaker if it would be seen appropriate I would like to present the Legislature of Master Dimitri Orlav to the floor as a proxy.”

Speaker Halcourt: “This is acceptable, mister Sentinel. Please proceed.”

Speaker Halcourt: “The first point of debate is awarded to the presenter. Please offer any insight that you see fit.”

Deputy Mayor Sentinel: “The Censuc Integration act will serve as a method to fully integrate all citizens into the imperial Census it state plainly that upon selling a property to its new owner, they shall first if said buyer qualifies. Enforce the signing the of current  decades census.”

Speaker Halcourt: “Thank you, mister Deputy Mayor.”

Deputy Mayor Sentinel: “I am open to question however for in depth question or revision I reccomend you speak to Master Orlav.”

Speaker Halcourt: “My other job, beyond being your Speaker, is serving as the Secretary of Civil Affairs in His Imperial Majesty's Cabinet. I can attest that census participation has been lacking in Helena. It is my belief that this initiative would significantly help this.”

Speaker Halcourt: “The chair will now recognize any other individuals who have questions or debate. You may also feel free to send a letter to Master Orlov since he is absent.”

Speaker Halcourt: “The chair recognizes the gentleman from the Honorable Company of the Barbers and Surgeons.”

Master Morgryn: “Mister Speaker I propose that this legislation be tabled until Master Orlov is present for its debate.”

Deputy Mayor Sentinel: “I second that motion I Only hoped to insert what I belive to be an important topic into the minds of the Masters for there consideration.”

Deputy Mayor Sentinel: “However I would hope to take any more questions before it is tabled for te session.”

Speaker Halcourt: “Understandable. The motion is heard and has a second. It will proceed to a voice vote of those present to affirm or deny its tabling, after questions are complete.”

Speaker Halcourt: “If anyone has further questions, please stand.”

Speaker Halcourt: “There being no further questions, we will proceed to a voice vote on whether or not to table this legislation until Master Orlov is present.”

Speaker Halcourt: “Mister Sentinel, please call the roll of those present.”

Deputy Mayor Sentinel: “Aye have it Speaker.”

Speaker Halcourt: “The motion passes unanimously by voice vote of those present. The Imperial Census Integration Act is therefore tabled until our next session, where hopefully Master Orlov will be available.”

Speaker Halcourt: “The chair will recognize any further legislation from present Masters.”

Speaker Halcourt: “There being no further legislation, the meeting will proceed into a period of unstructured debate. If any Masters or members of the public have comments or concerns to raise before we move on, they may voice them now. Please stand and await recognition.”

Speaker Halcourt: “The chair recognizes the gentleman from the Honorable Company of Thespians and Revelers.”

Master Ishmael: “Greetings Masters! And all others, I would like to formally announce that as of today, once the theather is up and running, a percentage of 30% of the proceeds will go into helping repair the city as of recent demonic events.”

Master Ishmael: “And…yeah that's really it.”

Speaker Halcourt: “Your generosity is appreciated, Master Ishmael.”

Speaker Halcourt: “Any others interested in public comments may stand.”

Speaker Halcourt: “There being no further comments, the meeting will proceed into the government questions period. Masters and members of the public may ask questions of the Helena City Government, herein represented by Deputy Mayor Tirilan Sentinel, on any subject.”

Speaker Halcourt: “Those interested may stand and await recognition.”

Speaker Halcourt: “You are all free to ask questions if you see fit.”

Speaker Halcourt: “Mister Deputy Mayor, do you have any reports or notes to offer the Board? We pray that Mayor Nicephore has been able to begin achieving his goals, and are happy to help as we may.”

Deputy Mayor Sentinel: “Not at the time no speaker.”

Speaker Halcourt: “Understood. In future, I would ask that the City Government prepare some sort of formal report for presentation at meetings. This could be on, for example, recent initiatives the Mayor undertook, new hires in the Mayoral Council, et cetera.”

Speaker Halcourt: “Thank you, mister Deputy Mayor.”

Speaker Halcourt: “There being no further questions for the government, the chair will entertain a motion to adjourn.”

Deputy Mayor Sentinel: “I will be certain to compile a report Speaker.”

    Master Ishmael: “So moved!”

Speaker Halcourt: “The motion will require a second from a Master.”

Master Kelmenour: “I second the motion.”

Speaker Halcourt: “Thank you. The motion is heard by the chair and will proceed to a quick voice vote. Those in favor, please say aye. Those opposed, say nay. Abstensions, please remain silent.”

    Speaker Halcourt: “Aye.”

    Master Kelmenour: “Aye.”

    Master Morgryn: “Aye.”

Speaker Halcourt: “The motion to adjourn has passed unanimously.”

Deputy Mayor Sentinel: “Good day Speaker.”

Speaker Halcourt: “I hereby adjourn this meeting of the Livery Board of the Imperial City at 5:23 P.M. on the 11th of Tobias' Bounty, 1782.”

Speaker Halcourt: “Godspeed to you, Deputy Mayor Sentinel, Masters.”

  15. A letter is dispatched via courier to the Livery Masters and the City Government.

    Dear sir or madame,

In line with the amendment being published presently by the Minister, I am designating the Master of the Mercers, Mr. Kinsrell Commandore @Slapacookie, as my Speaker Pro Tempore. He will effectively be my deputy.

If I am ever absent from a Board meeting, he will chair it in my stead. During normal meetings, he will call the roll and assist as otherwise needed during my chairship.

We anticipate still holding a meeting in two saint’s days. Please prepare any legislation that you wish to present before then. You may feel free to share it beforehand with the Masters so that they can study the subject before our deliberations.

[The meeting will be Saturday at 6 p.m. EST]

    Your obedient servant,

    Victor C. Halcourt

    ”Friends,

The Ministry is pleased to announce two more major hires.

    • Chancellor of Elections, Mr. Conrad Barclay
    • Chancellor of the Archives, Mr. Viktor Kortrevich

All other applicants are still under consideration and are pending interview for positions that are still open.

Thank you for your continued interest. The Ministry is excited to hear from you.

    Yours truly,

    Secretary Halcourt”

  17. A correction is subsequently issued.

    “To whom it may concern,

It has come to the attention of the Ministry that in fact, Mr. Henry Frederick is elder brother to Mr. Richard Victor. Given this is the case, Mr. Henry is a more legal heir.

As a result, this abdication is most likely illegal. Instead, Mr. Henry Frederick is the legal inheritor and will become Duke of Cathalon. A possibility for a more legal heir in the form of a son of the former Duke exists but to our knowledge there are none.

If any parties feel suitably aggrieved, then this case may be settled in court, but it is the opinion of the government that, in accordance with the ORC, Mr. Henry Frederick Helvets is the most legal heir. A court would most likely uphold this as fact.

    Thank you for your time,
