Well they really are what the players make them. If you only report people you "really don't like" then it's going to be a broken system. There can't be a staff member on all the time, there are going to be gaps no matter what, players need to use the reports properly.

Basically, they can't offer things they didn't make themselves as donator perks. They can't sell diamond swords.

The released skype messages from Mojang also state anything IN minecraft cannot be donator perks.
