Anyone who gives half a crap can learn any locked magic. If they can't be bothered to go through the RP to get the magic I don't think they'd provide good RP if it was unlocked.

That's pretty much how I've always felt. Even in the old days of MAs (Oh how I miss you), I don't think we can trust a player to put in the effort to rp magic if they won't put in the effort to get it properly.
