@Dewper My general opinion on the matter is reserved and I'm merely going off of precedent. Newly created settlements have the opportunity for their own sub-forums, I have nothing to do with it, and my opinion on that doesn't particularly matter. I don't even have the power to alternate subforums and/or create/destroy them.

Also, keep in mind that Briar has been under construction for about two weeks now. We haven't had time to participate in much yet as we've just started building.

We are building a new city too. We still have RP while another is being constructed. (Constructed or copied?)

It was initially unclear who would be handling it, as permanent bans go to the admins while forum bans go to me. I assume that's what you're referring to when saying I was "trying to slide the appeal". His appeals were passed back and forth, culminating with a brief discussion about giving him a chance to prove himself.

Which accusation am I sidestepping? If I'm uncertain, it's because you seem to be changing your strategy of attack with everything I say - rather than focusing on a genuine issue that should be fixed.

Ioannis and I have no personal biased ties to nations on the server and like to enjoy some of it's aspects, it's important to remember that this is a team act as well. It's easy to assume, though. However we do apologize for the incompetency which followed with the dealing of this warclaim, or at least I do, and I'll personally be assuring to cover the mistakes we made with letting it grow so messy.
